경남 거제·통영 집중호우 현장 방문 및 특별재난지역 지정 촉구
먼저, 장동혁 국민의힘 당 대표는 이날 폭우 피해가 심각한 경남 거제와 통영 지역 현장을 직접 찾아 조속한 피해 복구와 지원 대책 마련을 약속했다. 장동혁 대표는 김대중 전 대통령 서거 추모식 등 기존 일정을 전격 취소하고, 정점식 원내대표 및 서일준·김태규·서지영·서천호·최은석·김장겸·박준태 의원, 박상웅 경남도당위원장 등 당 지도부와 함께 김포공항에서 경남으로 향했다.
장동혁 대표는 산사태가 발생한 거제 삼도로얄맨션과 지반침하 피해를 본 대동다숲아파트 현장을 차례로 점검한 뒤, 주민 임시 대피시설이 마련된 옥포초등학교를 방문해 이재민들을 위로했다. 싱크홀 피해 지역 주민들이 조속한 특별재난지역 선포와 신속한 복구 지원을 요구하자,
장 대표는 “국회로 돌아가서 조속히 특별재난지역으로 선포될 수 있도록 최선을 다하겠다”며, “안전 진단이나 피해 상황 점검이 조속히 마무리돼 보금자리로 돌아올 수 있도록 필요한 노력을 다하겠다”고 밝혔다. 대피시설을 둘러보며 주민들에게는 “빨리 복구하고 복귀할 수 있도록 안전점검을 최대한 빨리하겠다”라며, 현장 관계자에게 샤워시설 확충 등을 당부했다.
이후 통영 산양읍 지방도, 봉평동 용화사 입구, 미수동 유수안아파트 등 피해 도로와 주거지를 점검한 뒤 소셜미디어를 통해 소회를 전했다. 장 대표는 “거제와 통영의 피해 현장 곳곳을 살폈다”며, “언론에 보도된 것보다 피해 규모가 훨씬 컸고 주민들이 큰 어려움을 겪고 계신 것을 확인했다”고 밝혔다.
그러면서 “수재민들이 조속히 일상으로 돌아가실 수 있도록 신속한 피해 복구가 최우선”이라며 “정부는 행정 지원에 총력을 기울이고 완전한 복구가 이루어질 때까지 최선을 다해야 할 것이며, 국민의힘도 필요한 지원을 아끼지 않겠다”고 강조했다. 또한 “경상남도는 가뭄과 폭우가 연달아 닥쳐 재난 예측과 대응이 더욱 어려워졌다”고 짚으며, “기후변화에 대응해 재난관리 시스템을 근본적으로 혁신해야 한다”고 제언했다.
사법부 독립 훼손 비판 및 이재명 대통령 재판 재개 촉구
장동혁 대표는 이재명 정권과 여권의 사법부를 향한 압박 수위에 대해 강한 어조로 비판의 목소리를 높였다. 장 대표는 소셜미디어 메시지를 통해 “이재명 정권이 또 다시 대법원 겁박에 나섰다”며, “김건희 여사 재판 지연을 이유로 대법원장 탄핵에 법왜곡죄 처벌까지 주장하고 나섰다”고 지적했다.
장 대표는 “일말의 양심도, 최소한의 염치도 없다”며 “그런 소리를 하려면 먼저 ‘이재명 재판 재개’부터 주장해야 한다”고 목소리를 높였다. 이어 “이재명 대통령은 본인의 5개 재판을 모두 멈춰세워 놓았다”며 “’재판 지연’이 탄핵 사유라면서 ‘재판 중지’는 괜찮다는 것인가”라고 되물었다. 아울러 “자신의 재판을 아예 없애기 위해 온갖 악행을 다 저지르고 있다”며 “국민 반발이 거세고 이도저도 안 먹히자 ‘눈가리기용’ 개헌까지 들고 나왔다”고 꼬집었다.
사법부의 책임론도 함께 짚었다. 장 대표는 “이재명 정권의 사법 쿠데타는 결국 법원이 자초한 것”이라며 “헌법대로, 원칙대로 이재명 대통령 재판을 진행했다면 이런 사태가 발생했겠는가”라고 반문했다. 이어 대법원판결을 인용해 “대법원은 ‘불소추특권은 재직 중 형사소추를 제한할 뿐 수사까지 금지하는 것은 아니다’라고 판단했다”며 “이재명 대통령 재판을 중지할 법적 근거가 없음을 대법원도 인정하고 있다”고 설명했다. 그러면서 “이제라도 잘못을 바로잡아야 한다. 이재명 대통령 재판을 조속히 재개해야 한다”라며 “그것이 사법부 스스로 사법부의 독립을 지키는 길이고 대한민국을 지키는 길”이라고 촉구했다.
외교·안보 정책 비판 및 한미동맹 재확인 요구
외교 및 안보 현안에 대해서도 장동혁 대표는 이재명 정부의 대응을 신랄하게 비판하며 국가 안보 위기를 경고했다. 장 대표는 “이재명 대통령이 한미동맹을 무너뜨리고 있다”며 “1분 1초가 위험한 대통령”이라고 지적했다.
장 대표는 “이란전 발발 당시 이미 ‘다음 차례는 한반도가 될 것’이라고 예측했고, 한미동맹을 다지지 않으면 재앙이 닥쳐올 수 있음을 교섭단체 대표연설 등을 통해 여러 차례 경고한 바 있다”며 “결국 그 경고가 현실이 되고 있다”고 진단했다.
도널드 트럼프 미국 대통령이 북한 김정은과의 접촉 사실을 밝힌 점을 언급하며 “미국이 북한과 직접 접촉하고 있음이 드러났음에도, 입만 열면 ‘자주’를 외치던 정권이 정작 한반도 문제 논의에는 끼지도 못하고 있다”며 “아마 접촉 사실 자체도 몰랐을 것”이라고 꼬집었다. 이어 “대한민국이 배제된 미북 대화의 결과는 뻔하다”며 “북한 체제는 더욱 공고해지고 한미동맹은 와해될 것이며, 주한미군 철수까지 밀어붙일 수도 있다”고 경고했다.
또한 트럼프 대통령이 한미연합훈련 축소 배경으로 이재명 대통령과의 통화에서 이란전 지원 요청을 거절당한 점을 들었다는 전언을 언급하며, “이 정도면 사실상 한미동맹 파탄 상황”이라고 규정했다. 장 대표는 “그래놓고도 이 정권은 ‘한미동맹 문제 없다’는 말만 반복하며 새빨간 거짓말로 국민을 속여왔다”고 비판했다. 아울러 “이재명 대통령의 진짜 속내가 궁금하다. 주한미군 내보내고 한미동맹 해체하겠다는 것인가”라며 “국민주권정부라고 했으니 국민에게 한미동맹인지, 친중친북인지 물어보라”고 비꼬았다.
선관위 국민특검 출범에 대한 입장 및 응원
장동혁 대표는 중앙선거관리위원회 관련 특검에 이태한 변호사가 임명된 것에 대해 국민적 저항 운동의 성과라고 평가하며 특검의 철저한 수사를 주문했다. 장 대표는 “이태한 변호사가 선관위 특검에 임명됐다”며 “시민들이 출범시킨 역사적인 ‘국민특검’”이라고 소회를 밝혔다.
장 대표는 “지난 75일간 올림픽공원의 함성은 단 한 순간도 멈추지 않았고, 8월 15일 ‘올공데이’는 그 정점이었다”고 되짚었다. 이어 “’이태한 특검’은 그 시민들의 함성을 결코 잊어서는 안 된다”라며 “신속하고도 신중하게 제대로 된 특검팀을 꾸려야 한다”고 당부했다.
또한 “역사 앞에 책임진다는 각오로, 대한민국의 민주주의를 지킨다는 각오로, 어떠한 외압에도 굴하지 않고 철저하게 수사하여 책임을 규명해야 한다”고 목소리를 높였다. 마지막으로 장 대표는 “이제 시작이다. 참정권 회복, 선관위 개혁, 선거제도 개혁이 특검의 손에 달려 있다”며 “국민이 ‘국민특검’을 끝까지 지켜보고 있는 만큼, 나 역시 국민과 함께 끝까지 챙길 것”이라고 덧붙이며 이태한 특검팀의 분발을 응원했다.

