유승민 전 의원 “부동산, 국민들에게 큰 고통 주는 민생 문제”

유승민 전 의원은 7월13일 sns저널인 페이스북에 부동산 정책 관련 관련 글을 게재했다.

 

이 글에서 “이재명 대통령이 7월23일 '부동산정책 국민대토론회'를 직접 주재한다고 합니다. 내일부터는 국토부, 금융위, 재경부가 부동산 공급, 금융, 세제 대책 토론회를 합니다. 부동산은 국민들에게 가장 큰 고통을 주는 민생 문제입니다. 지난 5월 양도세 중과 유예가 끝나기 전 대통령은 SNS로 수도 없이 시장을 압박했지만, 막상 양도세가 중과되자 수도권의 매매 전세 월세는 미친 듯이 올랐습니다. 집값이 오른 건 물론이고 전세 품귀에 월세 인상은 중산층 서민들에게 엄청난 고통입니다. 부동산 문제는 보유세만의 문제가 아니라 주택공급, 전월세, 세금, 대출, 주식과의 관계 등이 종합적으로 검토되어야 할 문제입니다”라고 설명하면서 “왕 부동산 토론회를 한다니 제대로 해서 부동산 시장을 안정시키는 실질적인 정책을 찾길 바라는 마음에서 몇 가지 제언을 합니다”고 제안했다. 유승민 전 의원은 이 글에서 6개항을 제안했다. 아래는 구체적인 내용이다

 

▲이재명 정부의 '부동산 도그마'부터 버리기 바랍니다. 노무현-문재인-이재명 정부는 모두 세금과 규제로 부동산을 잡을 수 있다는 도그마에 빠져 있었습니다. 다주택자를 '마귀'로 만들고 세금과 규제로 강력한 수요억제책을 쓰면 집값 전월세 문제가 해결된다는 착각에 사로잡혀 있었습니다. 그러나 세금과 규제 위주의 부동산 정책은 결국 매번 문제를 악화시켰고 정권 말기에 가서야 부랴부랴 공급책을 내놓았지만 늘 타이밍이 늦었고 실효도 없이 정권이 끝나는 패턴을 되풀이했습니다. 

 

▲시장을 이기는 정부는 없다는 점을 명심하고 실효성 있고 신속한 공급대책을 내놓기 바랍니다. 정부의 역할은 시장을 이기는 게 아니라 공정하고 자유로운 시장을 조성하고 시장의 안정을 도모하는 것입니다. 수요억제만으로는 안정된 시장을 조성할 수 없고 정부는 이미 실기한 공급대책을 제대로 내놓아야 합니다. 토지가 비싸고 부족한 수도권에서 신속한 대규모 공급대책을 만들기는 매우 어려운 일입니다. 그러나 재건축 재개발 지원, 신도시, 그린벨트 일부 해제 등 모든 수단을 총동원해서 공급대책의 신뢰를 확보해야 시장 안정에 시그널을 줄 수 있습니다. "부동산 정상화는 코스피 5000보다 훨씬 더 쉽다"거나 "정부를 이기는 시장은 없다"는 오만도 현실적, 합리적 정책검증 없이 세금과 규제 만능의 도그마를 너무 신봉한 탓입니다.

 

▲"부동산은 투기, 주식은 투자"라는 잘못된 생각도 버리기 바랍니다. 어떤 정책, 제도든 인간의 본성을 부정하면 시장에서 통하지 않습니다. 투기의 돈이든 투자의 돈이든 돈은 각자의 경제적 이익 계산에 따라 움직일 뿐입니다. 주식투자로 번 돈이 부동산시장에 유입되는 이유도 마찬가지입니다. 삼전닉스 단일종목 레버리지 ETF가 증시를 오징어게임 같은 투전판으로 만들고 수많은 개미투자자들에게 지옥을 겪게 만들고 있는 걸 보면서도 '주식은 투자, 부동산은 투기'라는 말이 통하겠습니까? 주식이든 부동산이든 노동소득이 아닌 불로소득 혹은 자본소득일 뿐입니다. 그렇다면 부동산 보유세에만 집착할 게 아니라 숲을 보고 어떤 세금이 공평하고 정의로운지 원점에서 생각해보기 바랍니다. 여야 모두 금투세 유예를 대단한 업적인 양 내세울 게 아니라 자본과 자산에 대한 세금이 땀흘려 일한 노동에 대한 세금과 비교해서 과연 공평한지 반성해야 합니다. 그리고 국민연금이 지켜야 할 것은 코스피가 아니라 국민의 노후라는 점도 명심해야 합니다.

 

▲오랜 세월 주거 사다리를 지탱해왔던 우리나라 특유의 전세제도를 비하하지 말고, 전세대란을 해소할 전세공급 대책을 내놓아야 합니다. "전세는 특이하게 대한민국에만 있는 일종의 사금융인데 지금 사라져가는 추세ᆢ 물량이 줄어든 것은 당연하다"는 대통령의 생각부터 고쳐야 합니다. 전세는 후진적이고 월세가 선진적이라는 생각 자체가 시장의 작동원리를 부정하는 잘못된 주장입니다. 시장에서 전세라는 한가지 옵션이 잘 작동하고 있었는데 굳이 이걸 없애려는 시도 자체가 반시장적입니다. 1주택자와 다주택자의 갭 투자는 세금과 규제로 억제한다 하더라도, 무주택자가 전세를 끼고 내집 마련에 나서는 것까지 실거주 요건과 대출을 규제하여 전세의 씨가 마르게 만들 하등의 이유가 없습니다.

 

▲부동산 세금은 보유세와 거래세 전체를 봐야지 보유세만 떼놓고 봐선 안 됩니다. 취득세, 양도소득세, 재산세, 종합부동산세 등 부동산 세금의 총합이 GDP에서 차지하는 비중은 우리나라가 OECD 국가 중 가장 높은 수준인데, 이재명 대통령은 보유세가 낮다는 말만 해왔습니다. 그것도 문재인 정부 때부터 '보유세 실효세율(보유세÷부동산자산가치)'이라는 지표를 동원하는데, 이 지표로는 정확한 국제비교가 불가능합니다. 우리가 조세부담률, 국민부담률, 국가채무비율 등을 산정할 때 늘 GDP의 몇 %로 하듯이, 부동산 세금도 모든 종류의 부동산 세금의 합계가 GDP의 몇 %인지를 봐야 합니다. 이번 토론회의 주제로 대통령이 제시한 7개 주제 중 5개가 보유세 관련인 것으로 봐서 부동산 문제에 대한 종합적이고 근본적인 논의가 가능할지 의구심이 듭니다. 주택의 숫자에 대한 집착도 버려야 합니다. 재산세와 종부세는 보유주택의 수가 아니라 총자산가치에 비례하는 게 원칙입니다. 서울 강남에 40억 아파트 한 채를 보유한 사람과 이런저런 사정으로 전국에 주택 3채를 갖고 있지만 합쳐서 20억이 안되는 사람 중 누가 보유세를 더 많이 내야 할지 그 답은 자명합니다.
