한국다문화협회, 베트남서 조선업 교육·계절근로자 협력 확대…취업 연계 지원체계 구축

조선소 맞춤형 한국어·직무교육 운영…E-7 전문기능인력 현장 적응 지원

한국다문화협회(회장 최원용)는 지난 10일 베트남 하노이 소재 VJEC인력회사 회의실에서 뉴엠원격평생교육원, VJEC인력사무소와 함께 한국 조선산업 취업을 준비하는 베트남 근로자를 위한 조선소 맞춤형 한국어 교육과정을 공동 개설하기로 협의했다고 밝혔다.

 

이어 18일에는 하노이 인피니티(Infinity) 본사에서 인피니티와 대한민국 E-8 외국인 계절근로자 송입·송출 협력을 위한 업무협약(MOU)을 체결하며 농어촌 분야 외국인 인력 공급 확대에도 나섰다.

조선소 맞춤형 한국어 교육과정은 한국 조선소에서 근무할 E-7 전문기능인력인 용접공과 도장공, 전기공 등을 대상으로 운영된다. 총 13개 강좌로 구성된 교육과정은 한국다문화협회가 국내 조선소 관계자들과 약 4년간 현장의 의견을 수렴하고 연구를 거쳐 실제 산업현장에서 필요한 내용을 중심으로 개발했다.

 

교육에는 조선소 현장에서 자주 사용하는 한국어 표현을 비롯해 안전교육, 작업 전후 기본수칙, 인사 예절, 직무별 작업방법, 현장 의사소통 등 실무 중심의 내용이 담겼으며, 한국어 기초교육도 함께 편성해 언어능력과 현장 적응력을 동시에 높일 수 있도록 구성됐다.

 

특히 조선소 경험이 없는 베트남 근로자들도 출국 전 체계적인 사전교육을 이수할 수 있어 한국 산업현장에 보다 빠르게 적응하고 안전하게 근무할 수 있을 것으로 기대된다.

 

VJEC인력사무소 관계자는 "조선소 취업을 준비하는 근로자들이 현장에 필요한 지식과 한국어를 미리 배울 수 있는 교육과정이 마련된 것을 매우 뜻깊게 생각한다"며 "한국 입국 후 적응에 큰 도움이 될 것으로 기대한다"고 말했다.

 

교육과정은 올해 7~8월부터 뉴엠원격평생교육원을 통해 본격 운영되며, 협회는 향후 교육 대상과 콘텐츠를 지속적으로 확대·보완해 해외 근로자들의 한국 취업과 안정적인 정착을 지원할 계획이다.

 

이와 함께 한국다문화협회는 인피니티와의 업무협약을 통해 한국 농어촌의 인력난 해소와 베트남 계절근로자의 안정적인 취업을 위한 협력체계도 구축했다.

 

협약에 따라 양 기관은 E-8 계절근로자 모집 및 선발, 송입·송출 절차의 투명성 확보, 국내 농가와 베트남 계절근로자의 권익 보호, 불법 브로커와 과도한 알선 수수료 근절, 안정적인 계절근로자 공급 등을 공동 추진하기로 했다.

 

최원용 한국다문화협회 회장은 "외국인 근로자들이 한국에 오기 전부터 체계적인 직무교육과 한국어 교육을 받을 수 있도록 교육 프로그램을 지속적으로 발전시키겠다"며 "조선산업을 비롯한 다양한 산업 분야로 맞춤형 교육을 확대해 해외 근로자들의 안정적인 정착과 대한민국 산업 발전에 기여하겠다"고 말했다.

 

이어 "이번 업무협약은 대한민국과 베트남이 상생과 협력의 새로운 기반을 마련하는 계기가 될 것"이라며 "정식 인력송출기관과 비영리단체가 긴밀히 협력해 더욱 투명하고 신뢰받는 계절근로자 송입·송출 시스템을 구축하고 농촌 현장에 필요한 우수 인력을 안정적으로 공급하는 데 기여하겠다"고 밝혔다.

 

한국다문화협회는 앞으로도 베트남 현지 교육과 합법적인 인력 송출 체계를 연계해 조선업과 농어촌 등 국내 산업 전반의 외국인 인력 양성과 안정적인 정착을 지원하고, 한국과 베트남 간 인적 교류 확대를 위한 협력도 지속해 나갈 방침이다.

The customized Korean language course for shipyards is designed for E-7 skilled workers, such as welders, painters, and electricians, who will work at Korean shipyards. The curriculum, consisting of a total of 13 courses, was developed by the Korea Multicultural Association after approximately four years of research and gathering feedback from the field in collaboration with domestic shipyard officials, focusing on content essential for actual industrial sites.

 

The training includes practical content such as Korean expressions frequently used at shipyards, safety education, basic rules before and after work, greeting etiquette, work methods by job function, and on-site communication. It is structured to simultaneously enhance language proficiency and adaptability to the workplace by incorporating basic Korean language education.

 

In particular, it is expected that Vietnamese workers without prior shipyard experience will be able to complete systematic pre-departure training, enabling them to adapt more quickly to Korean industrial sites and work safely.

 

An official from the VJEC Manpower Office stated, "We consider it very meaningful that a training course has been established allowing workers preparing for shipyard employment to learn the necessary on-site knowledge and Korean language in advance," adding, "We expect this to be of great help in their adaptation after arriving in Korea." The educational program will be fully operational starting this July or August through the New M Remote Lifelong Education Center. The Association plans to continuously expand and improve the target audience and content to support the employment and stable settlement of overseas workers in Korea.

 

In addition, the Korea Multicultural Association has established a cooperative framework through a business agreement with Infinity to address labor shortages in Korea's rural and fishing communities and ensure stable employment for Vietnamese seasonal workers.

Choi Won-yong, President of the Korea Multicultural Association, stated, "We will continuously develop our educational programs so that foreign workers can receive systematic job training and Korean language education even before coming to Korea." He added, "We will contribute to the stable settlement of overseas workers and the development of Korean industry by expanding customized education to various industrial sectors, including the shipbuilding industry." "This MOU will serve as an opportunity to lay a new foundation for mutual growth and cooperation between South Korea and Vietnam," the statement continued. "We will contribute to establishing a more transparent and trustworthy system for the influx and outflow of seasonal workers through close cooperation between official labor dispatch agencies and non-profit organizations, and to stably supply the skilled workforce needed in rural areas."

 

The Korea Multicultural Association plans to continue supporting the training and stable settlement of foreign workers across domestic industries, including shipbuilding and rural communities, by linking local education in Vietnam with a legal labor dispatch system.
