Executives of the Korea Hip Hop Culture Association, which was launched in 2013, operate 'zero interest' on their own.

The world's top Korean winner who swept the Grand Prix at the world hip-hop competition. Urgent training of successors

Break Dance, a genre of Hip Pop dance, a representative icon of young people around the world, has been adopted as an official event at the 2024 Paris Olympics, drawing attention. Hip hop is originally from the United States. Currently, it blooms in Korea and boasts the world's best. The combination of 'Olympics and Breakdancing' is new. In the meantime, when the International Olympic Committee (IOC) was ignored by young people around the world after sticking to tradition too much, it felt a sense of crisis and changing times and took out baseball and karate, which are unpopular sports, and put in breakdance. Whether it is a sport or a simple cultural phenomenon, human consciousness has also changed a lot. Even now, breakdancing fever is still hot among young people in Europe, the United States, and Japan. Unlike in the early days, Korea's heat has subsided somewhat, but there are people who have led the domestic hip-hop culture from the early days. Lee Jong-hee, a member of the Korea Hip-hop Culture Association, and Kim Seung-ki, a member of the Korea Hip-hop Culture Association, who has been passionately led without government support, have been expanding their scope through strategic collaboration with local governments. [Editor's note]

- The history of human dance is old. Each country and ethnic group has history and culture in dance. Since ancient times, a country with strong power has also been strong in culture. Even now, power and culture dominate the world. Hip-hop, which started in the superpower U.S., fascinated young people around the world with a kind of resistance dance. Please tell me why this cultural power swept the world in a short time and why the Korea Hip Hop Culture Association was launched.

▲ Hip-hop was a non-mainstream music born in the late 1970s among black and Hispanic teenagers living in the "Bronx" slum area of the United States, but now it is a mainstream music genre in the world. Hip hop is a resistance culture movement. The types are graffiti, rap, DJing, and break dancing. Graffiti is an art that expresses anti-war paintings or graffiti against the Ukrainian war. It is a "doodle art" that expresses unique paintings and letters in strong colors by spraying "air spray" on neighborhood walls, bridge piers, and subways, and incorporates ideas, ideologies, and philosophy pursued by young people. I'll tell you the rest later. The launch of the Korea Hip Hop Culture Association is a pure non-profit organization that received corporate approval in 2013. It started 17 years ago, before that, I and Secretary-General Kim Seung-ki, who was an early member next to me, had a hard time starting from a barren land that was almost like a wasteland. It is no exaggeration to say that he has led with his own money with passion, strong will and effort. President Kim has a deep relationship with director Jang Hyung-il, who produced the SBS drama "The Age of Wild Men," and has a lot of artistic temperament, such as preparing drama works such as "The Martial Arts Family" and "Cotton Candy" written by Secretary-General Kim Seung-ki himself.

- The reason why hip-hop has fascinated young people around the world is.

▲ Hip-hop, which began in earnest in the United States in the 1990s, rapidly spread the "hip-hop style" to the new generation around the world. The culture of freewheeling music and dance, singing, fashion, ideas, and philosophy made them enthusiastic. In addition, "rap," which expresses social complaints or thoughts to the fast beat rhythm, and breakdancing, which twists and dances like an acrobat, were also hot. On top of that, DJing also appealed to young people, including remixing brake mix, which released scratch sounds by moving the record board back and forth with hands, drew attention.

- "Break dance." What kind of dance is it?

▲ Graffiti was the expression of resistance to society among American teenagers in their 20s. In Break Dance, break means "break," but also means "break" and "tangling." In short, 'break dance' is a break dance. The disc jockey quickly moves the LP record back and forth to cut off the sound and then continues again, and the person who dances to the intense beat that breaks off as the sound effect beeps is called a B-Boy. The first letter of B means break, and Boy means breakdancing kids.

- The strong beat is like the sound of resistance.

▲ Well, that's the beat. When young people say, "Give me a beat," not "Give me a melody," it means to give me a beat and a broken note. As the culture of dancing to the beat moved from the late 1960s to the 1970s, there were conflicts and movements to harmonize in the process of children in slums fighting for regional hegemony. The children, who avoided fighting and gathered in harmony, initially turned around in a handstand posture and exchanged tumbling to express social dissatisfaction through dance, which became a "Competition" that developed into a competition. We call it a battle. The battle means that the two teams will fight each other, but it turned into a peaceful battle where they don't shoot guns but dance on the street fighting each other's spirits, and at one point, they laugh and break up quickly.

