Operational Gaps Throughout Yugu Traditional Market, Controversy Over Effectiveness of Cultural Tourism Market Project
While Yugu Traditional Market in Gongju, South Chungcheong Province, is pushing to become a Cultural Tourism Market, concerns are being raised that the operation of some facilities and shops within the market is not proceeding properly.
With facilities constructed using public funds failing to function as intended and some shops showing prolonged periods of inactivity, criticism is mounting that Gongju City's management and supervision are merely perfunctory.
Yugu Traditional Market is a location where Gongju City has been pursuing facility modernization projects to enhance customer convenience and support merchants. Gongju City announced that it established a Customer Support Center in 2024, investing a total of 1 billion won, including 400 million won in provincial funds, and is also promoting various revitalization projects such as business modernization and market management packages.
Furthermore, the city plans to proceed with the Cultural Tourism Market project this year after being selected as a target site for the Ministry of SMEs and Startups' Traditional Market and Shopping District Revitalization Support Program. Gongju City plans to proceed with the development of content linking the history, culture, and tourism resources of Yugu Traditional Market, as well as programs to attract visitors, training to strengthen merchant capabilities, business consulting, and the operation of market managers.
However, voices on the ground are emerging that, contrary to the original intent of the project, some facilities and shops are effectively being neglected.
Residents and merchants claim that the Yugu Specialty Products Promotion Center, located in a highly accessible spot within the market, was established to promote local specialties and encourage visitors to stay longer, but it is frequently kept closed.
Market officials and residents pointed out that because the promotion center is not operated continuously even during festivals or events, its functions of providing information to visitors and promoting specialty products are not working properly.
One resident told the media, "If a space created with public funds in the center of the market is not properly utilized, the meaning of building the facility is diminished." They added, "If continuous operation is difficult, measures must be devised to utilize the space practically, such as a shared space for merchants or amenities for residents." However, official confirmation from Gongju City and the operating agency is required regarding the exact operating days of the promotional hall, the reason for its closure, the managing entity, and details of budget execution.
Furthermore, claims have been raised that the shops of Merchants Association executives have been closed for extended periods. Critics point out that it is inappropriate for the stores of key figures—who should be leading the revitalization of the market—to be effectively non-operational.
Some merchants argue that for the Merchants Association to serve as the central hub for market operations, it needs to transparently disclose the operational status of executives' shops, the association's activity records, and their participation in market management.
Some residents demanded an objective investigation into the actual operational status of the shops, stating that if major stores within the market remain closed for long periods or operate on a limited basis, it could give visitors the impression that the entire market is stagnant.
Gongju City reportedly maintains that it conducts regular on-site inspections of traditional markets. However, residents and merchants are questioning whether there are issues with the inspection methods and follow-up measures if operational gaps and long-term closures are actually being confirmed. It is argued that a comprehensive inspection is necessary, going beyond merely checking the exterior appearance or safety status of facilities. This inspection should include items such as the actual operation of facilities constructed with public funds, the business status of individual stores and reasons for long-term closures or permanent shutdowns, store usage contracts and rent payment status, details of revitalization project expenditures and project outcomes, the performance of the merchants' association and the activities of market managers, and the fairness of the support and selection process for specific stores.
Yugu Traditional Market is a public market located in Yugu-eup, Gongju-si, Chungcheongnam-do, and functions as both a permanent and a periodic market. To capitalize on these unique characteristics, it is crucial to establish an operational system that ensures continuous business operations and usage, rather than simply constructing new facilities.
The Cultural Tourism Market project aims to increase visitor numbers and enhance the self-sufficiency of merchants by utilizing history, culture, and tourism resources. However, if core facilities remain closed and the operations of some stores are unstable, it is difficult to expect sustained effects even with the addition of new content and promotional activities. Consequently, there are growing calls for Gongju City to conduct a comprehensive survey of facilities and shops within the Yugu Traditional Market before proceeding with full-scale projects, and to establish repurposing measures for facilities that have ceased operations as well as maintenance standards for shops that have been closed or have been suspended for a long time.
Furthermore, it is pointed out that the survey results, budget execution details, and operational plans for each facility must be disclosed to the public. It is also argued that effective follow-up measures, such as improvement orders or contract adjustments, must be established if the operating entity fails to fulfill its obligations.
To ensure that market revitalization projects funded by public budgets do not stop at merely constructing facilities and hosting events, spaces that visitors can actually utilize and an environment that allows merchants to continue their business must be created alongside them.
