충남 아산시의회가 제267회 제1차 정례회를 앞두고 시정 주요 사업에 대한 사전 점검에 나섰다.
아산시의회는 12일 오전 의회동 3층 다목적회의실에서 안정근 의장 주재로 ‘2026년 제3회 의원회의’를 열고 집행부 부서별 현안 보고를 청취했다. 의원들은 보고된 사업의 추진 방향과 실효성을 확인하고, 시민 편익과 예산 효율성을 높이기 위한 개선 방안을 논의했다.
이날 회의에서는 회계과의 ‘배방읍 공수리 일원 토지 취득의 건’을 비롯해 정원조성과의 ‘월랑(2)수변공원 조성사업 토지 교환의 건’, 건축과의 ‘2027년도 충청남도 공공디자인 공모사업 신청’, 공동주택과의 ‘주거약자 주택개량지원사업 민간위탁 동의안’, 보건행정과의 ‘아산시 청년마음건강센터 운영 민간위탁 동의안’ 등 모두 5건의 안건이 다뤄졌다.
배방읍 공수리 일원 토지 취득과 관련해 의원들은 기부채납 절차뿐 아니라 취득 이후의 구체적인 활용 방안까지 사전에 마련해야 한다고 강조했다.
해당 토지가 공수초등학교와 공동주택, 폐철도 부지 등과 인접한 점을 고려해 단순히 일반재산으로 관리하는 데 그치지 않고 주민 편의와 지역 활용도를 높일 수 있는 방안을 검토해야 한다는 취지다.
또한 의원들은 기부채납이 이뤄진 배경과 향후 관리에 필요한 비용 및 행정 부담 등을 종합적으로 살펴야 한다며, 토지 취득 단계부터 부서 간 협의를 바탕으로 체계적인 관리·활용 계획을 수립할 것을 요청했다.
2027년도 충청남도 공공디자인 공모사업 신청안에 대해서는 지중해마을의 관광 경쟁력을 높이기 위한 종합적인 접근이 필요하다는 의견이 제시됐다.
의원들은 방문객을 위한 종합안내시설과 편의시설을 확충하고, 휠체어와 유모차 이용자 등 보행약자도 불편 없이 이용할 수 있도록 유니버설 디자인의 취지를 사업에 충실히 반영해야 한다고 밝혔다.
특히 그늘막과 휴게공간, 상가 및 구역별 안내시설 등을 보완해 관광객의 체류 편의를 높여야 한다고 주문했다. 아울러 그동안 지중해마을에 지속적으로 예산이 투입된 만큼 개별적인 경관 정비를 반복하기보다는 방문객 수요와 사업 성과를 분석해 투자 대비 효과를 높이는 중장기 사업계획을 마련해야 한다고 당부했다.
청년마음건강센터 운영 민간위탁 동의안과 관련해서는 기존 수탁기관의 운영 성과와 사업 효과를 판단할 수 있는 객관적인 자료가 충분히 제시돼야 한다는 지적이 나왔다.
의원들은 상담 실적과 이용 현황, 사업 평가 결과뿐 아니라 상담 이후 이용자에 대한 사후관리와 지속 관리 실태도 구체적으로 정리해 의회에 제출해야 한다고 밝혔다.
청년 정신건강 사업의 특성상 단발성 상담에 머물지 않고 지속적인 지원과 연계가 중요하다는 점에서, 민간위탁의 필요성과 운영 성과를 종합적으로 검토할 수 있도록 관련 데이터를 체계적으로 관리해야 한다는 설명이다.
안정근 의장은 기획예산과에 의원들이 지역 현안과 사업 추진 상황을 정확하게 파악할 수 있도록 의회 제출자료를 보다 충실하게 작성해 달라고 요청했다.
안 의장은 주요 사업의 추진 경과와 쟁점, 향후 계획 등이 자료에 빠짐없이 담겨야 의원들이 실질적인 질문과 판단을 할 수 있다며, 각 부서 간 협의를 통해 현안별 진행 상황이 의회와 충분히 공유될 수 있도록 해달라고 당부했다.
