[단독 인터뷰]김관영 킵스 대표, 공공정책개발과 공동선에 대한 헌신

한국정치 발전 위해 대선 후보들,,,반드시 선거법 개정 공약 필요

[브레이크뉴스 박정례 기자]= 브레이크 없는 폭주기관차가 출몰하는 사회는 불안할 수밖에 없다. 대한민국호도 마찬가지다. 선로에서 이탈한 폭주기관차들이 난데없이 나타나 좌충우돌하다가는 하루아침에 국가 사회가 엉망이기 십상이다. 그래서다. 오랫동안 공을 들여 구축한 사회질서와 국력이 특정한 사람이나 세력들에 의해 속절없이 무너지고 훼손되는 것을 막기 위해서는 공공정책개발을 통하여 검증된 정책안전판 마련이 절실한 실정이다. 이를 위해 팔을 걷어붙이고 나선 사람들이 킵스 공공정책전략연구소(대표 김관영) 구성원들이다.

 

김관영 대표는 지난 20대 국회에서 제3지대에 있었던 김성식, 채이배, 임재훈 윤영일 씨 등 잘 알려진 정책통들과 뜻을 모아 지난해 7월 킵스를 설립하고, 국가공공정책개발에 온 힘을 기울여 왔다. 그 첫 번째 결과물인 공공정책개발집을 지난 8월 말 3권으로 묶어 선보였는데 여야를 위시하여 어떤 정치세력이든 공공선에 입각하여 선용할 수 있도록 조건 없이 제공하고 있다. 공공정책개발과 보급이라는 획기적인 일을 최초로 이룬 것이다.

 

사비를 들여 발간한 정책집은 전국의 크고 작은 도서관, 유명 경제연구소, 앞서가는 기업체 그리고 300여 명의 국회의원과 각 대선캠프에 총 1500여권을 보급했다. 김 대표가 이런 일에 앞장선 이유는 국가사회가 건전한 발전을 이뤄 선진국으로 확실하게 도약할 수 있기를 바라는 대승적인 차원에서다. 공공정책전략연구소인 킵스에서 발신한 어젠다는 대략 13개 분야인데 정치,행정,재정,외교,경제,노동,복지,교육,에너지,AI,젠더,청년, 농업 등이다. 이중 중요하지 않은 것이 없지만 대선을 5개월 앞둔 시점이라서 그런지 제대로 된 정치 풍토 확립과 선거제 개혁의 목소리가 유독 크게 들리고 있는 가운데 김관영 킵스 대표도 예외가 아닌 듯싶다.

 

승자독식, 민의 왜곡, ‘청와대정부’ 불식 위해 선거제 개혁 필요

 

김 대표는 지난 8년 동안 국회에서 의정활동을 펼치면서 우리 정치사에 한 획을 긋는 일에 선봉으로 나섰던 인물이다. 바른미래당 원내대표로서 국회의원선거제도인 ‘연동형비례대표제’를 위해 헌신했다. 하지만 거대 양당이 당초의 연동형비례제 정신을 망가뜨리고 위성정당을 만들어 악용하는 바람에 다당제와 합의제민주주가 훼손되는 것을 목격해야만 했다.


이를 안타깝게 여겼음인지 그가 공공정책개발의 일환으로 애써 강조하는 것 중의 하나가 선거제개혁이다. 22대 국회에서 연동형미래대표제의 특.장점을 살릴 수 있는 선거제도를 개선할 것을 한 결 같이 주창한다. 김관영 킵스 대표에게 이 문제에 대해서 보다 직접적인 질문을 던져본다.

 

-지난 21대 국회 때 선거제를 바꿨는데 결과는 의석수 180석과 103석의 양당제 강화다. 무엇이 문제였나.

 

“양당이 위성정당을 급조하여 선거제도 개혁이 물거품이 됐다. 그 부분에 대해 역사적으로 혹독한 평가를 받을 것이다. 민주당이 특히 잘못된 결정을 했다. 결자해지 차원에서 180석을 가지고 있는 당이 책임감을 가지고 다시 고쳐야 한다. 지금은 대선 정국으로 빨려 들어가서 쉽지 않은데, 새로운 대통령이 선출된 후 22대 국회에서 반드시 매듭지어 23대부터는 다양한 국민의 목소리가 반영된 국회가 구성될 수 있도록 해야 한다는 것이 변함없는 소신이다.”

