김관영 전 의원 “중도 표심(票心)이 대선승리 안겨줄 것”

[단독 인터뷰]김관영 전 의원(변호사-전 바른미래당 원내대표)...“대통령 후보들, 중도표 흡수해야만이 당선”

김관영 전 의원(변호사-전 바른미래당 원내대표)을 지난 11월24일 서울 종로구 청계천로 35 17층 공공정책전략연구소 사무실에서 만났다. 김관영 전 의원은 한국공공정책전략연구소를 운영하고 있다. 그는 지난  2017년 대선 당시 국민의당 정책본부장으로 대선 공약을 총괄했었다. 한국공공정책전략연구소를 운영해온 그가 '어젠다-K'를 발간한 것은 혁신·고용·복지 정책에 인적(人的) 투자 정책을 융합하는 '패키지 딜'을 빅딜이 필요한 영역에서 적용하는 것도 중요하다고 생각해서였다고 한다. “국회에서 8년간 일하면서 느꼈던 절실함이라고 할까. 나라를 위해서는 꼭 절실한데, 정치권이 잘하지 못하는 중요한 민생에 대해 여야가 합의를 해나가는 정책, 여야가 바뀌더라도 일관성 있게 가는 정책이 꼭 필요해서 만들었다. 예를 들면 부동산 정책 같은 경우는 민생에 직결되는 정책인데, 정권에 따라 지나치게 갈지(之)자 행보를 보인다. 여야 합의로 중장기 로드맵을 만들고 그 합의된 일정에 따라서 예측 가능하게 정책이 추진되는 것이 굉장히 중요하다”고 강조했다. 김 전 의원은 “일반적으로 한국 유권자의 성향을 말할 때 진보 30%, 보수 30%, 중도 40-45%라고 말한다. 차기 대선도 마찬가지라고 본다. 대선에서 승리하려면 각 정당의 대통령 후보들은 중도표를 흡수해야 만이 당선할 수 있을 것이다. 나는 중도를 지향해왔다. 김대중 전 대통령의 노선을 존중해왔다”고 피력했다. 오는 대선은 중도 표를 가져 오는 쪽이 승리할 것이라는 전망이다. 중도정치 세력의 기수로 평가 받고 있는 김관영 전 의원(변호사)으로부터 한국 정치가 나아가야할 방향에 대해 들어 본다.

-한국정치에서도 진보와 보수가 손을 잡는 소위 '연정(聯政)'이 가능하다고 보는가?

▲정치가 제대로 작동되려면 연합의 정치가 필요하다. 다양성이 존중되는 구성과 선거제도 개혁이 있어야 한다. 20대 국회 당시 연동형 비례대표제를 도입한 선거법 개정안을 통과시켰다. 대한민국 정치 지형을 기존의 거대 양당 체제에서 다당제 구조로 다변화하기 위한 목적이었다. 그러나 당시 여야가 위성정당을 만들어 버리면서 그 취지가 사라졌다. 결국 21대 국회는 거대 양당의 대결구조가 반복되고 더 심화됐다. 21대 국회를 앞두고 양당이 `꼼수`를 부린 건 대한민국 정치사에 큰 오점”이다. 다당제가 가능한 선거제 개혁을 21대 국회에서 반드시 해야 하고, 대선주자들도 이 부분에 대해 입장 표명을 내줘야 한다. 대한민국 정치가 궁극적으로 `연정` 형태로 가야한다. 독일이 외교 정책에 강하고, 통일을 이뤄내고, 제조업에 강하고, 노동개혁에 성공한 것은 연정과 합의 경험의 축적 덕분이다. 연정은 기본적으로 상대에 대한 존중이며 이런 정치권의 경험이 사회로 확산이 될 수 있다.

 

-정책 개발에 주력한 이유는 무엇인가?

