서울 지하철, 탈 때마다 781원 적자..무임수송에 요금 올려도 ‘밑 빠진 독’

승객 1명을 태울 때마다 800원에 가까운 적자가 발생하는 구조적 모순이 수년째 되풀이되는 실정이다.

 

서울교통공사는 지난해 지하철 1~8호선에서 승객 1명을 수송하는 데 1817원의 원가가 들었으나, 실제로 받아들인 평균 운임은 1036원에 그쳐 승객 1명당 781원의 손실이 발생했다고 12일 밝혔다.

 

이에 따라 수송원가 대비 평균 운임을 뜻하는 원가보전율은 57%에 머물렀다. 승객이 내는 지하철 요금으로는 전체 수송 비용의 절반 남짓만 간신히 충당하고 있는 셈이다. 

 

공사의 원가보전율은 △2021년 50.2% △2022년 53.3% △2023년 54.7% △2024년 53.9%로, 최근 5년간 단 한 번도 50%대를 벗어나지 못했다. 2023년과 2025년 두 차례에 걸쳐 대중교통 요금을 인상했음에도 적자 구조를 탈피하기엔 역부족이었다는 평가다.

 

공사의 이 같은 만성 적자 뒤에는 무임수송과 버스 환승 할인 등 ‘공익서비스(PSO)’ 제공에 따른 구조적 한계가 자리 잡고 있다고 지적했다. 

 

공사는 지난해 총수익 2조3728억 원, 총비용 3조1996억 원을 기록하며 8268억 원의 당기순손실을 기록했다. 공사가 부담한 공익서비스 손실 비용은 8167억 원으로, 전체 당기순손실 규모와 맞먹는다는 것이다.

 

공익서비스 손실 가운데 가장 높은 비중을 차지한 것은 무임수송(4488억 원)이었다. 이어 버스 환승(2907억 원), 정기권 등(772억 원) 순이었다. 

 

무임수송 손실은 2020년 2643억 원에서 5년 새 약 70% 늘었다. 급격한 고령화에 따라 손실 규모는 지속 확대될 것으로 전망된다.

한영희 서울교통공사 기획본부장은 “무임 수송은 국가 정책으로 시행 되는 공익서비스인 만큼 그에 따른 사회적 비용 역시 국가 차원의 책임 있는 자세가 필요하다”며 “국민 이동권 보장과 지속 가능한 대중교통 운영을 위해 무임 손실에 대한 정부 지원 방안이 조속히 마련돼야 한다”고 전했다.
