(브레이크뉴스인천 박상도 기자) 인천시의회가 13일, 산업경제위원회 이명규 의원(국·부평구1)가 지난 12일 소상공인의 경영 안정을 돕기 위한 제도적 기반을 마련했다고 밝혔다.
인천시의회 산업경제위원회에 따르면 이날 열린 ‘제300회 임시회’상임위원회에서 이명규 의원이 대표발의한 ‘인천광역시 소상공인 지원에 관한 조례 일부개정조례안’, ‘인천광역시 도시형소공인 지원에 관한 조례 일부개정조례안’, ‘인천광역시 금융복지상담 지원에 관한 조례 일부개정조례안’ 등 3건이 가결됐다.
이번 개정으로 백년소상공인 개념 정립, 소상공인 지원을 체계적으로 추진하기 위한 실태조사의 실시, 소상공인위원회 설치 및 구성에 관한 사항, 백년소상공인의 사업승계, 지식재산권 보호 및 정보제공을 위한 간행물 발행 지원, 불공정거래 피해상담센터 기능 확대 등이 명문화됐다.
또, ‘인천광역시 도시형소공인 지원에 관한 조례 일부개정조례안’과 ‘인천광역시 금융복지상담 지원에 관한 조례 일부개정조례안’의 개정을 통해 도시형소공인 지원센터 및 금융복지상담센터의 운영을 해당 분야에 전문성이 있는 법인 및 단체에 위탁할 수 있도록 규정했다.
이명규 의원은 “코로나19 장기화와 글로벌 경기침체로 소상공인들의 생존이 위협받고 있다”며 “보다 체계적인 지원책이 필요하다고 판단했다”고 설명했다.
그는 또 “이번 개정이 인천시 소상공인분들에게 실질적인 도움이 되길 바란다”며 “앞으로도 소상공인은 물론 인천시민 모두가 체감할 수 있는 정책 마련에 최선을 다하겠다”고 말했다.

또 연체금을 포함한 공공하수도 사용료 및 수수료와 기타 징수금의 소멸시효를 현행법에 따라 각각 3년과 5년으로 규정했다.
이에 따라 인천시 재정 건전성 확보는 물론 행정적 혼선도 줄어들 것으로 보인다.
개정안을 대표 발의 한 산경위 이명규 의원은 “중수도 이용 활성화를 통해 하수도 사업 특별회계의 안정적 운영을 도모하고, 공공하수도 사용료 및 징수금의 소멸시효를 명확히 해 인천시의 채권 관리 체계를 강화하고자 했다”고 발의 취지를 설명했다.