▲8년 동안 국회의원을 하면서 얻은 교훈으로 어떤 의미 있는 것을 할지 고민하다가 김성식, 채이배 전 의원 등과 같이 모여 고민을 나누고 공부도 했다. 여야가 바뀌고 집권 세력이 바뀌어도 지속 가능한 정치를 만들 수 없을까 하는 게 고민이었다. 보수와 진보 각각의 정치적 색채를 버릴 순 없으나, 우리나라 전체를 생각하면 여야가 합의해서 정책을 만들어야 한다. 여야 어디가 집권하든, 합의해서 만든 민생 정책은 일관되고 지속가능하고 장기적으로 여야가 추진하자는 합의를 할 수는 없을지 고민했다.

 

-문재인 정부의 임기말이다. 그간의 문재인 정부를 평가한다면?

▲민생에 관해서는 상당히 무능한 4년이었다. 부동산의 경우 단순히 ‘가격이 올라서 집 없는 사람이 집을 사기 힘들어졌다’는 수준을 뛰어넘었다. 2030 세대 청년에 주는 좌절감이 대한민국 미래에 얼마나 많은 부작용을 미칠 것인지는 수치로 계산을 못 할 정도로 심각하다. 사회학적으로 자살과 비(非) 출산은 시간차이는 있으나 똑같은 행위라고 하더라. 자살은 나 자신을 죽이는 거고, 비(非) 출산은 내 다음 대를 끊는 거다. 멀리 보면 똑같은 사회학적 행위다. 우리가 자살률 1위, 저(低) 출산 1위 아닌가. 부동산으로 인한 좌절감, 미래에 대한 허탈감을 생각하면 단순히 경제정책을 잘못했다는 정도가 아니라 20~30년 후에도 악영향을 미칠 문제다.

 

-진행되고 있는 여야의 대선경쟁 과정을 지켜보면, 네거티브가 너무 심한데...

▲최소한의 금도를 지켜가면서 해야 한다. 특히 지나친 포퓰리즘은 자제해야 한다. 포퓰리즘은 서로 상승 작용을 일으킨다. 저쪽이 일으키면 이쪽은 더 세게 해서 표를 가지고 오려고 한다. 그래서 복지 정책과 관련해서는 여야가 합의해서 ‘이 부분은 대선 공약으로 하지 말자’고 하는 거다. 로드맵을 정하자는 의미다. 청소년, 노인 복지 등 중요 정책의 경우 여야가 합의해서 일관적으로 가야 한다. 대선 과정에서 건들지 말자는 게 중요하다. 여야가 정치권에서 합의하면 된다.

 

-더불어민주당의 재집권, 국민의힘의 정권교체 중 어느 쪽이 더 가능성이 있다고 보나?

▲더불어민주당이 집권할 수 있는 두 가지 선결 조건이 있다면, 첫째는 흩어진 범 진보세력을 모아서 결집하는 일이고, 또 하나는 2016년에 국민의당으로 찢어져 나간 민주당의 많은 호남 인사들과의 통합이 있지 않고는 쉽지 않다고 본다. 현 집권 세력과 차별화된 정책과 비전을 명확히 보여야 한다는 것이다. ‘확실히 바뀌겠구나’ 하는 확신을 주지 않으면 쉽지는 않을 것이다.

 

-더불어민주당의 의석은 180석. 이런 거대 여당의 국회 운영 방식을 비판하는 목소리가 있다. 무엇이 문제라고 보나?

▲지나치게 밀어붙이기 입법이 상당히 광범위하게 일어나고 있다. 여야 합의 정치가 실종되고 일방적으로 밀어붙이다 보니 무조건 반대하는 정치, 힘의 대결이 반복 중이다. 이런 시행착오를 겪기에는 대한민국 정치가 그리 한가하지 않다.

 

-문재인 정부와 더불어민주당에 대한 평가를 해본다면?

