충청남도가 발전공기업 통합본사를 지역에 유치하기 위해 전담 대응 조직을 신설하고 전방위 공세에 나섰다.
충남도는 12일 도청 중회의실에서 홍종완 행정부지사 주재로 보령시·태안군 관계자 및 정책자문위원 등 30여 명이 참석한 가운데 ‘발전공기업 통합본사 충남 유치 전담팀(TF) 제1차 회의’를 열었다.
행정부지사를 단장으로 한 이번 전담팀은 △논리개발 △동향분석 △대외협력 △시군협력 △정책자문 등 총 5개 분과로 구성됐다. 향후 정부의 공기업 통합 구상을 다각도로 분석하고, 타 지자체와 차별화된 유치 명분을 마련하는 등 대정부 설득 작업을 전담한다.
도는 전담팀 가동을 계기로 충남 서해안권이 대한민국 에너지 전환 사업을 수용할 최적의 입지임을 집중적으로 부각할 방침이다.
현재 충남 지역의 발전 설비 용량은 총 2만 7464MW로 전국 총량의 18%를 차지한다. 특히 전국 석탄화력발전소 60기 가운데 28기가 밀집해 있어 국가 전력 생산의 핵심 축 역할을 맡아왔다. 그러나 향후 화력발전소 단계적 폐쇄에 따라 지역경제 침체와 고용 불안이 우려되는 만큼, 자산과 노동력을 흡수할 '정의로운 전환'이 가장 시급한 거점으로 꼽힌다.
그동안 도는 기존 전력망을 무탄소 발전 체계로 개편하고, ‘석탄화력발전소 폐지지역 지원 특별법’ 제정과 연계해 신재생에너지 중심지로 재편하겠다는 구상을 추진해 왔다.
민선 9기 들어서는 국회 기후에너지환경노동위원회, 기후부, 국무총리실 등 관계 부처와 정치권을 연이어 방문해 발전공기업 통합본사 충남 이전의 당위성을 피력하는 등 다각적인 유치 활동을 펼쳐왔다.
홍종완 행정부지사는 "이번 전담팀 출범을 기점으로 도-시군-전문가 간 견고한 공조 체계를 구축해 정부를 설득할 치밀한 논리를 신속히 마련해야 한다"고 지시하고 "국가 차원의 에너지 전환 정책은 단순한 피해 보상을 넘어선 미래 투자여야 한다"며 "준비된 역량을 갖춘 충남 서해안이 국가 에너지 재편의 중심축이 될 수 있도록 객관적 데이터를 바탕으로 유치 당위성을 증명하겠다"고 밝혔다.
