이재명 대통령이 21일 “불법·편법이 동원되는 부동산 불로소득은 사회 공정·상식을 파괴하고 국민통합을 저해하는 가장 큰 주범이 됐다”고 했다.
이 대통령은 이날 오전 청와대에서 열린 제31회 국무회의 모두 발언에서 "속도감 있는 공급대책과 현실에 부합하는 실수요자 지원대책을 촘촘히 마련하겠다”며 이같이 말했다.
그러면서 "부동산 문제를 정상화 해야 자원의 생산적 재투자가 가능하며 사회적 역동성이 복원되고 양극화 갈등도 해결 실마리를 찾을 수 있다“며 "(조세 제도는) 국민 상식·눈높이에 기초해 공정·합리적으로 정비될 수 있게 하겠으며 부동산 안정은 양극화 완화를 위한 가장 큰 전제 조건”이라고 했다.
또 "부동산 시장은 자산 불평등·가계 부채·청년 고통 및 소외 심화의 주요 원인”이라며 "극단적 투기 수요·불안 심리가 얽혀 상당한 사회 자본이 비생산적 부동산에 묶여 경제발전을 가로막고 있다”고 주장했다.
이어 "장마 이후 극심한 폭염이 본격화될 건데 냉방시설 이용이 힘든 취약계층들 경우 열대야 때문에 더 큰 고통을 겪게 된다"며 "일·시간으로 한정돼 있는 무더위 쉼터 운영 시간을 폭염 기간 확대하는 방안이 있을지 점검해 달라"고 했다.
더불어 "집중 호우로 곳곳에 피해가 이어지고 있는데 취약 지역 안전관리에 총력을 다해야 한다"며 "경북 안동·의성·충남 서천·경기 고양 등 지난해 이어 올해도 수해 입은 지역 있는데 수해 복구를 최대한 서둘러 주길 바란다"고 덧붙였다.