정 원내대표는 소셜미디어를 통해 “지난 광복절 연휴 기간 부산·경남 지역에 기록적인 폭우로 산사태와 침수 등 피해가 잇따랐다”며 “갑작스러운 폭우로 부산, 거제, 통영 등 곳곳에서 수백여 명의 주민들이 긴급 대피하여 임시주거시설이나 친척 집 등에 머물고 계신다”고 현황을 전했다. 이어 거제 산사태 사망 사고를 언급하며 “삼가 고인의 명복을 빌며 유가족께 심심한 애도의 뜻을 전한다”고 밝혔다.
이어 정부와 지방자치단체를 향해 “추가 피해 예방과 주민 안전을 최우선으로 하고, 피해지역의 신속한 복구 및 주민들의 일상 회복을 위해 모든 행정력을 집중해달라”고 당부했다. 정 원내대표는 “부산과 경남은 최근 극한의 폭염과 가뭄에 이어 이번 집중호우까지 연이은 자연재해로 지역 주민과 농어민의 어려움이 가중되고 있다”고 지적하며 “부산·경남의 고통은 곧 국가적 재난이다. 정부는 누적된 피해를 종합적으로 살펴 특별재난지역 지정을 비롯한 실질적인 지원 대책을 마련할 것을 강력히 촉구한다”고 강조했다.

