지방자치단체의 재정 자립도에 따라 극심한 편차를 보이는 기부식품 배분 체계를 정상화하기 위한 입법이 추진된다.
더불어민주당 복기왕 의원(충남 아산갑)은 거주 지역에 따른 식품 복지 불균형을 해소하고 푸드뱅크의 안정적 운영을 도모하는 ‘식품등 기부 활성화에 관한 법률 일부개정법률안’을 대표 발의했다고 8일 밝혔다.
현행법은 보건복지부 장관과 시·도지사가 광역 기부식품등지원센터를 지정할 수 있도록 규정하고 있으나, 정작 예산 지원은 강제성 없는 임의규정에 묶여 있다. 이 때문에 지자체 곳간 사정에 따라 복지 서비스의 질이 극단적으로 갈리는 부작용을 낳았다.
국회입법조스처 자료를 보면 지원센터당 평균 예산은 서울이 3억 1424만 원에 달한 반면 부산은 2025만 원에 불과해 무려 15.5배의 격차를 보였다. 전국 평균(7421만 원)에 못 미치는 광역단체도 17곳 중 12곳(70.6%)에 달했다.
인프라와 기부 물품의 수도권 쏠림 현상도 심각한 수준이다. 최근 5년간 전체 식품 기부액의 51.2%와 냉동·냉장 차량의 44.7%가 수도권에 집중됐다. 반면 충남(528건)과 부산(501건) 등 비수도권 센터 종사자들은 인력 부족으로 인해 전국 평균(189건)의 2.7배에 달하는 격무에 시달리고 있다.
이는 영국이 지방정부법을 통해 푸드뱅크 국고 보조를 명문화하고, 캐나다가 기금을 신설해 저온 유통망을 지원하는 등 기부 전달체계를 법제화한 해외 주요국과 대조적이다.
이번 개정안은 국가가 전국 및 광역 기부식품지원센터 운영비와 사업비의 50% 이상을 의무적으로 보조하도록 명문화해 재정 격차에 따른 복지 사각지대를 메우도록 했다.
