장동혁 대표는 오세훈 서울시장 관련 판결에 대해 상급심의 판단을 지켜봐야 한다는 입장을 밝히는 한편, 중앙선거관리위원회 전산 시스템 의혹에 대한 특별검사 도입과 국정조사 연장을 요구했다.

 

정점식 원내대표는 노란봉투법의 문제점을 지적하고 검찰의 보완수사권 유지 필요성을 주장했다. 또한 국민의힘이 확보한 7개 국회 상임위원회를 중심으로 정부 정책에 대한 견제 역할을 수행하겠다고 밝혔다.

 

이와 함께 국민의힘 지도부는 대통령의 부동산 거래 의혹에 대한 검증과 중단된 재판의 속개가 필요하다는 입장을 밝혔다.

 

장동혁 당대표 발언 

 

 “이재명 정권 정치 탄압 끝없어”… 오세훈 서울시장 1심 판결에 항소심 현명한 판단 촉구

먼저, 장동혁 국민의힘 당대표는 22일 오세훈 서울시장에 대한 1심 판결과 관련해 깊은 아쉬움을 표하며, 항소심에서 진실이 밝혀질 것이라는 기대를 전했다. 장 대표는 "이재명 정권의 야당 죽이기와 정치 탄압이 끝이 없다"며 "진작에 도를 넘었는데도 멈출 줄을 모른다"고 비판했다. 이어 “정작 이재명 대통령 본인의 재판은 모두 멈춰있다”며 “이재명 재판이 재개되지 않는 한 법원의 어떤 판결도 신뢰하기 어려울 것”이라고 지적했다. 그러면서 장 대표는 “이제 1심 판결인 만큼 상급심의 판단을 믿고 서울시정은 중단 없이 계속돼야 한다"며 항소심의 현명한 판단을 촉구했다.

 

 선관위 전산 조작 의혹에 특검 및 국정조사 연장 요구

이어 장동혁 대표는 합동수사본부 수사를 통해 드러난 선관위의 시간대별 투표율 임의 조작 정황을 언급하며 선거 신뢰도 추락을 경고했다. 장 대표는 “그동안 선관위는 전산 조작이 불가능하다고 주장해왔고 부실 의혹 제기만으로도 음모론이라 공격했다”며 “기본적인 투표율마저 쉽게 전산 조작이 가능했다면 다른 숫자도 얼마든지 조작이 가능한 것 아니냐”고 꼬집었다. 이어 “선거의 신뢰를 바닥부터 무너뜨리는 매우 심각한 사건"이라며 진행 중인 국정조사 기간 연장과 함께 믿을 수 있는 '국민특검' 출범을 요구했다. 또한 중앙선관위 서버와 선거통계시스템 전반, 과거 선거 기록까지 수사 대상에 포함할 것을 주문했다.

 

 중앙선관위 선거소청 심리 출석 및 중계 요구

장동혁 대표는 또한, 23일 국회 본관에서 열린 최고위원회의에서 예정된 중앙선거관리위원회의 선거소청 심리에 직접 출석해 변론할 뜻을 밝혔다. 장 대표는 “중앙선관위의 참고 자료 하달로 대다수 지방선관위가 기각 의견을 낸 상황에서, 서울시 선관위는 증거조사 및 법리 검토를 해달라는 이례적인 답변을 냈다”며 사건의 심각성을 짚었다. 이어 “국민이 직접 변론 과정을 볼 수 있도록 구두변론 생중계나 녹화 중계를 요구했으나 선관위가 불허 방침을 보이고 있다”며, 최근 법원 사례를 들어 공개 중계를 재차 촉구했다. 한편, 장 대표는 당일 오후 정희용 사무총장과 함께 선거관리위원회 공무원노동조합 간담회에 참석해 공정한 선거 관리 방향과 제도 개선을 논의했다.

 

 "이재명 대통령 부동산 편법 거래는 내로남불"… 정책 전환 촉구

최고위원회의에서 장동혁 대표는 이재명 대통령의 이른바 '더불어근저당' 부동산 거래 의혹을 집중 겨냥했다. 장 대표는 "이중삼중의 규제로 집값은 폭등하고 대출까지 틀어막아 놓더니, 대통령은 집주인 대출이라는 편법을 써서 집을 팔았다"며 "정부의 부동산 정책 실패가 등기부 등본 하나에 고스란히 나타나 있다"고 목소리를 높였다. 국세청을 향해서도 "두 달 전 발표한 세무조사 대상 기준에 정확히 들어맞는 사안임에도 조사를 하지 않는다"며 특혜 의혹을 제기했다. 장 대표는 매수인과의 관계에 대한 해명을 요구하는 한편, 보유세 인상과 장기보유특별공제 폐지 추진을 비판하며 서민 주거 안정을 위한 부동산 정책의 전면적 전환을 요구했다.

