추경호, “임대료 5% 이내 인상 임대인 양도세 비과세 2년 거주요건 면제”

제1차 부동산 관계장관회의 개최..임대차 시장 안정 등 발표

정부가 계약갱신이 만료되는 임차인에 대한 지원을 강화하는 등 임대차 시장 안정 방안을 발표했다.

 

추경호 경제부총리 겸 기획재정부 장관은 21일 8시  정부서울청사에서 ‘제1차 부동산 관계장관회의’를 개최하며, “임대료를 자발적으로 5% 이내로 인상하는 임대인(상생 임대인)에 대해서는 1세대 1주택 양도세 비과세 및 장기 보유특별공제에 필요한 2년 거주요건을 완전 면제하겠다”고 밝혔다.

 

추 부총리는 “갱신계약이 만료되는 서민 임차인에 대해서는 지난 4년간 전세가격 상승폭을 감안, 버팀목 전세대출의 보증금과 대출한도를 확대 지원하겠다”고 말했다.

 

이어 “전월세 임차인 주거부담 완화를 위해 월세 세액공제율을 최대 12%에서 최대 15%로 상향 조정하겠다”며 “전세 및 월세보증금 대출 원리금 상환액에 대한 소득공제 한도도 연 300만원에서 400만원으로 확대하겠다”고 덧붙였다.

 

또한, “규제지역내 주택담보대출의 경우, 기존주택 처분기한을 6개월에서 2년으로 완화하고, 신규주택 전입 의무를 폐지해 주택구입 과정에서의 기존 임차인 퇴거 방지 및 임대매물 확대를 유도할 것”이라며 “분양가상한제 실거주 의무요건을 기존 최초 입주가능일부터가 아닌, 해당 주택의 양도·상속·증여 이전까지 실거주 기간으로 변경해 신축 아파트의 전월세공급이 확대되도록 하겠다”고 설명했다.

 

민간 건설임대 공급 촉진을 위한 세제지원도 강화된다. 추 부총리는 “그간 주택가격 상승요인을 반영해 임대주택 양도시 법인세 추가 과세(20%) 면제를 위한 주택가액 요건을 완화(6→9억원), 서울·수도권 임대주택공급을 촉진하겠다”며 “10년 이상 임대한 건설임대주택에 대한 양도세 장기보유 특별공제 특례시한을 올해말에서 2024년말까지 연장하겠다”고 전했다.

 

마지막으로 추 부총리는 서민주거 안정을 위해 “과도한 부동산 세부담 경감을 위해 취득세의 경우, 생애최초 주택구입시 소득·가격 제한없이 누구나 200만원 한도내에서 면제 혜택을 받도록 해 수혜대상을 대폭 확대하겠다”며 “주택금융 실수요자의 부담 완화를 위해서는 40년 만기 보금자리론에도 체증식 상환방식을 도입하고, 우대형 주택연금 가입을 위한 주택가액 요건도 1억5000만원에서 2억원으로 완화하겠다”고 말했다.
