Is the Lee Jae-myung Administration a Government of Popular Sovereignty or a State of Police Violence?

- Jang Seong-min, Former National Assembly Member

The Lee Jae-myung administration is sinking into a path of misfortune day by day. President Lee’s leadership is wavering everywhere. Ultimately, it appears they intend to deploy the police—the physical force of the state—to the site of the "June 3 Democratic Uprising" in Jamsil, which is part of the movement to restore suffrage for young people in their 20s and 30s. It is a tragedy and a misfortune. At a time when public suspicions of election fraud stemming from the ballot shortage in the June 3 local elections are spreading like wildfire, the Lee Jae-myung administration’s "tyranny" of intending to forcibly disperse the protesters is precisely a "signal of the regime's end" and a "sign of misfortune." Can deploying police forces to the scene of the people's voluntary resistance, born from the ballot shortage crisis in the June 3 local elections, be considered an appropriate method for democratic problem-solving?

Is it appropriate for the Lee Jae-myung administration, which professes to be a government of popular sovereignty, to use police forces to forcibly disperse the demands for a re-election from the 2030 generation—who argue that democracy must be restored after their political rights, voting rights, and fundamental rights have been deprived—and to forcibly seize the ballot boxes they are protecting?

If the Lee Jae-myung administration commits unilateral tyranny by forcibly deploying police to the site of the "June 3 Democratic Uprising" in Jamsil—the center of public suspicion regarding election fraud—while condemning the ballot shortage in the June 3 local elections, without prioritizing consensus between the ruling and opposition parties or society, and if the scene of young people being forcibly dragged away is shown to the entire nation and the world, this is tantamount to publicly declaring to the outside world that President Lee’s power has effectively come to an end.

They are essentially advertising that the government of popular sovereignty they so loudly proclaimed is actually an anti-popular sovereignty government, and that K-democracy under the Lee Jae-myung administration is a tyranny, not a democracy. On June 15, the police warned regarding the situation at the Jamsil site, stating, "Investigative agencies will collect evidence of every action." Furthermore, the Seoul Metropolitan Police Commissioner issued a threatening warning to the public, stating, "If you thoughtlessly stand by and sympathize with illegal acts and become an accomplice, you could face ruin," adding that "imprisonment of up to 10 years is possible." Since this police warning occurred after President Lee instructed the police to "strictly investigate illegal acts, such as restricting unauthorized entry of protesters at the Jamsil vote counting station," the deployment of police forces to the site of the "June 3 Democratic Uprising" was effectively carried out at the President's direction.

Currently, the Lee Jae-myung administration claims to be a government of popular sovereignty while heading toward a state of police violence, plunging into the abyss of tyranny rather than democracy. It is moving toward an increasingly oppressive system. Are you saying that in South Korea, the world's top 10 economy, the Lee Jae-myung administration—which professes to be a government of popular sovereignty—will push ahead with a 21st-century Nero-esque idea to deploy police forces, a form of coercive physical force, to drag out and disperse sovereign citizens and forcibly seize the ballot boxes they are guarding at a site defending popular sovereignty where the people, the true sovereigns, have lost their representative right to vote, demanding fair opportunities for suffrage and calling for a re-election? Are you saying you intend to ruin the young people of their 20s and 30s, who are the protectors of sovereignty? Are you saying this place will become a major battleground for the deployment of police forces, which have long been regarded as the people's walking stick? Is the place where police forces should be deployed the National Election Commission, or the site of the June 3rd Democratic Uprising? Is the place that must first be dragged out and disbanded by police forces the National Election Commission, or the site of the Jamsil 'June 3rd Democratic Uprising'? To preserve popular sovereignty, is the place where the ballot boxes must be seized first the National Election Commission or the site of the "June 3 Democratic Uprising"? Is the priority the deployment of the police, an instrument of state violence, or democratic persuasion through rational dialogue with the youth? Is the priority an agreement between the ruling and opposition parties regarding a parliamentary investigation and a special prosecutor, or the deployment of police forces? If President Lee were to deploy the police—an instrument of state violence—to the site of the "June 3 Democratic Uprising" to seize the ballot boxes, this would spread suspicions of election fraud among the entire nation and ignite another fire of public suspicion against the state.

This would fuel suspicions that the ballot shortage in the June 3 local elections was election fraud rather than mere mismanagement, and would reinforce the perception that the police's seizure of ballot boxes is an act of "destruction of evidence" regarding election fraud. The deployment of police forces is necessary solely for the protection of sovereignty. If it is abused to usurp sovereignty, the waves of misfortune will head directly toward President Lee, as well as the Lee Jae-myung administration.

If a government based on popular sovereignty forces through acts of usurping popular sovereignty rather than protecting it, it will cease to be a government based on popular sovereignty and become a state of police violence. Abandoning the democratic resolution method—which involves a five-party consensus among young people in their 20s and 30s, citizens, and the ruling, opposition, and opposition parties—and instead attempting to resolve issues by force through the deployment of police forces—the coercive physical power of the state—is gangster leadership, not the leadership of a democratic republic operating as a global democratic nation. If this leads to growing public distrust regarding voting rights, it will directly result in distrust of the National Election Commission, elections, and voting, ultimately leading to distrust in democracy. The Republic of Korea is a democratic republic. This is a matter of the disappearance of the identity of the democratic republic; it is a matter of the Republic of Korea's very existence and is directly linked to the roots of its sovereignty and identity.

The state's public authority is a legitimate coercive and physical force that can be used to protect sovereignty and the people. The people granting the state the authority to exercise lawful violence is a demand for the state to protect their sovereignty, including the right to life and property. The state may exercise physical coercive force only when this premise is met. The site of the June 3rd Democratic Uprising in Jamsil today is a place where sovereign citizens are determined to defend their right to vote, which is a form of sovereignty. Whether it is a mistake, manipulation, or corruption by the state, any suspicion regarding the reality of this situation constitutes an infringement on sovereignty and a deprivation of the right to vote; this is an anti-democratic act. The young people in their 20s and 30s there are the guardians of sovereignty, determined to restore fairness from the unfairness of this flawed state. You think police forces will be deployed against them? Go ahead and try. I will watch to see what kind of repercussions the result brings. This is truly a pathetic tyranny. I already knew that this is the kind of country would become if a four-time convicted criminal became president. The harm inflicted upon the state, the people, and national interests, as well as upon the youth of the 20s and 30s and their future, is immense. In democratic countries, the unfortunate circumstances faced by presidents or political leaders almost always stem from their ignorance of what democratic leadership is and their failure to put it into practice. President Lee Jae-myung’s deployment of police is a repetition of such misfortune.