먼저, 김승수 원내운영수석부대표는 민주당 전당대회 결과와 관련해 이재명 대통령의 당권 장악 시도가 사실상 실패했다고 지적했다.
김승수 원내운영수석부대표는 “명청대전에서 임기 2년 차 대통령이 사실상 패배했다”면서, “이재명 대통령이 노골적으로 개입했음에도 김민석 대표는 호남을 제외한 전 지역에서 고전했다”고 주장했다.
이어 “친청계 후보 3명이 입성하고 최민희 의원이 수석최고위원에 당선되는 등 대통령 친위 체제는 리더십에 상처를 입었다”며, “공소취소·공소기각과 같은 사법파괴 재판탈출극을 단념하라”고 촉구했다.
그러면서 그는 “이재명 대통령이 ‘연임은 없다’, ‘재판받겠다’는 선언을 하지 않는 한 일체의 개헌 논의에 응할 수 없다”며 “헌법 제84조가 5개 재판 중단 근거로 왜곡·악용되고 있다”고 꼬집었다.
아울러 김 원내운영수석부대표는 최근 정부의 인사 난맥상을 비판했다. 그는 “미국의 상호관세 압박 속에 핵심 당국자인 여한구 통상교섭본부장을 직권면직하는 등 ‘묻지마 경질’이 이어지고 있다”며, “반면 주식시장 혼란과 부동산 대란을 초래한 김용범 정책실장, 안보 자질 논란의 안규백 국방부 장관과 정동영 통일부 장관 등은 자리를 지키고 있다”고 비판했다.

김미애 원내정책수석부대표는 경남 거제·통영 등의 기록적 호우 피해에 대한 신속한 지원과 예방책 마련을 요구하며 말문을 열었다.
김미애 원내정책수석부대표는 “피해 지역에 대한 특별재난지역 선포를 신속히 추진해 국비 지원과 세제 혜택 등 실질적 지원이 이뤄져야 한다”며, “상습 침수 지역 배수 체계 개선 등 근본적인 예방 대책을 서둘러야 한다”고 강조했다.
이어 한미 관계와 통상 현안에 대해 “트럼프 미국 대통령이 SNS를 통해 UFS 연합훈련 축소를 지시하고, 대미 투자 협상 중 통상교섭본부장을 사유 설명 없이 면직했다”며, “안보는 코리아 패싱이 우려되고 통상은 컨트롤타워가 비었다”고 비판했다.
그러면서 “이재명 대통령은 UFS 축소 지시 관련 사전 협의 내용과 통상교섭본부장 면직 사유를 명백히 밝히라”고 촉구했다.
아울러 천안 11세 아동 학대 사망 사건을 언급하며 “반복된 신고와 위험 신호에도 부처 간 칸막이로 정보가 공유되지 않았다”며, “교육부, 복지부 등 관련 부처가 정보 공유 체계를 전면 점검하고 실효적인 아동 보호 대책을 마련하라”고 주문했다.
배준영 재정경제기획위원회 간사(민생경제 위기 및 정부 세제·외교 정책 질타)
배준영 재정경제기획위원회 간사는 고물가·고금리 속 민생경제 악화와 정부의 세제 정책을 강력히 비판했다.
배준영 간사는 “월급 일자리가 4개월 연속 감소하고 가계대출 연체율이 10년 만에 최고 수준인데, 정부는 세제 합리화라며 3조 4,000억 원을 더 거두려 한다”며, “초과 세수를 지방 교부나 채무 상환에 쓰겠다는 국가재정법 준수 언급도 없이 쌈짓돈으로 쓰려 한다”고 지적했다.
이어 “과거 이재명 대통령이 ‘증세는 자폭 행위’라고 했던 말대로 스스로 자폭하고 있다”며, “증세 후 푼돈을 나눠주며 물가를 자극하는 악순환을 반복해 국민적 신뢰를 잃었다”고 꼬집었다.

