이재정 국회 문화체육관광위원장(더불어민주당·안양 동안을)이 실제 지역에서 서점을 운영하는 소상공인을 보호하고 지역서점의 공공 판로를 확대하기 위한 ‘지역서점 인증제’ 도입 법안을 발의했다.
이 위원장은 24일 지역서점 인증제 도입과 공공기관의 지역서점 우선구매 촉진을 골자로 한 「출판문화산업 진흥법 일부개정법률안」을 대표발의했다고 밝혔다.
개정안은 형식적인 사업자 등록만으로 공공기관 도서 구매 입찰에 참여하는 이른바 ‘유령서점’을 걸러내고, 실제 지역에서 영업하는 서점에 공공 구매 기회를 확대하는 데 초점을 맞췄다.
현행법은 국가와 지방자치단체가 지역 독서문화 진흥을 위해 지역서점을 지원하도록 규정하고 있지만, 사업자등록만으로 입찰 참여가 가능해 실질적인 매장 없이 운영되는 납품 전문업체가 공공기관 도서 구매를 독점하는 사례가 이어져 왔다. 이 과정에서 지역서점의 경영 기반이 약화된다는 지적이 꾸준히 제기됐다.
또 일부 지방자치단체가 자체적으로 지역서점 인증제를 운영하고 있으나 영업기간과 매장 규모, 도서 판매 비중 등 인증 기준이 지역마다 달라 지원 대상과 혜택에도 차이가 발생하는 문제점이 있었다.
실제로 문화체육관광부의 ‘2024년 지역서점 실태조사’에 따르면 전국 지역서점은 2022년 2,716곳에서 2024년 2,331곳으로 2년 사이 385곳이 감소했다. 지역서점이 한 곳도 없는 ‘서점 소멸지역’은 6곳, 한 곳만 남은 ‘소멸위험지역’은 21곳에 이르는 것으로 조사됐다.
개정안은 문화체육관광부 장관이 일정 요건을 충족한 지역서점과 지역서점협동조합을 인증하는 ‘지역서점 인증제’를 도입해 전국적으로 통일된 인증체계를 마련하도록 했다. 거짓이나 부정한 방법으로 인증을 받거나 인증 요건을 충족하지 못한 경우에는 인증을 취소하고, 부정 인증 업체에 대해서는 일정 기간 재인증을 제한하도록 해 제도의 신뢰성을 높였다.
아울러 공립도서관과 학교도서관이 인증받은 지역서점 또는 지역서점협동조합을 통해 도서를 우선 구매하도록 하는 근거도 마련했다. 지방자치단체와 교육청의 지역서점 구매 실적을 문화체육관광부 장관이 점검·공표하도록 해 제도의 실효성을 높인다는 계획이다.
이재정 위원장은 “공공기관의 도서 구매는 지역경제를 살리고 지역의 문화 기반을 키우는 방향으로 이뤄져야 한다”며 “유령서점이 제도의 허점을 이용하는 구조를 바로잡고 실제 지역에서 서점을 운영하는 시민들에게 기회가 돌아갈 수 있도록 해야 한다”고 강조했다.

Chairperson Lee announced on the 24th that he had introduced the “Partial Amendment to the Publishing Culture Industry Promotion Act,” which centers on the introduction of the Local Bookstore Certification System and the promotion of priority purchasing by public institutions from local bookstores.
The amendment focuses on filtering out so-called ‘ghost bookstores’ that participate in public institution book procurement bids with only a formal business registration, and on expanding public purchasing opportunities for bookstores that are actually operating in the region.
Although current laws stipulate that the national and local governments should support local bookstores to promote regional reading culture, cases have persisted where specialized suppliers operating without physical stores have monopolized book purchases by public institutions because business registration alone is sufficient to participate in bidding. Consequently, concerns have been consistently raised that this process weakens the business foundation of local bookstores.
Furthermore, while some local governments operate their own local bookstore certification systems, there have been issues where eligibility and benefits differ because certification criteria—such as operating duration, store size, and book sales proportion—vary by region.
In fact, according to the Ministry of Culture, Sports and Tourism’s “2024 Survey on the Status of Local Bookstores,” the number of local bookstores nationwide decreased by 385 over two years, falling from 2,716 in 2022 to 2,331 in 2024. The survey found that there are six “regions with no local bookstores” and 21 “regions at risk of extinction” with only one remaining. The amendment establishes a unified national certification system by introducing a "Local Bookstore Certification System," under which the Minister of Culture, Sports and Tourism certifies local bookstores and cooperatives that meet certain requirements. To enhance the credibility of the system, certification is revoked if obtained through false or fraudulent means or if requirements are not met, and re-certification is restricted for a certain period for businesses that obtained certification through fraud.
In addition, grounds have been established to require public and school libraries to prioritize purchasing books from certified local bookstores or cooperatives.