- It means that it has changed from a regional struggle to a peaceful culture.

▲ Early competition was not just a concept of competition, but actually a concept of battle. Later, after fierce fighting and fighting with each other, they make up by saying "Peace!" and "Okay!" to each other. And we were like, "Hey, you did a great job today!', There is a culture of respect that encourages and respects, saying, "You're doing well now!" Break dance is the combination of the three "Battle-Peace-Respect" born here. If the breakdancing had ended simply with dancing, it would have just kept going with the mouth.

- How did the global spread take place?

▲ At this time, various dances were researched and developed, and full-fledged propagation began. The main subject began with blacks, Hispanics, and Asians developing dances or exchanging stories about dance naturally, and the song did not go first, but the beat or dance went first. This continued to spread to global culture as communication and exchanges continued to take place. At that time, it was popular in the United States in the 1970s as a pop culture, but in our opinion, it was hip-hop. The meaning of hip-hop is to dance with hip (butt) up and down (pop) when dancing. As this went from the 60s to the 70s, the dance began to change.

- How did it go?

▲ Hip-hop also has a grounding where the head goes down to the ground and a standing dance. So it is called hip-hop culture, not hip-hop art. In Korea, Michael Jackson became very popular in the mid to late 1980s. Of course, such pop songs as Elvis Presley were popular before, and at some point, breakdancing became popular since the 80s. I started learning by watching the video, and the dance itself was a little different from the existing dance, so middle and high school students also created a craze for the dance, "Hey, there's this kind of dance, I'm resistant." At that time, High Track or Nineteen, or Air Track, turned with one hand. Nineteen was a two-handed dance, and it was at the level of going around once or twice, but it became common at that time. And then you go up to 10 laps, and the level gets higher and higher and higher and higher.

- If you were to pick the generation that represents break dancing in Korea.

▲ Korea is the world's top ranking in the B-boy category over the past 20 years. He won the British B-boy Championship, the Gambler in the Battle of the Year 2004 and the Last Four in 2005. Korea is a B-boy powerhouse along with France, the United States, and Japan. In Korea, players are at the bottom, but they are also getting older and it is time to retire. Since they started in their early 30s, they are now in their 60s, and those who entered their teens are in their 40s. Kim Hong-yeol, now 38, is still young. But as you get older, your body becomes heavy. It is necessary to cultivate successors as soon as possible to create a world leader, but the systematic education system is poor. Now there is a limit to individuals. On top of that, it is necessary to create a video or instructional manual that dataizes hip-hop movement know-how, history, and figures using Korean IT technology.

- If you define hip-hop in one word.

▲ As I said earlier, hip-hop is a spirit of resistance. If a young man has no resistance, he's already dead. It's not just Korea in its teens and 20s, it's the same everywhere in the world. Whether it was 100, 200, or 500 years ago, teenagers and 20s will inevitably have a little spirit of resistance. The spirit of resistance must also be desperately gritful. However, it should not be an unconditional concept of radical opposition or looting very eccentrically. What's unfortunate is that there are not many cultural organizations that will deeply capture the culture of teenagers and 20s these days. I would rather revitalize existing organizations and build a healthy culture through teenagers and 20s. Children also want this, so they have to solve this, but few organizations seem to play this role. Now, along with various attempts, the creative Korean Wave culture should continue to create opportunities for overseas expansion, but it seems that domestic hip-hop is gradually shrinking.

- Is it possible to globalize Korean-style hip-hop?

▲ It is necessary to develop Korean Wave contents that can export Korean Wave culture as cultural products overseas. As with hip-hop itself, hip-hop is a foreign culture that entered Korea a long time ago, but it has already been Koreanized. If we slow down here, the Korean hip-hop culture will be pushed back. Twenty years ago, Korea swept the world championship in one of the world's leading breakdancing competitions. These teams have been working together for nearly 20 to 30 years. Amid this trend, "break dance" was adopted as an official event at the 2024 Paris Olympics. Although dance is a part of the Olympic sport, we still have the skills and know-how we have built up to lead the way. Breakdancing should no longer be viewed as just 'sports'. It evolved into an official culture, sports and art, and its scope expanded to culture and art. With all due respect, if you choose this hip-hop culture as a cultural and liberal arts subject in middle and high school physical education classes and teach hip-hop once a month, it will be good for fostering an international sense and community awareness and emotion. Kids will want to go to school more because they like hip-hop.

