This year’s Lunar New Year’s moving population is 28.77 million.. Expressway tolls are imposed and food and drinks are banned at rest areas

The number of people traveling during the Lunar New Year holiday this year is expected to increase by 17% compared to last year. In response, the government is implementing quarantine management measures, such as levying highway tolls normally and prohibiting eating and drinking in service areas.

The Ministry of Land, Infrastructure and Transport has set the basic direction of “minimizing movement and contact, such as visiting hometown and relatives and refraining from travel during the Lunar New Year holiday” in the central plan, and set the 6-day period from the 28th to February 2nd as the 'Special Transportation Measures Period for the Lunar New Year'. It was announced on the 26th that it would establish and implement a 'government joint special transportation plan' jointly with related organizations.

According to the ‘Traffic Status Survey for the Lunar New Year Holiday’ conducted by the Korea Transportation Research Institute, a total of 28.77 million people, or 4.8 million people on average, are expected to travel during the Lunar New Year special transportation plan period (January 28 to February 2). The number of vehicles using the highway is expected to average 4.62 million per day.

By date, February 1, the day of the Lunar New Year, was expected to have the highest daily travel volume of 5.31 million people. This is an increase of 18.5% compared to the previous year.

The highest number of departures from hometown was the morning of January 31, the day before the Lunar New Year, with 18%, and the highest number of departures from hometown, the afternoon of February 2, the day after the Lunar New Year, with 27.5%.

The most congested time was predicted to be the afternoon (14:00 to 15:00) on the day of the Lunar New Year (February 1) and the day after the Lunar New Year (February 2), when homecoming, returning, and traveling were mixed.

In particular, the Ministry of Land, Infrastructure and Transport said that 19.4% of the people who have not yet decided on a travel plan due to the recent increase in COVID-19 cases and restrictions on private gatherings account for the actual size of movement and congestion situation, etc.

In response to this, the government will focus on strengthening quarantine measures and reducing congestion in the road sector, such as highway rest areas, in preparation for the increase in private car use.

The plan is to minimize contact between people by separating the entrance and exit lines within the highway rest area, and to strengthen user access and eating management through user management (QR code, simple phone check-in), only packaging all menus, and prohibiting indoor eating.

In addition, we plan to establish an intensive quarantine system for each facility and thoroughly manage it, such as by additionally dispatching guides so that quarantine management measures can be well implemented at the site. In particular, during the Lunar New Year holiday, temporary screening centers will be operated at 7 major highway rest stops and 1 railway station to support convenient diagnostic tests while on the go.

Public transport is also being strengthened. For railroads, only window seats are sold and operated, and for buses and airlines, it is recommended to reserve window seats in advance and spaced apart between seats.

In addition, for all means of transportation (vehicles, etc.), disinfection before and after operation, frequent ventilation, non-face-to-face reservations, mandatory wearing of masks in vehicles, refrain from talking, and prohibition of eating and drinking will be strongly implemented.

To ensure that there are no fatalities in traffic accidents, the government plans to intensively crack down on factors vulnerable to accidents, such as drowsiness, drunkenness, and reckless driving, to ensure that there are no fatalities in traffic accidents.

Using drones equipped with surveillance cameras (10 units) and dark patrol cars (21 units) to intensively crack down on major traffic violations, enforce regular drinking enforcement at highway intersections and restaurants, and joint patrol for areas vulnerable to drowsy driving is also strengthened.

In preparation for long-distance driving, the company plans to provide free vehicle inspection services, promote winter accident prevention rules, and implement a “rest-mileage” campaign for trucks.

In addition, traffic management will be strengthened by expanding road capacity through the early opening of national highways and operating the shoulder lane system, and easing the concentration of traffic by providing real-time traffic information.

17 sections (110.7 km) including Todang-Wondang on National Road 39 will be opened to improve road traffic.

In addition, temporary reduction lanes (6 routes) are used to select and manage expected sections of traffic congestion, and to relieve congestion on the main line due to congestion on the shoulder lane system (63 sections on 13 routes, 316.7 km) and at the IC exit section. 15 locations (11.5 km) are also planned to be operated.

The head of the Transportation and Logistics Department of the Ministry of Land, Infrastructure and Transport said, “There is concern about the spread of Omicron due to the increase in the amount of movement during the Lunar New Year holiday, so quarantine management for transportation is more important than ever. It happens frequently, so please do your best to drive safely on the way home.”
