Seoul City Passes Ordinance to Support Bus Fares for Seniors Aged 70 and Over… Discussions on Raising Subway Free Ride Standards Begin in Earnest

Will Seoul’s Subway Deficit and Budgetary Burden Be Left Solely to Seoul City?

Need for Central Government to Share Losses from National Welfare Policies Raised

Break News, Political Reporter Kim Choong-lyoul = As Seoul City pushes to partially subsidize bus fares for the elderly aged 70 and over, the ordinance providing the legal basis for this has passed the Seoul Metropolitan Council.

At a plenary session on the afternoon of the 24th, the Seoul Metropolitan Council passed the "Ordinance on Transportation Fee Support for Seniors in Seoul" with 69 votes in favor, 1 against, and 5 abstentions out of 75 members present. The ordinance stipulates that city bus and village bus fares can be subsidized within the budget limits for citizens aged 70 and over who are registered residents of Seoul.

Based on this ordinance, Seoul City plans to fully subsidize bus fares for citizens aged 70 and over for up to 14 trips per month. Instead, the city plans to simultaneously pursue a measure to raise the age limit for free subway rides from the current 65 to 70. To this end, it will hold a "Public Hearing on Public Transportation Policy for Seniors" early next month in collaboration with the Seoul Federation of the Korea Senior Citizens Association to initiate full-scale social discussions.

As of the end of last year, out of Seoul's population of 9,229,548, 1,251,989 (approximately 13.6%) were aged 70 or older, and 648,113 (7.0%) were aged 65 to 69. The city estimates the annual budget required for the project to be approximately 52 billion won.

However, despite the passage of the ordinance, the actual timing and method of bus fare support have not yet been determined. Social consensus and funding for the adjustment of the free subway age must be established first, followed by budget allocation and discussions by the City Council. Meanwhile, Daegu City achieved significant economic and social benefits by becoming the first in the nation to fully implement free city bus rides for seniors aged 70 and older, while Gyeongbuk is currently implementing free bus services and subsidies for tour bus fares in some rural areas. Incheon is also expanding transportation cost refunds through its ‘i-Pass’ system.

The Seoul subway system incurs an annual deficit of hundreds of billions of won due to its free ride system (for those aged 65 and older). As of 2023, the deficit of the Seoul Metro reached approximately 1 trillion won, a significant portion of which is attributable to losses from free rides.

Therefore, the Seoul subway deficit is not merely a local government issue but a result of national social welfare policies. Consequently, the central government must take responsibility and provide support for a certain portion to simultaneously ensure the sustainability of the system and the balance of local finances. hpf21@naver.com
