권력은 인간 사회가 만든 가장 강력한 도구 가운데 하나다. 공동체는 질서를 유지하고 공동의 목표를 이루기 위해 특정 개인과 조직에 권한을 부여한다. 따라서 권력 자체는 선하지도 악하지도 않다. 그것은 칼과 같다. 누군가를 보호할 수도 있고 상처를 입힐 수도 있다. 결국 권력의 가치와 평가는 권력을 가진 사람이 어떤 철학과 태도로 그것을 사용하는가에 달려 있다.
권력은 개인의 소유물이 아니다. 국민과 공동체로부터 일정 기간 위임받은 공적 권한이다. 그래서 권력의 본질은 지배가 아니라 책임이며, 특권이 아니라 의무다. 그러나 현실에서 권력은 종종 다른 모습으로 변한다. 권력을 행사하는 사람이 어느 순간부터 권한을 한시적으로 위임 받은 사람이 아니라 권력을 가진 사람으로 자신을 인식하기 시작하는 순간, 권력은 공공의 도구에서 사적 영향력으로 변질되기 시작한다.
권력의 가장 무서운 점은 외부의 공격보다 내부의 유혹에 더 약하다는 데 있다. 권력을 가진 사람은 시간이 지날수록 반대 의견보다 동조를 많이 듣게 된다. 처음에는 다양한 의견을 경청하던 사람도 점차 자신과 같은 생각을 하는 사람들만 가까이 두게 된다. 비판은 불편한 소음이 되고 충언은 충성 부족으로 오해를 받는다. 그렇게 권력은 스스로 자신을 강화하고 스스로 정당화하는 경향이 있다.
권력자는 종종 자신이 더 강해졌다고 생각하지만 실제로는 점점 더 많은 진실로부터 멀어지고 있는지를 모른다. 권력의 중심으로 갈수록 정보는 정제되고, 현실은 미화되며, 불편한 사실은 걸러진다. 결국 권력은 외부의 적보다 내부의 충성파에 의해 흔들리기 시작한다.
이러한 현상은 특히 최고 권력자의 주변에서 더 자주 나타난다. 어느 시대든 `최측근` `실세` `핵심 참모라는 사람들이 존재했다. 이들은 공식적 직책보다 더 큰 영향력을 가진 사람이 된다. 그러나 역설적으로 권력의 정점 가까이에 있었던 사람들 가운데 시간이 지나면 몰락하거나 잘못한 책임으로 처벌받지 않은 사람은 거의 없다.
그 이유는 단순하지 않다. 가까움이 권한으로 남용되고 월권적 영향력이 제도를 넘어설 때 권력은 본래의 목적을 잃기 때문이다. 참모는 권력을 대신 행사하는 사람이 아니라 권력이 올바른 방향으로 작동하도록 조언하고 충언하는 사람이다. 하지만 관계가 원칙보다 앞서고 충성이 책임보다 앞설 때 권력은 더 이상 공적 권력이 아니라 사적 권위가 된다.
권력은 사람을 시험한다. 평범할 때는 보이지 않던 욕망과 오만이 권력을 통해 드러난다. 더 많은 것을 가질 수 있다는 착각, 예외가 될 수 있다는 믿음, 책임 없이 영향력을 행사할 수 있다는 유혹이 늘 존재한다. 그리고 많은 경우 권력은 외부 세력에 의해 무너지기보다 내부의 과신과 절제의 상실로 스스로 균열을 만든다.
그래서 사람들은 말한다. 권력은 반드시 보복한다고, 물론 권력 자체가 스스로 의지를 가진 것은 아니다. 그러나 권력을 잘못 사용한 결과는 결국 제도와 역사, 국민의 평가를 통해 반드시 심판받는다. 오늘의 권한 남용이 내일의 면죄부가 될 수 없고, 오늘의 권력 행사 영향력이 영원한 보호막이 되지 않는다. 권한이 클수록 책임도 커진다는 민주주의의 원칙은 누구도 예외가 될 수 없다는 뜻이다.
결국 권력의 가장 큰 적은 반대 세력도, 언론도, 야당도 아니다, 권력의 가장 큰 적은 권력 그 자체다. 외부의 비판은 경계할 수 있지만 자신들의 오만은 스스로 알아차리기 어렵다. 그래서 훌륭한 권력자는 강한 사람이 아니라 절제하는 사람이다. 오래 권력을 가진 사람이 아니라 권력을 바르게 사용한 사람이다.
권력은 영원하지 않다. 그러나 권력을 사용한 방식은 오래 남는다. 권력자는 언제나 스스로에 게 물어야 한다. “지금 나는 권력을 국가와 국민을 위해 바르게 잘 행사하고 있는가?”라고. 그 질문을 잃는 순간, 권력은 더 이상 도구가 아니라 자신을 무너뜨리는 가장 강한 적이 되어 나에게 반드시 뒤돌아 온다는 것을 잊어서는 안 된다. pss2242@naver.com
