신 의원은 김성환 기후에너지환경부 장관을 상대로 “한국에너지공대에 대한 정부의 재정지원은 유사한 4대 과학기술원과 비교해 규모가 너무 적다”고 지적했다. 신 의원에 따르면 올해 본예산 기준 4대 과학기술원의 정부 지원금은 한국에너지공대보다 4.6배에서 11배 이상 많으며, 학생 1인당 지원 수준 역시 4대 과학기술원의 3분의 1 수준에 불과한 실정이다.
이어 신 의원은 현재 한국에너지공대 재정이 한국전력과 지방자치단체의 한시적 지원금, 전력그룹사 이사회 결정에 의존하고 있어 정상적인 학사 운영이 어려운 불합리한 구조가 이어지고 있다고 비판했다. 아울러 켄텍의 규모 확대와 지원 강화를 언급한 대통령의 발언을 들어 국비 중심의 전향적이고 안정적인 지원책 마련을 촉구했다.

한편 신 의원은 2년 8개월간 이어지고 있는 한국에너지공대 총장 공석 사태를 두고 “기후부의 직무유기”라며 강하게 질책했다. 신 의원은 “정부의 관심과 정상적 운영을 위한 역할이 아쉽다”며 지역사회의 우려를 전달했고, 김 장관은 “조속히 적임자를 모실 수 있도록 노력하겠다”고 밝혔다.
