[브레이크뉴스=배종태 기자] 국회 보건복지위원회 소속 백종헌 의원(국민의힘, 부산 금정구)이 정신건강 심리상담 바우처사업의 안정적인 운영을 유도하기 위한 전산 시스템 구축 근거를 마련했다. 백 의원은 심리상담 바우처사업 정보시스템의 구축과 운영 유관 규정을 담은 '정신건강증진 및 정신질환자 복지서비스 지원에 관한 법률 일부개정법률안'을 7월 6일 대표발의했다.
법안 발의 배경 및 기존 문제점
현재 정부는 국민 정신건강 증진을 목적으로 '정신건강 심리상담 바우처사업'을 시행하고 있다. 그러나 이용자 신청 접수, 서비스 제공, 비용 지급, 사후 관리 등을 효율적으로 처리할 전산 체계의 법적 근거가 미비하여 사업 운영의 안정성과 투명성을 확보하는 데 한계가 있었다.
개정안의 주요 내용 및 정보 보호 조치
이번 개정안은 보건복지부장관이 정신건강 심리상담 바우처사업 정보시스템을 구축·운영할 수 있도록 법적 근거를 신설했다. 해당 정보시스템은 신청 접수 및 대상자 선정, 이용권 발급 및 비용 정산, 제공기관 관리·평가 등의 업무를 전산화한다. 또한 관계 중앙행정기관과 지방자치단체, 공공기관 간의 정보 연계 협조 의무를 명시해 원활한 정보 공유를 도모했다. 특히 민감한 정신건강 정보의 누출을 방지하고자 업무상 알게 된 비밀을 누설하거나 발표하지 못하도록 엄격한 비밀유지 의무 규정을 포함했다.
백종헌 의원은 정신건강 심리상담 바우처사업이 현장에서 내실 있게 운영되려면 체계적인 전산 인프라가 뒷받침되어야 한다고 강조했다. 이번 개정안을 통해 사업의 안정성과 투명성을 높이는 것은 물론, 국민이 더욱 신속하고 편리하게 정신건강 서비스를 이용할 수 있는 환경이 조성될 것으로 전망했다.

On July 6, Representative Baek officially sponsored the partial amendment bill to the Act on the Improvement of Mental Health and the Support for Welfare Services for Persons with Mental Disorders.
The government currently operates the "Mental Health Psychological Counseling Voucher Program" to promote public mental health. However, because there has been no explicit legal basis for an electronic information system to efficiently process user applications, service delivery, expense payments, and follow-up management, ensuring the operational stability and transparency of the program has faced significant limitations.
Key Provisions and Information Security Measures
The proposed amendment introduces new legal grounds authorizing the Minister of Health and Welfare to establish and operate an information system dedicated to the mental health psychological counseling voucher program. This system will digitize core tasks, including processing applications, verifying eligibility, issuing vouchers, settling expenses, and evaluating service providers and personnel. Furthermore, the bill mandates data linkage cooperation among relevant central administrative agencies, local governments, and public institutions to facilitate seamless information sharing. To protect highly sensitive personal data, the amendment incorporates strict confidentiality clauses that prohibit current and former system operators from disclosing or publishing secrets acquired in the course of their duties.
Representative Baek Jong-hean emphasized that a structured electronic infrastructure must back the mental health psychological counseling voucher program for it to operate effectively on the ground. He stated that this amendment is expected to raise the stability and transparency of the program, while allowing citizens to access crucial mental health services more swiftly and conveniently.
