청와대가 22일 미국 정부의 '무역법 제301조 관세' 발표 임박에 앞서 "금주 방미하는 산업통상자원부 장관·통상교섭본부장이 관련 사항을 미 상무부·무역대표부(USTR)와 협의 계획"이라고 전했다.
청와대는 이날 오전 언론 공지에서 "7월 24일 글로벌 관세 부과 종료 시점이 다가오는 만큼 관련 동향을 예의주시 중"이라며 "미 정부는 그간 한·미 관세 합의를 존중하겠다는 입장을 밝혀왔다"며 이같이 전했다.
미 트럼프 행정부는 앞서 지난 2월 미 연방대법원이 상호관세를 위법으로 판단하자 무역법 제122조를 근거로 한 10% 글로벌 관세를 도입한 가운데 오는 24일 종료 예정으로 무역법 제301조를 근거로 각국 무역 관행을 조사해왔다.
한국 경우 앞서 지난 3월부터 미 무역대표부가 무역법 제301조에 근거해 실시한 과잉생산·강제노동 조사에서 둘 모두 위반한 국가로 발표됐다.
무역법 제301조 경우 외국 정부의 부당·차별적 무역 관행에 관세 부과 등 보복 조치를 할 수 있도록 한 규정으로 미국은 강제노동 관세 도입 예고에 이어 과잉생산 관세 역시 추가 발표 예정이다.
강제노동 관세는 10~12.5% 범위로 부과될 계획이며 과잉생산 관세 규모는 아직 발표되지 않은 상태인 가운데 만약 한·미 간 협의가 원활치 못해 한국의 현 상호관세 15%에 강제노동·과잉생산 관세까지 더해질 경우 심각한 경제적 타격이 불가피해질 것으로 보인다.
