대통령실 신임 고용노동비서관 최현석·기후환경비서관 이창흠 선임

전임 김민석·이병화 차관 승진 따른 후속 인사..두 사람 각각 해당 부처 대변인 출신으로 정책 소통 강화 차원

대통령실 신임 고용노동비서관·기후환경비서관에 각각 최현석 고용노동부 기획조정실장(51)과 이창흠 환경부 기후탄소정책실장(56)이 선임됐다.

 

24일 대통령실에 따르면 두 신임 비서관은 지난 21일 임명돼 이날부터 용산 대통령실로 출근해 업무를 시작했다. 전임 김민석 고용노동비서관과 이병화 기후환경비서관이 각각 고용부·환경부 차관으로 승진한 데 따른 후속 인사다.

 

최 신임 비서관은 행정고시 39회 출신으로 고용부 대변인·사회적기업과장·근로기준정책관·최저임금위 상임위원·기획재정담당관을 지냈다. 배재고·연세대 행정학과 졸업 후 영국 노팅엄대에서 행정학 석사 학위를 받았다.

 

이 신임 비서관은 행정고시 40회 출신으로 환경부 환경산업경제과장·국립환경인력개발원장·정책기획관·원주지방환경청장·대변인 등을 거쳤다. 제주 남주고·경희대 행정학과 졸업 후 영국 킬(KEELE) 대학원 국제관계학과에서 정치학 석·박사 학위를 받았다.

 

두 신임 비서관 모두 해당 부처 대변인 출신으로 업무 경험이 풍부하고 정책 소통 능력이 뛰어나다는 평가를 받고 있는 가운데 정책 소통 강화 차원으로 보인다.

Choi Hyun-seok (51), head of the Planning and Coordination Office of the Ministry of Employment and Labor, and Lee Chang-heum (56), head of the Climate and Carbon Policy Office of the Ministry of Environment, were appointed as the new employment and labor secretary and climate and environment secretary in the Presidential Office, respectively.

 

According to the President's Office on the 24th, the two new secretaries were appointed on the 21st and began working at the Yongsan Presidential Office on that day. This is a follow-up appointment following the promotion of former Employment and Labor Secretary Kim Min-seok and Climate and Environment Secretary Lee Byeong-hwa to vice ministers of the Ministry of Employment and Labor and the Ministry of Environment, respectively.

 

The new secretary Choi graduated from the 39th administrative examination and served as a spokesperson for the Ministry of Employment and Labor, head of the social enterprise division, director of labor standards policy, standing member of the minimum wage committee, and director of planning and finance. He graduated from Bae Jae High School and Yonsei University in Public Administration and received a Master's degree in Public Administration from the University of Nottingham, England.

 

This new secretary graduated from the 40th civil service examination and served as the head of the Ministry of Environment's Environmental Industry and Economy Division, director of the National Environmental Human Resources Development Institute, policy planning officer, director of the Wonju Regional Environmental Office, and spokesperson. After graduating from the Department of Public Administration at Jeju Nam High School and Kyung Hee University, he received a master's and doctoral degree in political science from the Department of International Relations at Keele Graduate School in England.

 

Both new secretaries are former spokespeople for the relevant ministries and are evaluated as having extensive work experience and excellent policy communication skills. This appears to be an attempt to strengthen policy communication.
