President Lee Jae-myung: "Using taxation to curb housing demand and increase supply is not the primary purpose."
National Debate on Real Estate Policy: "Concerns exist that Korea is racing towards the peak of Japan's 'Lost 30 Years'... Many voices call for special consideration for young people, newlyweds, and multi-child households; while real estate policies are not decided by majority vote, we will follow them if they are reasonable."

On the 23rd, regarding the current rise in real estate prices and tax reform plans, President Lee Jae-myung stated, “There is a debate over whether it is justifiable to intervene in supply and demand through taxation and to what extent intervention is necessary.”
In his opening remarks at the National Debate on Real Estate Policy held this morning at the KBS Annex Public Hall in Yeouido, Seoul, President Lee said, “The tax system is a fiscal burden borne fairly by all members of the nation to secure national finances, but using it to suppress demand in specific areas or increase supply is an exceptional situation.”
He added, “In Japan, there is talk of the ‘Lost 30 Years,’ and there are quite a few people who worry that we are also racing towards that peak.”
He further noted, “Japan once faced difficulties as real estate demand continued to rise within its limited land area, causing prices to increase,” and remarked, “Prices kept rising until they eventually reached a certain limit and burst like a so-called balloon.”
** He continued, “Some argue that we just need to increase the supply, but the problem is that there is no clear direction or method.” He noted, “In the past, when the Seoul metropolitan area expanded, we solved the problem by lifting greenbelt restrictions or creating new cities, but now it is difficult to find land for housing development anywhere in Seoul, and supply limitations are evident.”
He added, “While the lending capacity of financial institutions belongs to the people, finance is also half public,” stating, “The question of who should be given the opportunity to utilize finance ultimately boils down to a policy issue.”
President Lee remarked, “If finance is used for investment and speculation, causing housing prices to rise excessively, the people who actually need those homes suffer,” adding, “I will gather opinions on who should be primarily allowed to utilize (loan) benefits.”
He further noted, “There has been a significant increase in opinions that special consideration is needed for young people, newlyweds, and multi-child households,” and remarked, “It seems the public agrees that housing issues are one of the main causes of low birth rates and non-marriage, to the extent that there are international criticisms that we are the first nation in the world to disappear due to low birth rates.”
He also added, “In the past, there were many opinions that using real estate for investment or speculation was justified, but looking at it now, it seems that the aspect of a comfortable home is being emphasized rather than as an investment tool,” and stated, “While decisions are not made by majority vote, listening to the opinions of many citizens is truly important, and if there is rationality, we must follow the majority opinion.”
The debate will be held for 100 minutes from 10:00 AM to 11:40 PM, with a total of 140 attendees including government officials, experts, and citizens, and the future of the property tax is effectively the main point of contention.
