이두원 의원은 “공무원들에게 애국심과 사명감을 강조하던 시대는 이미 지났다”라며, “공복(公僕)으로서 책임을 완수하는 공무원상을 정립하기 위해서는 처우개선이 선행되어야 한다”라고 주장했다.
한편 채택된 건의문은 전국 시군구의회, 행정안전부, 국회의장에 전달할 예정이다.
