Representative Na Kyung-won (Proposes Amendment to ‘Normalize the Yellow Envelope Law’)
In line with the recent Supreme Court ruling denying prime contractors’ obligation to engage in collective bargaining, Representative Na Kyung-won has taken legislative measures to revitalize the national economy and protect youth jobs. Representative Na announced on July 10 that she would propose a bill to re-amend the so-called "Yellow Envelope Act" (the amended Trade Union and Labor Relations Adjustment Act).
This bill was immediately pushed forward based on the judgment that the legislative basis for the existing Yellow Envelope Act had been lost, following the Supreme Court's remand of the lower court ruling which denied the employment contract relationship between CJ Logistics and its delivery drivers. Representative Na Kyung-won pointed out, "The Supreme Court ruling has fundamentally negated the legislative basis and justification for the Yellow Envelope Act, which was pushed through by the Lee Jae-myung Democratic Party administration." She further criticized, "The price of hasty legislation that shook the national labor law system by relying on a specific Labor Relations Commission ruling without even clearly examining the employment contract relationship is leading to chaos in the workplace and the collapse of youth employment."
The amendment prepared by Representative Na centers on correcting the excessive scope of employers and the expansion of targets for industrial action. The bill sought to resolve legal risks by limiting the scope of "employer" to those designated by presidential decree who hold authority and responsibility equivalent to that of the hiring business owner regarding the basic working conditions of workers. Furthermore, it explicitly excluded high-level managerial decisions, such as investments or restructuring directly linked to corporate survival, from the scope of labor disputes.

In fact, prices of major items have surged in the first half of this year, with rice rising by 15.1% and potatoes by 10.5%, and South Korea's food price levels significantly exceed the OECD average, ranking among the highest. Spokesperson Cho warned, "If oil prices and logistics costs fluctuate due to the rainy season, heatwaves, the Chuseok holiday, or instability in international affairs, food prices will weigh even more heavily on the lives of the people." Nevertheless, he strongly criticized the current administration for clinging only to superficial measures. He argued that the public suspicions surrounding the remittance to North Korea case and the possibility of President Lee Jae-myung's involvement must be clearly revealed.