▲새로운 단계를 개척하지 못했다는 점이 안타깝다. 민주주의 회복의 목표는 성군(聖君)을 만드는 것이 아니다. 제왕적 대통령제와 권력을 분산하고 ‘청와대 정부’라는 기형적 시스템을 개혁해서 행정부와 의회를 중심으로 민주적 협의와 연합정치를 완성해가는 것이어야 한다. 선거제 개혁도 이 맥락에서 중요했다.

-문재인 정부는 대의제가 민의를 잘 반영하지 못한다고 보고 직접 민주주의 요소를 중시하는 모습을 보인다.

▲현대 민주주의는 국민들이 선출한 의회가 국민 전체를 대변하면서 나라의 의사결정을 해나가는 것이다. 그런데 대통령이 무슨 일을 하는데 야당이 반대하니 ‘발목을 잡는다’면서 국민 앞에 나와 직접 호소를 한다. 이런 것이 반복되면 팬덤 정치, 감정에 호소하는 정치가 득세한다. 민주주의 본래의 모습들을 대단히 훼손하고 정상적인 국회가 기능하는 것을 막는 원인이다.

 

-여론조사를 보면 정권교체를 바라는 목소리가 높은 가운데 국민의힘은 대안이 될 수 있을까?

▲아직까지는 민생과 개혁, 코로나 이후 새 시대를 대비하는 정치세력으로 보기 힘들고, 반(反) 문재인의 정치에 포박되어 있는 것 같다. 반 문재인은 또 다른 증오의 정치 전략이다. 정권만 잡는다고 바뀌는 게 아니다. 권력을 달라고만 할 게 아니라 어떻게 시대를 이끌겠다는 비전을 후보들이 보여줘야 한다. 이것이 대선 국면에서 국민에 대한 예의이고 책무다.

 

-다당제와 합의 민주주의를 중요하게 여기고 있는데, 제3지대 실험은 실패했는데...

▲3당이 굳건했다면, 캐스팅 보트 정당으로 기능할 수 있었다면 거대 양당의 적대적 대결 정치를 넘어설 수도 있었을 것이다. 거대 양당의 원심력에 휩쓸리지 않으려면 새로운 구심력을 키웠어야 했다. 그것이 열매를 맺으려면 선거제도가 먼저 바뀌어야 한다. 소선거구제 하에서는 쉽지 않은 일이다. 

 

-현 국회의장은 개헌을 원했다. 정권 말기가 되면 여야를 불문하고 목소리가 분출되지만 이뤄지지 못했다. 개헌이 오는 대선 과정에서 이슈가 되지 않는 것 같은데?

▲정치인들에게 물어보면 의원내각제에 공감대가 크다. 정치인들이 지속적으로 노력하는 것이 필요하고, 가장 중요한 게 대통령의 결단이다. 대통령이 스스로 권력을 내려놓겠다고 하면 더 설득력이 있다. 과거 김대중 대통령의 DJP 연합 같은 일이 자주 반복되고 국민이 효능감을 느끼면 헌법을 바꾸는 과정으로 나갈 수 있다. 그래서 의회주의자가 대통령이 되는 게 바람직하다고 생각한다. 국회 경험은 대통령과 의회의 관계를 이해하는데 필수적이고, 국정운영 이해도를 높이는 데 도움이 된다. 그런 점에서 여야 대선 후보인 이재명 전 경기도지사나 윤석열 전 검찰총장, 두 후보가 모두 국회의원 경험이 없다는 게 아쉽다. 각 정당의 경선이 끝나고 본선이 시작됐다. 후보들이 개헌과 선거제 개혁에 대한 각자의 제안을 국민 앞에 제시해야 한다고 본다. 헌법은 대한민국 시스템의 블루프린트다. 새로운 대한민국 비전을 논하고자 한다면 그 블루프린트를 국민 앞에 제시할 책무가 있지 않나?.

 

-한국공공정책전략연구소를 통해 '어젠다-K'를 발간하게 된 배경은?

