필자는 순직 해병대원의 처리 결과에 대해서 정부가 책임을 통감하지 못했다고 생각했다. 이 처리의 결과가 22대 총선에서 제일 큰 변수로 작용했고 국민의힘이 대패하는 결과를 만들었다고 믿고 있다. 총선 패배의 책임이 어디에 있냐고 당 내부에서 말이 많지만 책임의 소재를 가리자면 첫번째가 대통령실이라고 필자는 확신한다. 물론 패배의 원인이 두번째도 있고 세번째도 있겠지만 가장 큰 원인이라고 보는 것이다.
특히 군대는 일반인에 비해 명예를 중요시하고 신상필벌(信賞必罰)은 명예의 핵심이다. 병사가 업무 중에 사망을 했다면 지휘라인 중에 누군가가 책임을 지고 책임의 범위는 어느 선까지 쳐야 하는지는 군생활을 해본 사람이면 누구나 이해할 수 있는 일이라고 본다. 경찰에 수사보고서가 넘어갔고 경찰의 수사를 받았으면 아무 문제없이 수사 결과를 보면 될 일이었다,

비서실장의 특검 불필요성 브리핑도 일리가 있어 보인다. 특히 공수처는 민주당이 만든 기구이고 공수처에 고발도 했는데 공수처를 믿지 못하고 특검으로 해결하려는 것은 정치적인 공세라고 보인다. 채 상병의 죽음은 해병대 내부에서도 문재점을 인식하고 있는 듯하다. 그러므로 군의 사기를 위해서라도 수사와 책임자의 필벌을 빨리 결론을 내야 할 것이다. 민주당 소속의 박주민 의원이 국민이힘 소속 의원들에게 감성을 자극하는 편지로 재의에 동조할 것을 촉구하고 있다. 특히 공천을 받지 못한 의원이나 낙선한 의원들이 대상이라고 한다.
국민의힘도 민주당의 정치적 노림수를 간파했다면 박주민의원의 편지공세에 대해서 하지 말라고 할 게 아니고 적극적인 재의 거부를 홍보해야 할 것이다. 이미 당내에서 김 웅, 안철수, 유의동 등 3인이 재의에 찬성하겠다고 밝히고 있다. 민주당에서는 모두가 재의에 찬성할지는 알 수가 없다. 민주당도 공천 못 받은 의원도 있고 당에 불만이 있는 의원도 꽤 있는 것으로 알고 있다. 국민의힘도 어느 의원이라도 민주당 낙선, 낙천 의원들에게 재의에 반대를 촉구하는 감동의 편지를 한번 보내기를 바란다.
필자는 해병대원의 순직사건 이후에 국민의힘은 총선 패배로 정치적 책임을 한번 졌다고 본다. 앞으로 수사결과에 따라 누가 책임에서 자유로울지 알 수는 없다. 그러나 이 사건이 특검을 통해서만 책임이 완성된다고 보지 않는다. 특검이 만능이라고 생각하는 민주당의 인식이 경찰, 검찰, 공수처의 존재 이유를 부정하고 수사부실을 부추길 수가 있다.
윤석열 대통령은 채 상병 순직으로 인한 국민의 안타까움을 함께 인식하고 해병대의 명예와 단결을 위해서라도 박정훈 해병 수사단장의 보직해임을 취소하고 원대복귀를 명령하고 앞으로는 이런 일이 일어나지 않도록 군의 기강확립에 힘써 주기를 바란다.
