이재명 대통령이 12일 두 번째 업무 보고에서 "역사적으로 과학기술을 존중하는 사회·국가와 과학기술에 투자하는 국가는 흥했다'고 강조했다.
이 대통령은 이날 오전 세종시 정부세종컨벤션센터에서 '혁신·신뢰로 도약하는 대한민국' 주제로 두 번째 열린 과학기술정보통신부·개인정보보호위원회 업무 보고 모두 발언에서 이같이 말한 후 "그 사회가 망하냐 흥하냐는 자본 배분에 대한 권한있는 공직자·정치인에 달려 있다"고 했다.
그러면서 "세종·정조대왕을 말하는데 세종·정조는 귀천 가리지 않고 과학기술자들을 존중·중용했다"며 "따라서 그 시대 과학기술이 발전하고 사회가 성장했다"고 했다.
이어 "전세계적으로도 마찬가지"라며 "미국이 앞서가는 것도 과학기술에 대대적 투자를 오랫동안 했기 때문"이라고 했다.
또 "대한민국도 특별한 자산·자본이 많은 국가가 아닌데 짧은 시간 세계가 놀랄 만한 성장을 이룬 건 교육 때문 아닌가 싶고 과학기술이 밑바탕"이라며 "자식들을 공부시켰으며 대한민국이 강국으로 태어난 결정적 원인 같다"고 했다.
더불어 "과학기술을 존중하는 사회여야 성장·발전 기회가 있을 것"이라며 "한 때 대한민국 성장 발전 토대가 학습·R&D(연구개발)에 있다는 사실을 잠시 망각했던 때가 있었으며 타격도 있었다"고 했다.
이 대통령은 "빨리 복구해야 하는데 많이 복구된 것 같다"며 "공직자들 태도가 중요하다"고 강조했다.
그러면서 "정치가 제대로 작동하면 나라가 흥할 것"이라며 "제대로 작동 안하면 망한다"고 했다.
또 "실제 민주주의를 제대로 하는 나라는 흥하는 것 같다"며 "민주주의란 결국 각 구성원이 존중받고 공정한 기회를 받는 것"이라고 했다.
