국민의힘 박수영 국회의원(부산 남구)이 미래형 원자력 발전 기술인 ‘차세대 원자력’을 국가전략기술로 격상하고 관련 세제 지원을 확대하는 내용의 법안을 대표 발의했다.
박 의원은 22일 국가전략기술 개발을 위한 연구·인력개발비 세액공제 항목에 ‘차세대 원자력’을 추가하는 내용을 골자로 한 '조세특례제한법 일부개정법률안'을 대표 발의했다고 밝혔다. 미래형 원자력 발전 기술은 소형모듈원전(SMR) 및 4세대 원자로 등 기존 대형 원전보다 안전성과 경제성, 유연성을 대폭 향상한 기술이다.
AI 산업 발전으로 폭증하는 전력 수요… 글로벌 기술 경쟁 치열
최근 인공지능(AI) 산업 등의 급속한 발전으로 대규모 전력 수요 대응이 주요 과제로 떠오르면서, 세계 각국은 전력난 해소의 핵심 방안으로 차세대 원자력에 주목하고 있다.
특히 소형모듈원자로(SMR), 초소형모듈원자로(MMR), 4세대 원자로 등 핵심 기술력을 선점하기 위한 글로벌 경쟁이 치열해지는 추세다. 이번 개정안은 이러한 글로벌 흐름에 발맞춰 국내 차세대 원자력 산업의 경쟁력을 끌어올리기 위해 추진됐다.
현행 8대 국가전략기술에 ‘차세대 원자력’ 추가 지정 추진
현행 조세특례제한법은 반도체, 이차전지, 백신, 디스플레이, 수소, 미래형 운송 및 이동 수단, 바이오의약품, 인공지능 등 8개 분야를 국가전략기술로 지정해 지원하고 있다.
국가전략기술로 지정되면 연구·인력개발비는 물론 국가전략기술 사업화 시설 및 연구개발 시설 투자 비용의 일부를 세액으로 공제받을 수 있다. 박 의원의 개정안이 통과되면 차세대 원자력 기술 역시 동일한 세제 혜택 대상에 포함된다.

박수영 의원은 원자력 기술이 이념적 문제를 넘어 국가 미래 에너지 안보와 직결된 핵심 기술임을 강조했다.
박 의원은 “원자력은 정치적 이념이 아닌 미래 에너지 확보를 위한 핵심 기술”이라며 “전통 원전 강국인 우리나라도 차세대 원자력 개발을 위한 적극적인 지원이 시급하다”고 발의 취지를 밝혔다.

Rep. Park Soo-young of the People Power Party (Busan Nam-gu) has sponsored a bill aimed at elevating “Next-Generation Nuclear Power”—a future-oriented nuclear energy technology—to the status of a National Strategic Technology and expanding relevant tax incentives.
On the 22nd, Rep. Park announced that he represented the introduction of the Partial Amendment to the Restriction of Special Taxation Act, which centers on adding “Next-Generation Nuclear Power” to the tax credit category for research and workforce development expenditures dedicated to national strategic technology development. Future-oriented nuclear power technologies, including Small Modular Reactors (SMRs) and 4th Generation Reactors, offer significantly enhanced safety, economic viability, and operational flexibility compared to traditional large-scale nuclear power plants.
Soaring Electricity Demand from AI Growth Sparks Fierce Global Competition
With the rapid advancement of the artificial intelligence (AI) industry creating a surge in large-scale electricity demand, countries around the world are increasingly eyeing next-generation nuclear power as a pivotal solution to power shortages.
In particular, global competition to secure dominance in core technologies such as Small Modular Reactors (SMRs), Micro Modular Reactors (MMRs), and 4th Generation Reactors is intensifying. This amendment was initiated to align with these global trends and boost the competitiveness of South Korea’s domestic next-generation nuclear industry.
Push to Add ‘Next-Generation Nuclear Power’ to the Current 8 National Strategic Technologies
Under the current Restriction of Special Taxation Act, eight sectors receive government support as designated National Strategic Technologies: ▶Semiconductor ▶Secondary Battery ▶Vaccine ▶Display ▶Hydrogen ▶Future Transportation & Mobility ▶Biopharmaceuticals ▶Artificial Intelligence (AI)
Once designated as a National Strategic Technology, companies receive tax credits not only for research and workforce development expenses, but also for investments in commercialization and R&D facilities. If Rep. Park’s amendment passes, next-generation nuclear technology will also be eligible for these same tax benefits.
“Urgent Need to Support Core Technologies for Future Energy Beyond Political Ideology”
Rep. Park emphasized that nuclear energy technology goes beyond ideological debates and is directly linked to the nation's future energy security.
“Nuclear power is not a matter of political ideology, but a critical technology for securing our energy future,” said Rep. Park. “Even for South Korea, a traditional nuclear powerhouse, proactive support for next-generation nuclear power development is urgently needed.”
