‘A Living Oasis Amidst Heatwaves’… Seo-gu, Gwangju, Jeonnam Strengthens Close Protection for Vulnerable Groups Linked to ‘1,000 Won Noodles’

Providing meal coupons and rest support funds to households vulnerable to cold and elderly waste paper collectors, extending operating hours at all stores, and launching ‘Cold 1,000 Won Noodles’… Evolving into a Welfare Platform Combining Meals, Rest, and Care

(Break News Jeonnam Gwangju) Reporter Lee Hak-su = Seo-gu, Jeonnam Gwangju  is officially launching a life-oriented welfare support policy centered on ‘1,000 Won Noodles,’ the region’s representative welfare brand, to protect the safety and health of vulnerable groups exposed to heatwaves. The aim is to go beyond simply providing an affordable meal and further solidify a customized social safety net by combining heatwave response shelters with support for daily necessities. Seo-gu has identified 94 households vulnerable to heatwaves residing in poor housing environments—such as upper and lower floors, second-floor homes, and shipping containers—which are at high risk of heatwaves, and is providing each person with 10 "1,000 Won Noodle Coupons." Residents who receive the coupons can enjoy meals and rest at nearby 1,000 Won Noodle stores without financial burden.

In particular, the ability to freely access bottled water, beverages, and various food items through the "Sharing Refrigerator" installed in the stores is expected to contribute to alleviating livelihood insecurity amidst the heatwave.

Prior to this, Seo-gu implemented the "1,000 Won Oasis Season 2" project targeting 51 elderly individuals who collect waste paper under the scorching sun to make a living. Through this initiative, the district took the lead in securing the health rights of outdoor workers by providing each person with 20 1,000 Won Noodle vouchers along with rest support funds ranging from 300,000 to 500,000 won.

Changes in field-tailored operations to respond to summer heatwaves are also noteworthy. Seo-gu will extend the operating hours of all Cheonwon Guksi locations until 6 PM until the end of this coming August, opening them as "cooled shelters" where residents can visit at any time to escape the heat.

In addition, "Cold Cheonwon Guksi" has been developed and introduced as a limited-time seasonal menu item to stimulate appetites and prevent heat-related illnesses during the summer. Cold Cheonwon Guksi will be initially sold at five locations, including Hwajeong 4-dong, Sangmu 1-dong, Sangmu 2-dong, Geumho 1-dong, and Nongseong 2-dong, and is expected to receive a great response from residents visiting the stores during the summer.

"Cheonwon Guksi" is Seo-gu's signature welfare project that provides warm meals to vulnerable groups for just 1,000 won using high-quality locally produced domestic wheat as an ingredient.

Currently, a limited quantity of 100 bowls of noodles are sold daily at 10 locations within Seo-gu, with 100 bowls sold per store, for a total of 1,000 bowls per day. This project has achieved multifaceted results, extending beyond simply providing meals to include job creation for the elderly, promotion of local agricultural product consumption, and the spread of a voluntary sharing culture among residents. Furthermore, it is being evaluated as having evolved a step further into a comprehensive welfare platform combining care and safety through its recent heatwave response measures.

Seo-gu Mayor Kim Yi-gang emphasized, “Heatwaves caused by the climate crisis can pose a fatal threat to survival—going beyond mere inconvenience—for residents facing vulnerable living environments and difficult livelihoods.” He added, “We will continue to strengthen our heatwave response measures and care functions so that Cheonwon Guksi can become an oasis in daily life where any resident can visit without barriers to rest comfortably and share healthy meals.”