▲여야 합의로 중장기 로드맵을 만들고 그 합의된 일정에 따라서 예측 가능하게 정책이 추진되는 것이 굉장히 중요하다. 또 한 가지는 제가 2012년, 2017년 대선 때 정당에서 대통령 공약 만드는 데 관여를 했다는 이유도 있다. 특히 2017년 대선 때는 국민의당 정책본부장으로서 대선 공약을 총괄했다. 그 과정에서 항상 느꼈던 것은 '지나치게 (정책이) 급조된다'는 점이다. 대선 공약들이 나오고 (대통령) 당선 후에도 검증 과정이 없어 결국 융·복합적인 사회에서 복합적인 문제가 나타난다. 그래서 어젠다-K에서 내놓은 것처럼 혁신·고용·복지 정책에 인적(人的) 투자 정책을 융합하는 '패키지 딜'을 빅딜이 필요한 영역에서 적용하는 것도 중요하다고 생각해 '어젠다K 2022'를 발간하게 됐다.

 

-발간된 '어젠다K 2022'에 대한 정치권의 반응은 어떠한가?

▲각 대선 캠프나 정당에서 '어젠다-K'를 가져가 열심히 활용하고 있다. 정책 제안집을 공공재처럼 다 배분했다. 주요 정당 의원님들이 내용적으로 이념에 치우치지 않고 진영 논리에 얽매이지 않아 중도개혁적 시각에서 분석과 해결책까지 제시하고 있다고 평가해 주었다.

 

-'어젠다-K'는 양극화 정치의 폐해 극복을 위해 다당제 연합정치를 제안했다. 이를 위해 공직선거법 개정이 필요한데...

▲지난 총선에서 보여준 거대 양당의 위성정당 책략은 이성과 상식의 금도를 넘어선 것이었다. 더불어민주당과 국민의힘 모두 스스로의 욕심이 빚은 후과를 겪고 있다. 국민의힘은 총선 패배를, 더불어민주당은 과잉 대표된 의석수가 '독주의 트랩'으로 이어졌다. 거대 양당은 뼈저린 반성을 해야 할 것이다. 다양한 계층과 집단의 의견이 의회를 통해 반영-조정-완충-합의되는 과정이 있어야 적대적 대결의 정치를 넘어서고 국민을 통합할 수 있다. 문제는 기득권의 유혹을 넘어서는 것인데, 국민의 의지로 견인해야 하고 그런 측면에서 이번 대선이 중요하다. 대선 후보들이 국민 앞에 선거법 개혁을 공약해야한다.

-다당제 연합정치를 위해 제3지대가 필요한데?

▲대한민국의 정치 발전을 위해서는 다당제로 가는 것이 꼭 필요하다고 생각한다. 선거제도가 개혁돼야 제3지대 부활의 기반이 되고 대선에서 결선 투표제가 생겨난다면 상당한 역할을 할 가능성이 크다.

 

-합의제 민주주의로 가기 위해 초당적 협력이 필수이다. 이를 어떻게 보나?

▲초당 협력이란, 대통령 1인에게 지나치게 집중된 권력 나누기가 가장 핵심이다. 그 근원에 청와대 비서실 중심의 권력 집중이 있다. 이를 혁신해야 협의와 연합 정치의 길이 열린다. 정부가 될 수도 없고 돼서도 안 되는 대통령 비서실이 사실상 최고 통치기구 역할을 한다. 한마디로 청와대 비서실 정부가 '민주주의의 블랙홀'이 되고 있다. 총리와 장관 중심으로 국정을 운영해 연합정치의 지평을 열어야 한다. 대통령은 국정운영의 지휘자가 되고 총리는 행정부를 지휘해 재정·예산·복지 분야의 정책 연정을 주도해야 한다. 여당은 주요 의제에 대한 정책 연정을 펼치며 연립정부를 추구해야 한다.