 정부 보고서 인용해 검찰 보완수사권 필요성 강조

정점식 원내대표는 국무조정실 검찰개혁추진단이 발간한 인식조사 최종보고서를 바탕으로 보완수사권 폐지의 부당성을 피력했다. 정 원내대표는 "8천 6백만 원의 예산을 들여 만든 보고서에서 판사 80%, 변호사 75%, 경찰수사관 62.5% 등 전문가 집단 대부분이 검사의 직접 보완수사권 부여에 찬성했다"고 설명했다. 특히 "경찰 수사가 부실하거나 과잉일 때 이를 확인·개선하지 않고 기소하는 것은 상식 밖이라는 학계 의견이 타당하다"며 장윤기 살인 사건의 수사 은폐 정황을 예로 들었다. 정 원내대표는 보완수사권이 수사기관 견제의 필수 요소임을 역설하며 이재명 정부와 집권여당이 비이성적인 폭주를 멈추고 보완수사권을 유지해야 한다고 주장했다.

7월 23일 열린 제22대 국회 후반기 상임위원장 후보자 선출 의원총회에서 정점식 원내대표는 6·3 국민참정권 훼손 사태 국정조사의 기한 연장을 공식 제안했다. 정 원내대표는 "선관위 직무대행의 거짓 증언과 부실한 자료 제출, 합수본의 투표자 수 전산 조작 포착 및 선관위 압수수색 등을 감안할 때 국정조사를 서둘러 끝낼 이유가 없다"며 특검과의 병행 추진을 강조했다. 한편, 김민석 전 총리가 제기한 신천지의 민주당 전당대회 개입설을 언급하며, 합수본을 향해 "여당 관련 의혹만 수사할 것이 아니라 민주당 전당대회 개입 의혹에 대해서도 즉각적이고 엄정한 수사에 착수해야 한다"고 표적 수사 의혹을 경고했다.

정점식 원내대표는 야당 몫 7개 상임위원장 후보 선출 절차를 진행하며 다수당의 입법 독주를 견제하겠다는 의지를 밝혔다. 정 원내대표는 "민주당이 법사위원장직을 강탈하고 여당이 맡던 정무위와 외통위를 넘겼지만, 확보한 7개 상임위를 통해 이재명 정부의 부동산 정책 실패와 호남 반도체 클러스터 졸속 추진 등 국정 난맥상을 철저히 파헤치겠다"고 전했다. 이날 의원총회에서는 경선을 거쳐 국토교통위원장에 4선 유의동 의원이 선출됐으며, 교육위원장에 김희정, 외교통일위원장에 송석준, 산업통상자원중소벤처기업위원장에 김성원, 보건복지위원장에 이만희, 정보위원장에 이양수 의원이 각각 추인됐다. 성평등가족위원장은 당초 내정됐던 임이자 의원의 양보로 김정재 의원이 추천됐다.

아울러, 오세훈 시장의 1심 선고와 관련해 “법원 판단을 존중하며 항소심과 대법원에서 다퉈볼 여지가 있다”면서도 “야당 소속 서울시장에 대한 재판은 신속히 진행된 반면, 이재명 대통령의 5개 재판은 중단된 상태”라고 강조했다. 그러면서 “헌법 어디에도 대통령 재임 중 재판을 중단하라는 규정은 없다”며 “법 앞에 평등해야 하는 만큼, 오세훈 시장 재판 속도로 이재명 대통령의 재판도 즉각 재개하여 법적 심판을 내릴 것을 사법부에 촉구한다”고 목소리를 높였다.

 

 김민수 최고위원 (대출 규제 완화, 경찰 수사권 및 외교원 해킹 문제 지적)

김민수 최고위원은 정부의 부동산 정책, 경찰 수사권 조정, 국립외교원 해킹 사건, 사법 형평성을 차례로 언급하며 비판의 날을 세웠다. 김민수 최고위원은 “지난 21일 이재명 대통령은 불법·편법이 동원되는 부동산 불로소득을 비판했지만, 17억 7천만 원 규모의 매도자 파이낸싱 방식은 국민들은 할 수도 없는 방식”이라며 “현행 대출 규제로는 대통령조차 집을 팔기 어렵다는 것을 보여주는 만큼, 국민들이 현실적으로 주택을 매매할 수 있도록 대출 규제를 풀어야 한다”고 요구했다. 이어 광주 여고생 살인 사건을 언급하며 “검수완박 이후 권력이 한곳으로 집중되며 부작용이 나타나고 있다”며 “경찰에 대한 국민적 신뢰가 깨지지 않도록 검찰의 보완수사권 폐지 문제를 이재명 대통령이 심각하게 재검토해주길 바란다”고 강조했다.

