이번 상사댐의 수상태양광 사업은 향후 전남·광주 지역에 들어설 데이터센터와 같은 첨단산업에 안정적인 친환경 에너지를 공급하는 중요한 에너지 공급원으로 기여할 것으로 기대된다. 

 

김문수 더불어민주당 순천갑 국회의원이 한국수자원공사로부터 제출받은 ‘주암댐·상사댐 수상태양광 추진경과 및 추진계획’에 따르면, 상사댐 수상태양광은 전남 순천시 상사면 주암조절지댐 수면에 조성된다.

 

올해 기본구상과 주민협의, 발전사업 허가 절차를 거쳐 2027년 초 공사를 발주하고, 2029년 하반기 상업운전을 시작하는 것이 목표다.

 

현재 순천을 포함한 호남지역은 전력계통 포화로 신규 발전소 건설이 어려운 상황이다. 주암댐 수상태양광은 향후 송전망 보강 시점에 맞춰 개발계획이 수립될 예정이다.

 

반면 상사댐은 기존 주암 수력발전소 송전선로를 활용하는 ‘교차송전’ 방식이 가능해 조기 추진의 길이 열렸다. 

 

교차송전은 주간에는 수상태양광 전력을, 태양광이 발전하지 않는 시간에는 수력발전 전력을 번갈아 송전하는 방식이다.

 

이번 사업은 지역주민이 사업에 참여하고 발전수익을 공유하는 주민참여형 모델로 추진된다. 일각에서 제기하는 녹조와 수질오염 우려에 대해서는 합천댐 장기조사 결과와 배치된다는 지적이 나온다. 

 

하지만 한국환경정책·평가연구원이 2012년부터 2019년까지 합천댐 수상태양광 시설을 조사한 결과, 수질과 식물플랑크톤, 어류 등에서 시설로 인한 특이한 변화는 확인되지 않았다.