Former Rep. Kim Kwan-young "Central vote will lead to presidential election victory"

[Exclusive interview] Former lawmaker Kwan-Young Kim (lawyer - former floor leader of the Bareunmirae Party)...“President candidates must absorb midway votes to be elected”

I met with former lawmaker Kim Kwan-young (lawyer-former Bareunmirae Party floor leader) on November 24 at the Office of Public Policy Strategy Research Institute on the 17th floor of 35 Cheonggyecheon-ro, Jongno-gu, Seoul. Former lawmaker Kim Kwan-young runs the Korea Public Policy and Strategy Institute. During the 2017 presidential election, he oversaw the campaign promises as the head of the People's Party's policy headquarters. The reason he published 'Agenda-K', who has been running the Korea Institute for Public Policy and Strategy, said that it is important to apply the 'package deal', which combines human investment policies with innovation, employment, and welfare policies, to areas where big deals are needed. It is said that he thought “Is it the desperation that he felt while working in the National Assembly for eight years? It is desperately needed for the country, and it was created because it was absolutely necessary to have a policy in which the opposition and the opposition reached an agreement on important people's livelihoods, which the politicians were not good at, and a policy that was consistent even if the opposition changed. For example, real estate policy, which is a policy directly related to people's livelihoods, shows excessively sharp movements depending on the government. It is very important to create a mid- to long-term roadmap with an agreement between the ruling and opposition parties and to implement the policy in a predictable manner according to the agreed schedule,” he said. Kim said, “Generally speaking, when we talk about the tendencies of Korean voters, we say that they are 30% liberal, 30% conservative, and 40-45% moderate. I think the next election will be the same. In order to win the presidential election, the presidential candidates of each party will have to absorb the centrifugal votes to win the election. I have been oriented towards the middle. I have respected the lines of former President Kim Dae-jung,” he said. The next election is expected to be won by the one who gets halfway votes. Hear from former lawmaker Kim Kwan-young (lawyer), who is regarded as a leader of the centrist political forces, about the direction Korean politics should take.

-Do you think a so-called 'coalition government' in which liberals and conservatives join hands in Korean politics is possible?

▲ For politics to work properly, we need a coalition politics. There must be a constitution that respects diversity and reform of the electoral system. At the time of the 20th National Assembly, the amendment to the Election Act was passed, which introduced the interlocking proportional representation system. The purpose was to diversify the political landscape of Korea from the existing large two-party system to a multi-party system. However, when the ruling and opposition parties created a satellite party, that purpose disappeared. In the end, the 21st National Assembly repeated and intensified the confrontational structure of the two huge parties. It is a big stain on the political history of the Republic of Korea that the two parties practiced 'tricks' ahead of the 21st National Assembly." Reform of the electoral system capable of multi-party system must be carried out in the 21st National Assembly, and the presidential candidates must also express their position on this matter. Korean politics should ultimately go in the form of a 'coalition'. Germany's strong foreign policy, unification, manufacturing strength, and successful labor reform are thanks to the accumulation of experience in the coalition government and agreement. A coalition is basically respect for each other, and this experience of political circles can spread to society.

-Why did you focus on policy development?

▲I was thinking about what meaningful things to do with the lessons I learned while serving as a member of the National Assembly for 8 years. The question was whether it would be possible to create a sustainable politics even if the opposition and ruling powers change. Conservatives and progressives cannot abandon their respective political colors, but considering the country as a whole, the ruling and opposition parties must come to an agreement to formulate a policy. No matter where the ruling and opposition parties are in power, I wondered whether it would be possible to reach an agreement that the people's livelihood policy made by consensus would be consistent, sustainable, and long-term.

- It is the end of the Moon Jae-in government's term of office. How would you rate the Moon Jae-in government?

