[기고] 광장의 분노를 제도권으로 이끄는 이성, 국조위원장의 무거운 책무

정치는 감정이 아닌 이성으로 움직일 때 비로소 국민의 삶을 바꾸고 국가의 기강을 바로잡는 성과를 낸다. 최근 중앙선거관리위원회 청문회 과정에서 불거진 투표율 잠정 집계 오류를 목격한 국민들의 실망과 분노는 정당하다.
그러나 이를 대하는 정치권 일각과 광장의 목소리는 냉정한 진상규명보다 '조작'과 '부정선거'라는 극단적인 단어를 앞세우며 정쟁의 불씨를 지피는 데 몰두하고 있다.
지지층의 거친 분노에 편승해 목소리를 높이고 인기를 얻는 정치는 누구나 할 수 있는 쉬운 길이다. 반면, 그 분노를 냉철하게 정제하여 제도권 안에서 실증적인 법적·행정적 해법으로 바꿔내는 정치는 외롭고 고된 길이다.
지금 윤상현 국정조사위원장이 감내하고 있는 비판 여론이 바로 후자의 길을 걷는 리더가 마주한 숙명이다.
현재 윤 위원장에게 쏟아지는 당내외의 비난은 국정조사의 본질과 전략적 접근법을 오해한 데서 비롯된다. 우리가 냉정하게 짚어야 할 사실은 선관위가 저지른 과오의 성격이다.
마감 시각 이후 시간대별 투표자 수의 통계적 오기가 발생한 것은 철저히 규명하고 지위고하를 막론하고 단죄해야 할 선관위의 '치명적인 행정 부실'이자 전산 관리의 '무능'이다.
하지만 이러한 통계 입력 오류가 유권자가 직접 찍은 실물 투표지를 수작업으로 분류하고 심사하는 최종 득표수 자체를 고의로 조작한 '조작 범죄'로 자동 연결되는 것은 아니다. 잠정 집계의 부실을 곧바로 부정선거로 단정하는 것은 징검다리 없이 강을 건너려는 명백한 논리적 비약이다.
만약 확실한 물증 없이 추정을 사실인 양 선동했다가, 추후 정밀 조사와 검증에서 고의적 조작 증거가 나오지 않는다면 그 뒷감당은 누가 할 것인가. 선관위가 저지른 실제적인 무능과 행정 부실 책임마저 '음모론의 무죄'라는 면죄부로 둔갑시키는 최악의 정치적 역풍을 맞게 될 뿐이다.

However, some in the political sphere and voices in the public square are focusing on fanning the flames of political strife by prioritizing extreme terms like "manipulation" and "election rigging" rather than seeking a dispassionate investigation into the truth.
Politics that rides on the rough anger of supporters to raise one's voice and gain popularity is an easy path that anyone can take. Conversely, politics that coolly refines that anger and transforms it into empirical legal and administrative solutions within the institutional framework is a lonely and arduous path.
The public criticism currently being endured by Yoon Sang-hyun, Chairman of the State Affairs Investigation Committee, is the very fate faced by a leader walking the latter path.
The criticism currently pouring down on Chairman Yoon from within and outside the party stems from a misunderstanding of the essence of the investigation and its strategic approach. What we must objectively examine is the nature of the errors committed by the National Election Commission (NEC).
The statistical errors in the number of voters by time slot after the deadline constitute a "fatal administrative failure" and "incompetence" in computer management by the NEC, which must be thoroughly investigated and punished regardless of rank.

It will only result in the worst possible political backlash, transforming even the actual incompetence and administrative negligence committed by the National Election Commission into an indulgence known as the "innocence of conspiracy theories."
Chairman Yoon’s attempt to maintain a balanced stance without bias is not to defend the National Election Commission. Rather, it is a highly strategic judgment aimed at avoiding the collapse of the legal foundation that can deliver the most painful and flawless blow to the Commission's negligence.
The most powerful weapon to resolve suspicions and subdue the opponent is not shouting or slogans, but solely "facts" and "evidence." While voices in the public square criticize Chairman Yoon for attempting to cover up suspicions, the reality is entirely different.
Chairman Yoon is pursuing the most empirical solution to put an end to empty conspiracy theories and meaningless wars of attrition. It is Chairman Yoon who is spearheading the "public recount"—transparently laying out the approximately 2.47 million physical ballots currently stored at Olympic Park before the public and comparing them one by one with the vote count summary sheets—as well as the extension of the parliamentary investigation period.
Unlike those who remain confined to mere emotions and raising suspicions, this is an expression of a sense of responsibility to uncover the truth through scientific and objective verification within the framework of the system.
The true qualification of a leader lies not in being intoxicated by the cheers of the support base right before one's eyes, but in the decisiveness to preemptively block the trap of legitimacy into which the entire camp could fall. If the legitimacy of the entire electoral system is denied at its roots through hasty allegations of election fraud, the result will return as an act of self-harm.
This is because it faces the contradiction of undermining the very political significance and legitimacy of the ruling party's local government heads and National Assembly members who were legitimately elected through that election. Politics that denies the system itself cannot win and will ultimately only lead the entire conservative camp down a path of mutual destruction that isolates it.
The reason Chairman Yoon maintains a strict balance as chairman, despite harsh criticism and pressure from within the party, is clear.