박형수 법제사법위원회 간사(민주당의 대법원장 탄핵 협박 및 재판 개입 규탄)
박형수 법제사법위원회 간사는 민주당 등 범여권 법사위원들의 조희대 대법원장 향한 탄핵 추진 언사를 질타했다.

이어 “전원합의체 기일과 선고 시한까지 요구하는 것은 헌법상 재판의 독립을 명백히 훼손하는 정치적 압박”이라며, “한덕수·이상민 사건의 공범 관계 심리 필요성, 김건희 여사 사건의 하급심 판단 불일치 등 정당한 회부 사유를 무시한 주장”이라고 꼬집었다.
아울러 청와대의 대법관 제청 개입 의혹을 언급하며 “대법원장의 독립적 제청권을 탄핵 위협으로 강요하는 것은 명백한 위헌”이라며, “사법부를 집권 여당에 굴복시키려는 시도에 단호히 맞서겠다”고 경고했다.
김대식 외교통일위원회 간사(한미동맹 균열 및 대미 외교 불협화음 지적)

김대식 간사는 “을지 자유의 방패 연습 당일 트럼프 대통령이 연합훈련 규모 축소를 지시했다고 밝혔다”며, “북한의 탄도미사일 도발이 이어지는 상황에서 동맹의 억지력을 점검할 연습을 줄이라는 것은 심각한 문제”라고 주장했다.
이어 “트럼프 대통령은 한국이 이란 비핵화 동참을 사양했다고 밝힌 반면 청와대는 군사적 기여를 논의 중이라 답해 양국 설명이 완전히 엇갈린다”며, “존재하지 않는 동맹 균열을 조장한다던 민주당의 주장과 달리 한미동맹에 분명한 경고등이 들어왔다”고 질타했다.

강선영 성평등가족위 간사(고용평등공시제 일방 추진 및 입법부 무시 비판)
강선영 성평등가족위원회 간사는 성평등가족부의 고용평등공시제 도입 발표 과정상의 절차적 문제를 지적했다.
강선영 간사는 “성평등가족부가 내년 시행을 목표로 공공기관과 500인 이상 기업 대상 남녀 임직원 수 및 임금격차 공시를 발표했으나, 관련 법안 14건은 여전히 국회에 계류 중”이라며, “국회 심의와 합의 없이 시행 시기와 대상을 일방 발표한 것은 입법부를 무시한 행위”라고 밝혔다.
이어 “성평등 정착이라는 기본 취지에는 공감하지만 급격한 제도 도입으로 기업들이 겪을 부담과 우려가 크다”며, “정부의 일방적 시행을 견제하고 기업 여건을 보장하는 입법 지원에 나설 것”이라고 전했다.
유영하 정보위원회 간사(북한 군사 도발 및 정부 대북 정책 기조 전환 촉구)
유영하 정보위원회 간사는 북한의 비무장지대 내 군사 활동 강화에 따른 안보 태세 점검을 요구했다.
유영하 간사는 “북한이 비무장지대 내부 전술도로를 70km 이상 건설하고 탄도미사일을 발사하는 등 적대적 노선을 노골화하고 있다”며, “그럼에도 정부는 냉정한 평가 대신 일방적인 평화 공존 메시지만 앞세우고 있다”고 지적했다.
이어 “일방적으로 평화를 외친다고 북한의 위협이 사라지지 않는다”며, “지금 필요한 것은 희망적 사고가 아닌 냉철한 현실 인식에 기반한 대북 정책”이라고 강조했다. 그러면서 “경계를 늦춘 대가는 결국 국민이 치르게 되므로 안보를 가볍게 다뤄서는 안 된다”고 경고했다.
유용원 원내부대표(국방부 무인체계 사업 부실 및 안보 정책 구호화 비판)
유용원 원내부대표는 국방부와 방위사업청의 무인체계(드론) 사업 추진 부실 상태를 집중 조명했다.
유용원 원내부대표는 “안규백 국방장관이 ‘50만 드론 전사 양성’을 공언했으나, 소총사격 무인항공기 도입은 결함으로 지연되고 50억 원 예산의 중거리 자폭 드론 사업은 집행률이 1%(500만 원)에 불과하다”고 밝혔다.

구자근 산업통상자원중소벤처기업위원회 간사는 통상교섭본부장 기습 경질과 대미 통상 협상 난맥상을 질타했다.
구자근 간사는 “한미 관세 협상과 대미투자 협상이 한창인 상황에서 여한구 전 본부장을 사유나 후임 발표도 없이 자정에 기습 경질했다”라며, “중대한 협상 중에 이루어진 묻지마 인사는 상대국에 잘못된 시그널을 주는 오만한 행태”라고 비판했다.