▲ When it comes to people's livelihoods, it's been a fairly incompetent four years. In the case of real estate, it has gone beyond the level of simply saying, 'The price has risen, making it difficult for homeless people to buy a house'. It is so serious that it is impossible to calculate how many side effects the frustration it gives to young people in their 20s and 30s will have on the future of Korea. Sociologically, it is said that suicide and non-procreation are the same action, although there is a time difference. Suicide is killing myself, and non-birth is cutting off my next generation. From a distance, it is the same sociological behavior. Aren't we the number one suicide rate and the number one low birth rate? Considering the frustration caused by real estate and the disappointment of the future, it is not just that the economic policy is wrong, it is a problem that will have a negative impact 20 to 30 years from now.

-Watching the ongoing presidential competition between the ruling and opposition parties, the negatives are too severe...

▲ It should be done while keeping the minimum amount of gold. In particular, excessive populism should be avoided. Populism synergizes with each other. If the other side raises it, this side tries to bring the ticket with a stronger force. So with regard to welfare policy, the ruling and opposition parties have reached an agreement, saying, ‘Let’s not make this part of the presidential election promise’. It means setting a roadmap. In the case of important policies such as welfare for youth and the elderly, the ruling and opposition parties must agree and consistently pursue policies. It is important not to be touched during the election process. Both parties have to come to an agreement in the political arena.

- Which do you think is more probable, the re-establishment of the Debun People's Democratic Party or the change of government by the people's power?

▲If the current state of affairs continues, I think it may be difficult for the Democratic Party of Korea to regain power. If there are two prerequisites for the Democratic Party to take power, the first is to gather and rally the scattered pan-progressive forces, and the second is to integrate with the many Honam figures of the Democratic Party, which was torn off as the People's Party in 2016. I don't think it's easy without it. It is necessary to clearly show policies and visions differentiated from those in power. It won't be easy if you don't convince yourself that it will definitely change.

-along with the Democratic Party has 180 seats. There are voices criticizing the way the large ruling party operates the National Assembly. What do you think is the problem?

▲ Excessive push Legislation is taking place quite widely. As the politics of agreement between the ruling and opposition parties have disappeared and they are pushing ahead unilaterally, politics of unconditional opposition and confrontation of power are repeating. Korean politics is not so idle to go through trial and error like this.

- How would you rate the Moon Jae-in administration and the Democratic Party?

▲ It is a pity that we did not pioneer a new stage. The goal of restoring democracy is not to create a holy army. It should be about distributing the imperial presidential system and power, reforming the deformed system of the “Blue House government,” and completing democratic consultations and coalition politics centered on the executive branch and the parliament. Electoral reform was also important in this context.

-The Moon Jae-in administration sees that the representative system does not reflect the will of the people well and places importance on the element of direct democracy.

▲Modern democracy is a parliament elected by the people, representing the entire people and making decisions for the country. However, when the opposition party opposes what the president is doing, he appears in front of the people and appeals directly to the people, saying, “I hold my ankle.” If this is repeated, fandom politics and politics that appeal to emotions prevail. It greatly undermines the original features of democracy and prevents the functioning of a normal National Assembly.

-If you look at the polls, can the people's power be an alternative to the high demand for regime change?

 ▲ So far, it is difficult to see them as a political force preparing for a new era after the corona virus, reform, and livelihood, and it seems that they are caught up in the anti-Moon Jae-in politics. Anti-Moon Jae-in is another hateful political strategy. It's not just changing the government. Candidates should not only ask for power, but also show their vision of how to lead the era. This is politeness and duty to the people in the presidential election phase.

-The multi-party system and consensus democracy are important, but the Third Zone experiment failed...

▲If the three parties were strong, if they could function as a casting boat party, they would have been able to overcome the hostile confrontational politics of the huge two parties. In order not to be swept away by the centrifugal force of the giant two parties, a new centripetal force had to be developed. For that to bear fruit, the electoral system must first be changed. This is not an easy task under the single constituency system.

- The current Speaker of the National Assembly wanted to amend the Constitution. At the end of the regime, voices from both the ruling and opposition parties erupted, but it was not achieved. I don't think constitutional amendment is an issue in the upcoming presidential election?

