Spokesperson Cho asserted, “It has been revealed that despite the number of improper contract practices detected by the National Election Commission’s internal audit skyrocketing by more than three times—from 33 cases in 2020 to 115 cases in 2025—not a single proper disciplinary action was taken.” He criticized, “Unacceptable misconduct was rampant, such as entering into sole-source contracts with hastily established companies without even the minimum price comparison, and even prepaying public funds without formal contracts; however, most of these cases were covered up with slap-on-the-wrist punishments known as ‘on-site correction.’”
He continued, “The most shocking aspect is that companies linked to former high-ranking NEC officials and their families secured contracts worth a staggering 17.5 billion won, with the majority being sole-source contracts.” He pointed out, “The public is appalled by the fact that the supplier of the translucent early voting ballot boxes, which sparked controversy over fairness during the last local elections, was also a member of the NEC’s former official cartel.” He went on to point out, “The National Election Commission has repeatedly provoked public outrage—ranging from corruption involving preferential hiring of children and the refusal to audit by the Board of Audit and Inspection to errors in ballot distribution and even contract irregularities—yet it has deceived the public with shallow self-reform plans that merely serve to weather the storm.” Spokesperson Cho stated, “We can no longer entrust self-reform to the NEC, which has lost the ability to purify itself,” and urged, “An independent special prosecutor recommended by the opposition party must be appointed to uncover the true nature of the corruption cartel that has undermined the foundation of the electoral system and suffrage.