또한, 국립외교원 해킹 사건에 대해 “10개월 동안 적들이 드나들며 해외 파견 공무원 등 1만 명의 신상정보가 유출됐음에도 사건을 축소·은폐하려 한다”며 “이는 단순 개인정보 유출이 아닌 국가기밀이 털린 사건이므로 수면 위로 올려 해결해야 한다”고 비판했다. 끝으로 오세훈 시장과 관련해 “대법원 파기 환송에도 대통령직에 있는 사람도 있다”며 “권력이나 재산 유무와 상관없이 법이 공평하게 적용되도록 이재명 대통령의 멈춰버린 5개 재판을 속개하라”고 주문했다.

 

 양향자 최고위원 (여권 지도부 공사 구분 및 도덕성 결여 비판)

양향자 최고위원은 이재명 대통령과 우원식 국회의장의 행보를 예로 들며 정권의 도덕성과 공사 구분 결여를 강력히 비판했다. 양향자 최고위원은 “행정부 수반인 대통령이 만기친람하며 법률과 상식을 무시하는 동안, 입법부 수장인 우원식 국회의장은 재임 2년 동안 14회 해외 출장에 모두 배우자를 동반했다”며 “과거 선관위원장이 배우자 동반 해외 출장으로 국고횡령 혐의 수사를 받은 것처럼, 우 전 의장 역시 엄중한 정치적·법적 책임을 져야 한다”고 밝혔다. 이어 이재명 대통령의 분당 아파트 매각을 두고 “강력한 대출 규제를 세워두고 본인 아파트 매수인에게는 18억 원 상당의 근저당을 설정해 주는 편법을 썼다”며 “국민적 비판에도 반성의 기미 없이 정상 거래라 주장하는 것은 공익보다 사익을 우선시하는 태도”라고 주장했다.

그러면서 대통령의 민주당 전당대회 기탁금 언급에 대해 “명백한 당무 개입이자 특정 후보를 밀어주고 반대하기 위한 꼼수”라며 “국민의 눈치를 보지 않고 공사 분별력을 잃은 권력의 모습”이라고 꼬집었다. 아울러 “지난해 최민희 의원 자녀 혼사 의혹, 김병기·강선우 의원 공천 의혹, 김현지 비서관 인사 청탁 의혹 등을 국민은 기억하고 있다”며 “민주당 이재명 정권은 이제라도 겸손하고 합법적으로 정치에 임해야 하며, 그렇지 않다면 권력의 끝이 유쾌하지 않을 것”이라고 경고했다.

 

 김재원 최고위원 (이재명 대통령 분당 아파트 매각 과정 검증)

그러면서 “결국 29억 원에 매매 계약을 체결하며 17억 원 상당을 무이자 근저당 설정으로 대출해 주는 형식을 취했다”며 “국민의 대출은 막아놓고 본인이 직접 사채업자 역할을 자처한 것”이라고 비판했다. 이어 “무이자 대출에 따른 탈세 의혹과 함께 실소유자 이전이 맞는지, 혹은 대장동식 파킹인지 검증이 필요하다”며 “국민의힘은 근저당 거래 전 과정을 철저히 검증할 것이며, 재건축 프리미엄을 챙기려는 편법 거래를 국민이 용납하지 않을 것”이라고 강조했다.

또한 노동 정책과 관련해 “민주당이 추진한 노란봉투법 시행 이후 사업상 결정까지 교섭 대상이 되면서 대규모 파업과 혼란이 우려된다”라며 “정부가 삼성 노조나 호남 반도체 투자 이슈에 대해 땜질식 해명을 내놓는 것은 본인들이 추진한 정책을 감당하지 못한다는 증거”라고 일갈했다. 그러면서 “이재명 대통령은 편한 사람들만 불러 부동산 토론회를 할 것이 아니라, 국회 대정부질문에 직접 출석해 국민과 야당의 질의를 받으라”고 촉구했다.

그러면서 공자의 말씀을 인용해 “정치는 바르게 해야 한다는 ‘정자정야(政者正也)’의 가치를 되새겨야 한다”며 “리더가 꼼수를 부리지 않고 반듯해야 백성과 나라가 바로 선다”고 강조했다. 아울러 “당원과 국민께서 두 눈 부릅뜨고 지켜보아 꼼수 정치를 배격하고 반듯한 정치인이 늘어날 수 있도록 해달라”고 덧붙였다.