 ▲If you ask politicians, they agree with the parliamentary cabinet system. It is necessary for politicians to make continuous efforts, and the most important thing is the decision of the president. He is more persuasive when the president says he will put down power on his own. If things like the DJP coalition of President Kim Dae-jung in the past are repeated frequently and people feel a sense of efficacy, they can go into the process of changing the constitution. That's why I think it's desirable for a parliamentarian to be president. Parliamentary experience is essential to understanding the relationship between the president and the parliament, and helps to increase the understanding of state affairs. In that regard, it is regrettable that both the ruling and opposition presidential candidates, Lee Jae-myung, former governor of Gyeonggi-do, and former Prosecutor General Yoon Seok-yeol, both have no experience as a member of the National Assembly. After each party's primary, the finals began. I believe that candidates should present their own proposals for constitutional and electoral reform before the public. The Constitution is the blueprint of the South Korean system. If you want to discuss a new vision for Korea, don't you have a responsibility to present the blueprint to the public?

- What was the background for publishing 'Agenda-K' through the Korea Institute for Public Policy and Strategy?

▲ It is very important to create a mid- to long-term roadmap with the agreement of the ruling and opposition parties and to implement the policy in a predictable manner according to the agreed schedule. Another reason is that I was involved in making presidential promises in political parties during the 2012 and 2017 presidential elections. In particular, during the 2017 presidential election, he oversaw the campaign promises as the head of the People's Party policy department. What I always felt in the process was that it was 'too much (policy) haste'. There is no verification process after election promises are made and (president) is elected, resulting in complex problems in a convergence society. So, as presented by Agenda-K, we decided to publish ‘Agenda K 2022’, thinking that it is important to apply the ‘package deal’ that combines innovation, employment, and welfare policies with human investment policies in areas that need a big deal.

What is the political reaction to the published 'Agenda K 2022'?

▲Each presidential camp or political party takes 'Agenda-K' and uses it diligently. All policy proposals were distributed like public goods. Members of major political parties evaluated that they were presenting analysis and solutions from a centrist-reformed perspective as they did not lean on ideology in content and were not tied to camp logic.

-'Agenda-K' proposed a multi-party coalition politics to overcome the harmful effects of polarization politics. To do this, we need to amend the Public Official Election Act...

▲The tactics of the giant two-party satellite parties shown in the last general election were beyond the limits of reason and common sense. Both the Democratic Party of Korea and the People's Power are suffering the consequences of their own greed. The power of the people led to defeat in the general election, and the over-represented number of seats in the Democratic Party of Korea led to a 'solo trap'. The huge bipartisan parties will have to reflect deeply. In order to overcome the politics of hostile confrontation and unite the people, there must be a process in which the opinions of various classes and groups are reflected-adjusted-buffered-agreed through the parliament. The problem is to overcome the temptation of vested interests, and it must be driven by the will of the people, and in that respect, this election is important. Presidential candidates must pledge to reform the electoral law in front of the people.

-Do you need a third zone for multi-party coalition politics?

▲I think that moving to a multi-party system is essential for the political development of Korea. If the electoral system must be reformed to become the basis for the revival of the Third Zone, and a runoff voting system is created in the presidential election, it is highly likely to play a significant role.

- Bipartisan cooperation is essential to achieve consensus democracy. How do you see this?

▲Second-party cooperation is the most important part of sharing power that is too concentrated on one president. At its root, there is a concentration of power centered on the Secretariat of the Blue House. This innovation will open the way for consultation and coalition politics. The Secretariat of the President, which cannot and should not be the government, serves as the de facto supreme governing body. In a word, the Blue House Secretariat government is becoming a 'black hole of democracy'. The government should be run by the prime minister and ministers to open the horizon for coalition politics. The president should lead the administration of state affairs, and the prime minister should lead the executive branch to lead policy coalitions in the areas of finance, budget, and welfare. The ruling party should pursue a coalition government by forming a policy coalition on key agendas.