 

-위의 문제들이 문재인 정부의 공과와 맞물리는 점은

“촛불혁명으로 출범한 정부였기에 국민적 기대가 높았다. 복지 확대나 민주주의 회복, 한반도 평화에 대한 노력이 없었던 것은 아니나 복지문제도 따져볼 부분이 많고, 민주주의 회복 역시 다양한 민의수렴보다는 갈라치기 식 통치행태로 분열된 상황을 보이고 있다. 이에 더해 정작 중요한 것은 ‘대한민국 혁신’인데 이 부분에서도 더할 나위 없이 국민을 실망시켰다고 생각한다. 시대적 난제들이 좀 많았나. 이런 문제일수록 정면 돌파하고 국민적 합의를 이끌어내야 하는데 땜질식 처방, 단편적 처방에 치중했다. 특히 부동산 정책의 실패, 검찰개혁 과정에서 보여준 편 가르기 식 접근은 큰 실책이었다.”

 

-땜질식 처방, 단편적인 처방 중에서 가장 큰 문제점은?

 

“경제정책이 엉망이었다. 최저임금제로 인해 정말 많은 비용을 치렀다. 첫해 최저임금을 16.9% 인상해 시장의 충격이 너무 컸다. 추가 상승분을 정부가 보전한 것도 역사상 처음이다. 충격이 크니 3년차부터는 2~3%로 내렸다. 아이러니한 게 문재인 정부의 최저임금 인상률이 박근혜 정부 때보다도 낮다. 첫 단추를 잘못 끼우니 그런 후유증이 나오는 거다.

 

둘째는 부동산정책이다. 과감한 공급대책을 발표하고 일관성 있게 정책을 집행해야 하는데 땜질식 처방으로 부동산 시장에 혼란을 부추기고 예측 가능성을 떨어뜨렸다. 청년들의 좌절과 절망감이 근로 의욕을 상실시키고 암호화폐와 주식시장으로 뛰어들게 만드는 거다. 이는 숫자로 계량할 수 없는 어마어마한 손실이다. 인치와 언치에 의해 이뤄지는 국정이 얼마나 허약한지 보여주는 대목이다.”

 

-원외에서 바라본 정치 현실에 대한 견해는?

 

“민주주의 회복, 권력을 분산하여 제왕적 대통령제를 불식하고 ‘청와대 정부’라는 기형적 시스템을 개혁해서 행정부와 의회를 중심으로 민주적 협의와 연합정치를 완성해가는 것이어야 한다. 선거제 개혁은 이 같은 맥락에서 대단히 중요했다. 그러나 거대 양당이 앞장서 위성정당이라는 괴물을 만들어 선거법 개혁이 좌초됐고 국민의힘은 총선 패배를, 민주당은 과잉 대표된 의석수가 '독주의 트랩'으로 이어졌다. 거대 양당은 뼈저린 반성을 해야 할 것이다.”

 

김관영 대표는 이어 정치권에 대한 날카로운 승자독식의 피해를 양산하는 소선거제와 제왕적 대통령제를 불식하는 개선점을 찾아야 한다는 점을 역설했다. 그러면서 다양한 계층과 집단의 의견이 의회를 통해 반영-조정-완충-합의되는 과정이 있어야 적대적 대결의 정치를 넘어서고 국민을 통합할 수 있다는 점을 짚었다. 국민들이 결연한 의지로 견인할 때 대선 후보들도 ‘선거법 개혁’을 공약함으로써 민의가 승리하는 길을 열 수 있다는 점이다.

 

만약에 3당이 굳건했다면, 캐스팅 보트 정당으로 기능할 수 있었다면 오늘 날과 같은 거대 양당의 적대적 대결 정치를 넘어설 수도 있었을 것이라고 진단한다. 이런 의미에서 2016년 ‘국민의당’이라는 3당을 지켜내지 못하고 합의제민주주의의 씨앗을 더 많이 퍼뜨리지 못하고 도중에서 좌절하게 된 점 아쉽고 안타깝고 “큰 책임을 통감한다”는 양심고백도 한다. 대한민국의 민주주의 제도 정착을 위해 오늘도 다당제를 위한 선거제개혁을 주장하고 있는 김대표의 부르짖음이 어떤 결실로 다가올지 지켜볼 일이다.
