한중수교 34주년을 맞아 동북아 평화와 한·중 협력의 미래를 모색하는 대규모 정책포럼이 국회에서 열렸다. 국제질서의 불확실성이 커지는 가운데 양국이 상호 신뢰를 바탕으로 새로운 협력 모델을 구축해야 한다는 데 참석자들의 공감대가 모였다.
한중교류촉진위원회와 서영교 국회의원실은 지난 7월 10일 오후 2시 국회의원회관 제2세미나실에서 '한중수교 34주년 기념포럼'을 공동 개최했다. 주한 중국대사관이 후원한 이번 행사는 '동북아 평화질서와 한·중 협력의 전략적 역할'을 대주제로 정치·경제·문화·학술 등 다양한 분야의 협력 방안을 폭넓게 논의하는 자리로 마련됐다.

최근 국제사회는 미·중 전략경쟁 심화와 글로벌 공급망 재편, 지정학적 갈등 등으로 새로운 전환기를 맞고 있다. 이런 상황에서 이재명 정부가 국익 중심의 실용외교를 기조로 중국과의 전략적 협력동반자 관계를 안정적으로 발전시키겠다는 외교 방향을 제시하면서 한중 교류 확대에 대한 기대도 커지고 있다. 이번 포럼은 이러한 시대적 변화 속에서 양국이 나아갈 실질적 협력 방안을 모색했다는 점에서 의미를 더했다.
포럼은 이창호(李昌虎) 한중교류촉진위원회 위원장의 기조 강연을 시작으로 진행됐다. 이어 김문준 한남대학교 교수가 '미·중 경쟁 속 한중 우호관계'를 주제로, 김한준 남서울대학교 교수가 '문화가 여는 평화, 비즈니스가 잇는 한중 협력- K-컬처·교육·민간기업 융합을 통한 한중 문화교류 활성화 방안'을 발표했다.
종합토론은 김도희 교수가 좌장을 맡아 진행했으며, 장철인 서영대학교 부총장과 권대근 중국 하북미술대학교 객좌교수 등이 토론자로 참여해 동북아 정세 변화와 민간외교의 역할, 문화교류 확대 방안 등에 대해 다양한 의견을 제시했다.

이날 행사에는 손보영 (주)에스에이인터내셔날 회장, 김광진 청와대 전 정무비서관, 이한용 남북민간교류협의회 이사장, 대한기자신문 송면규 논설위원(박사), 김대유 경기대 전 교수, 지용일 동서울대학교 교수, 장경률 연변일보 종신논설위원, 조현 스포츠루다 이사장, 송광근 『화촌의 열정』 저자 등 정·관계와 학계, 문화예술계 인사를 비롯해 국내외 참가자 200여 명이 온·오프라인으로 함께했다.
이기수 전 고려대학교 총장은 축사를 통해 "동북아는 세계 경제와 안보를 좌우하는 핵심 지역"이라며 "한·중 협력은 역내 평화와 공동번영을 위한 전략적 기반이며, 경제협력뿐 아니라 기후변화, 첨단기술, 문화와 청년 교류 등 미래지향적 협력을 더욱 확대해야 한다"고 강조했다.
서영교 국회의원은 "이번 포럼은 한중 수교 34주년의 의미를 되새기는 것을 넘어 새로운 한중관계의 미래를 준비하는 출발점이 될 것"이라며 "한중 양국 간 갈등을 완화하고 학술과 정책, 정보교류를 확대하는 소통의 플랫폼으로 발전하기를 기대한다"고 말했다.

박언휘 한중교류촉진위원회 총재는 "한중 관계는 단순한 경제협력을 넘어 신뢰와 상생의 전략적 동반자 관계로 성장해 왔다"며 "위원회는 앞으로도 양국을 잇는 민간외교의 가교 역할을 충실히 수행해 나갈 것"이라고 밝혔다.
기조 강연에 나선 이창호 한중교류촉진위원장은 "오늘날 한중 협력의 전략적 중요성이 더욱 커지는 이유는 한반도 안보 환경의 구조적 변화 때문"이라며 "북한의 핵·미사일 능력 고도화는 중국의 국경 안정, 미국의 역내 군사전략, 일본의 방위정책과 직결되는 동북아 공동의 과제"라고 진단했다.
이어 "동북아의 평화는 어느 한 국가만의 노력으로 이룰 수 없다"며 "지속 가능한 협력체계를 구축하기 위해서는 정부 간 외교와 함께 문화·학술·경제 분야의 민간교류가 더욱 활성화되어야 한다"고 강조했다.
그러면서 "이번 포럼이 단순한 기념행사를 넘어 동북아가 직면한 복합적 도전에 대한 공동 대응의 지혜를 모으고, 한중 협력의 새로운 청사진을 그리는 실질적인 논의의 장으로 자리매김하기를 기대한다"고 말했다.
