이재명 정부가 지역균형발전 차원에서 추진하고 있는 ‘AI 3대 메가프로젝트’가 국민의 절대적 지지를 받는 것으로 확인됐다. 국민의힘도 이제 초당적 협조를 해야 할 책무가 있다.
갤럽이 오늘(10일) 발표한 7월 둘째 주 정기 여론조사에 따르면, ‘3대 메가 프로젝트’가 ‘지역균형발전에 도움 될 것’이라는 응답이 57%, ‘지역 간 격차 더 커질 것’이라는 응답이 26%로 나타났다. 지역균형발전에 도움이 될 것이라는 긍정적 답변이 부정적 답변보다 두 배 이상 높다.
‘3대 메가프로젝트’는 호남에 ‘AI 반도체’ 집중 투자를 비롯해, 충청에 ‘AI 데이터센터’, 영남에 ‘피지컬 AI’ 구축을 통한 ‘AI 3각축’을 완성하는 거대한 계획이다. 미국과 중국에 이은 세계 ‘AI 3대 강국’으로 발돋움하려는 국가적 사업이다.
지역적으로도 대구경북을 포함해 모든 지역이 긍정적인 것으로 나타났다. 서울 55%를 비롯해, 인천경기 61%, 충청 62%, 호남 75%, 부산울산경남 49%가 긍정적으로 답변해 대부분 지역에서 긍정이 부정보다 두 배 이상 높았다. 대구경북만 긍정이 39%로, 부정 37%보다 2% 정도 높았다.
정치성향 별로도 진보층은 긍정이 85%로 높았고, 중도층은 61%였는데, 보수층만 긍정 34%로 부정 49%보다 낮았다. 지지정당 별로도 민주당 지지자는 긍정이 81%였고, 무당층도 51%였는데, 국민의힘 지지자만 긍정이 22%로 부정 55%보다 훨씬 낮았다.
‘3대 메가프로젝트’에 대한 전체 국민의 긍정 여론이 부정보다 두 배 이상 높은데도, 유독 보수성향과 국민의힘 지지자에서 긍정이 부정보다 낮은 것은 무엇 때문인가?
국민의힘이 정략적 접근으로, ‘3대 메가프로젝트’를 호남 지역에 대한 특혜로 몰아갔기 때문으로 분석된다. 그동안 영남은 1960~70년대 산업화 시기 집중 투자를 하고, 충청은 세종 ‘행정수도’ 이전으로 집중 지원을 받았으나, 호남만 국가적 투자에서 소외되고 차별받았다.
이런 역사적 사실을 부정하고, 이번에 상대적으로 호남에 많은 ‘AI 반도체’ 투자를 문제 삼는 것은 이치에 맞지 않다. 호남의 경제적 낙후는 급격한 인구 유출뿐 아니라 경제지표에서도 뚜렷이 나타나고 있다.
국가데이터처의 ‘2026년 1분기 실질 지역내총생산(GRDP)’ 발표를 보더라도, 올해 1분기 전국 실질 GRDP는 1년 전보다 3.8% 증가했으나, 호남만 유일하게 0.0%에 그쳤다. 영남은 2.0% 이상 성장했다. 전국 시도 중에서도 전남만 유일하게 마이너스 성장(-0.8%)으로 최악을 기록했다.
이 경제지표만 보더라도, 호남 지역, 그중에서도 광주전남에 국가적 집중 투자가 필요한 이유는 명확하다. 진정한 지역균형발전은 경제적으로 뒤떨어진 지역을 끌어올려 지역 격차를 줄이는 것이다. 이제야 제대로 진짜 지역균형발전의 시대로 접어들고 있다.
더구나 광주는 이미 2018년 이용섭 시장 때부터, 최초로 ‘국가 AI 데이터센터’를 유치했을 뿐 아니라, 인재양성을 위해 ‘AI 사관학교’를 개교했고, 창업자를 위한 종합지원센터를 설립했다. 이런 3대 축을 통해 ‘광주, 대한민국 AI 수도’를 위한 지속가능 ‘AI 생태계’를 오래전 구축해 놓았다.
이미 수도권 과밀은 지역균형발전을 저해하는, 국가적 운명이 걸린 문제다. 지역균형발전은 국민통합에도 기여하고 국가의 미래 경쟁력도 높인다.
국민의힘은 이번 여론조사에서 나타난 민심을 꿰뚫어 봐야 한다. 국민 분열과 새로운 지역감정을 초래해 정치적 이익을 얻으려는 어설픈 정략적 접근은 용납될 수 없다.
국민의힘은 국민통합 차원에서, 그리고 지역균형발전 차원에서 이재명 정부의 ‘AI 3대 메가프로젝트’에 적극 협조해야 한다. 지역균형발전, 지방분권에 여야가 따로 없다.

According to the regular public opinion poll for the second week of July released by Gallup today (the 10th), 57% of respondents stated that the ‘Three Major Mega Projects’ would ‘help balanced regional development,’ while 26% responded that the ‘gap between regions would widen further.’ Positive responses regarding their contribution to balanced regional development are more than twice as high as negative responses.
The ‘Three Major Mega Projects’ is a massive plan to complete the ‘AI Triangle’ by establishing ‘AI semiconductors’ in the Honam region, ‘AI data centers’ in the Chungcheong region, and ‘physical AI’ in the Yeongnam region. This is a national project aimed at establishing itself as one of the world's top three AI powerhouses, following the United States and China.
Regionally, all regions, including Daegu and Gyeongbuk, showed a positive response. With 55% in Seoul, 61% in Incheon and Gyeonggi, 62% in Chungcheong, 75% in Honam, and 49% in Busan, Ulsan, and Gyeongnam, positive responses were more than double the negative responses in most regions. It is illogical to deny these historical facts and take issue with the relatively large ‘AI semiconductor’ investment in the Honam region this time. The economic backwardness of the Honam region is clearly evident not only in the rapid population outflow but also in economic indicators. Even looking at the National Data Agency’s announcement of the ‘Real Gross Regional Domestic Product (GRDP) for the first quarter of 2026,’ the national real GRDP for the first quarter of this year increased by 3.8% compared to a year ago; however, the Honam region was the only one to record only 0.0% growth. The Yeongnam region grew by more than 2.0%. Among all provinces and cities nationwide, Jeonnam was the only one to record negative growth (-0.8%), marking the worst performance.
Even looking at these economic indicators alone, the reason why concentrated national investment is needed in the Honam region, particularly in Gwangju and Jeonnam, is clear. True balanced regional development means lifting economically lagging regions to reduce regional disparities. We are finally entering an era of genuine balanced regional development.
Moreover, since Mayor Lee Yong-seop took office in 2018, Gwangju has not only successfully attracted the first ‘National AI Data Center,’ but has also opened an ‘AI Academy’ to foster talent and established a comprehensive support center for entrepreneurs. Through these three major pillars, a sustainable "AI ecosystem" for "Gwangju, the AI Capital of Korea" was established long ago.
Overcrowding in the Seoul metropolitan area is already a matter of national destiny that hinders balanced regional development. Balanced regional development contributes to national unity and enhances the nation's future competitiveness.
The People Power Party must see through the public sentiment revealed in this opinion poll. Clumsy, politically motivated approaches aimed at gaining political advantage by causing national division and new regional animosity cannot be tolerated.
The People Power Party must actively cooperate with the Lee Jae-myung administration's "Three Major AI Mega-Projects" for the sake of national unity and balanced regional development. When it comes to balanced regional development and decentralization, there is no distinction between the ruling and opposition parties.
