2050년 노후 청사 1만 동 돌파…예방 관리 전환 시 25년간 3.4조 원 절감
“세종청사도 노후화 대비 시급…미래 세대 재정 부담 덜어줄 입법 완성할 것”
국가와 지방자치단체 청사의 관리 패러다임을 '사후 수선'에서 선제적인 '예방적 자산관리'로 전환하기 위한 입법 절차가 본격화됐다.
더불어민주당 복기왕 의원(충남 아산시갑)은 23일 국회의원회관에서 행정안전부 정부청사관리본부, 건축공간연구원(AURI)과 공동으로 ‘청사 관리 효율화를 위한 전문가 세미나’를 열었다.
이번 행사는 복 의원이 대표발의를 준비 중인 '청사관리기본법'의 세부 체계를 정비하고 현장 전문가들의 의견을 수렴하기 위해 마련했다. 현재 공공청사 관리는 중앙정부와 지자체로 분리되어 있는 데다, 단편적인 시행령에 의존해 중장기 관리계획이나 예산 연계성이 떨어진다는 지적을 받아왔다.
준공 후 30년이 지난 노후 공공청사는 올해 3,861동에서 2050년 1만 444동으로 급증할 전망이다. 2012년 들어선 정부세종청사 역시 16년 뒤면 노후 청사열에 합류한다. 이 같은 상황에서 예방적 유지관리 체계를 도입하면 향후 25년간 최대 3조 4,000억 원의 재정을 아낄 수 있다는 분석이 나온다.
제정안은 '5년 단위 국가·기관별 청사관리계획 수립, 구조·설비·에너지 등 통합성능진단 실시, 진단 결과의 예산 편성 연계, 청사관리지원센터 설립 및 통합 데이터베이스(G-FMS) 구축' 등을 골자로 담을 예정이다.
복기왕 의원은 “아산시장 재임 당시 친환경 건축 공법으로 주민센터를 신축해 난방비를 10분의 1로 줄였던 현장 경험이 이번 법안 구상으로 이어졌다”며 “전문가 의견을 적극 수용해 국가 재정 부담을 덜고 행정 서비스의 질을 높이는 완성도 높은 법안을 조만간 대표발의하겠다”고 강조했다.
