한국조폐공사가 발행한 신권을 한국은행으로 보낼 때 화폐 액수, 상태 등에 관한 이상 유무를 필히 확인하게 된다. 그에 관한 것을 보증하는 의미로 신권 100매 단위로 띠지를 두른 후 내보내는 것이 관봉권이다. 한국은행은 이를 시중은행에 내려 보낸다.
문재인 정권 당시 청와대와 거래했을 시중은행 지점은 관봉권 유통과 밀접하게 관련됐을 것으로 추정된다. 청와대에서 인출한 관봉권에 대해서는 돈세탁 방지 기구인 금융정보분석원도 특별히 문제 삼지 않는 것으로 알려진다. 일정 부분 이해되는 점도 있다.
관봉권은 주로 기업 비서실과 자금 부서 등에 공급된다고 한다. 하지만 한국은행은 개인 또는 법인과 직접 거래하지는 않는다. 이는 대통령도 예외가 아니다. 다만 한국은행에서 보낸 관봉권을 시중 은행이 그대로 사용하는 경우는 있다.

우선 청와대의 공적 자금이 사용됐을 수 있다는 의구심이 짙다. 또는 기업에서 흘러왔을 수도 있다. 김정숙 여사 개인이 관봉권을 직접 거래할 수 있는 상황은 아닌 것으로 판단되기 때문이다. 다만 그에 대한 시비를 변별해 내는 특이한 증거가 되어 줄 따름이다.
사람들은 물품 대금을 지불할 때 대체로 카드를 사용한다. 거액의 현금을 지니기엔 매우 불편하기 때문이다. 그럼에도 뭉칫돈으로 결재한다는 것은, 자신의 신분을 숨겨야만 했을 필요성이 높다. 하지만 관봉권을 사용했다는 점에선 또 다른 물증을 남긴 것으로 판단된다.
지난 총선 무렵, 김건희 여사가 어느 목사 일행으로부터 300만 원짜리 디올백을 받은 것을 놓고 야권 전체가 총공세를 펼친 바 있다. 더불어민주당 지지성향을 지닌 특정인들이 의도적이고 계획적인 음모에 따라 몰래카메라를 장착한 채 공작했다는 주장도 나왔다. 당시 김 여사는 물건 받기를 극구 사양했지만 일행이 막무가내로 핸드백을 놓고 오면서 이를 몰래 촬영했다는 주장이다. 그리고 이를 총선에 맞춰 공개 저격했다면서 선거에 영향을 끼치려는 의도가 다분하다는 것이다.
물론 다수의 국민은 김 여사의 핸드백 수령을 두둔하지는 않으리라 여긴다. 하지만 이러한 의혹은 우선적으로 밝혀져야 할 문제다.
총선에서 192석의 거대 공룡이 된 야권이 김 여사 특검을 요구하고 있다. 김건희 여사에 대한 특검 필요성이 있다면 김정숙-김혜경 여사를 둘러싼 논란에 대해서도 공히 특검이 요구된다. 김혜경 여사의 숱한 혈세 낭비와 갑질 의혹, 김정숙 여사의 대통령 전용기 이용한 인도 타지마할 관광도 진상이 가려져야 할 일이다. 평등성이 지켜질 때 국민적 설득력도 높기 때문이다.