- What is the background of the adoption of the Olympics?

▲ I used to type with my hands in the past, but now I do everything with my smartphone. Now that the trend is changing, Olympic events themselves were divided into physical education and art in the past. It was not good for physical development and was not popular, so I took out the event, but now it has changed and I have to dress according to the change. For countries around the world, even the IOC has expanded the concept of B-boying, break dance, culture, and art to the field of culture, art, and sports, not just physical education. It is time for us to reorganize the system accordingly.

- Whether hip-hop is effective in cultivating youth personality.

▲ It's very good. Hip-hop is a culture that has already become deeply familiar to teenagers. It's not strange. The children are already opening up. Hip-hop also has a great effect on loving school, making friends with friends, and reducing stress on school. You can also relieve the stress of group life. Growing children should give off something once in a while to their mental health. Hip-hop creates free and diverse cultural diversity, mutual respect, and creative inspiration. It is necessary to teach youth diversity, inclusion, and altruism, away from simply memorizing mechanical Korean, English, and mathematics.

- In order for "Korean hip hop" to achieve results in the Olympics.

▲ Hip hop is a dead dance without a beat. It's dancing to the beat. Therefore, creative development of musical beats is important. To prepare for the Olympics, you have to train a music director. Now, the beat is at the level of bringing the existing video and attaching it. It's just adding beats to what others created. This in itself is already wrong. The beat itself must be created completely new. For example, when Arirang, a dance unique to the Korean people, is danced in an international game, foreigners who do not know Arirang well are bound to be unfamiliar. The first start is important. It is possible only when a creative beat tailored to Arirang is developed.

- What are your plans for the future?

▲ My association has been reforming educational textbooks and events since this year. COVID-19 is gradually being lifted, and as local governments continue to do so, the education system will systematically conduct hip-hop classes. We need free special lectures or a national budget if schools train them. I think there is enough budget for the Ministry of Education. In order to operate in a stable manner within our association, whether it is a government, a company, or an association, we will take turns to conduct internal maintenance. The general association will be the same, but the financial situation is also poor.

- Most cultural organizations have difficult operating conditions. Hallyu culture is sweeping the world, but still culture and art

have a low awareness of Even art feels capitalized and subordinated.

▲ It is hoped that a policy system will be established to receive such events, whether the small performances held at each local government are 1 million won, 10 million won, or 100 million won. Of course it will take time. I believe that policy will someday be covered in that direction, but as the size of the cultural market gradually grows, it will go naturally. In order to settle these problems one by one, strategic support from companies, the government, and central institutions is also needed. It is not yesterday or today that most cultural and artistic organizations are poor. To put it bluntly, there are many credit delinquents in cultural and artistic organizations and representatives. They did their best to perform, whether big or small, but they often don't get paid on time. As far as I'm concerned, I think about 80% of cultural organizations are not receiving money. In addition, the reality of the culture and arts community is that taxes are not paid or even resident taxes are not paid.

- It seems urgent to foster policy-specific organizations.

▲ Culture and arts organizations should consider the proper characteristics. It should not be handed over to the existing regular system. In addition, organizations representing the government's cultural policies, which do not have several organizations, may have some preferential treatment, but they need to develop such a culture strategically. We need strategic support to select not only our organizations but also some organizations that represent the government's cultural policies and to go abroad as well as domestically and contribute to the export of cultural products.

- What is the status of athletes who will participate in the Olympics and Asian Games?

▲ The Paris Olympics are just around the corner in August 2024 next year, and the Asian Games will be held in Hangzhou, China this year. Breakdancing players are recommended by an organization called Sports Dance within the Korea Sports Council. There is only one ticket. If you submit it to the Korea Olympic Committee KOC, it will be over. KOC takes it and takes it out. Two athletes around the age of 30 who will compete in the two gold medals at the Paris Olympics have already been selected in that way. Either one. It's not bad.

- What about the population and policies of hip-hop in Asia such as Japan?

▲ Compared to other countries, we are in a poor situation. It can be helpful if the Ministry of Culture and Sports strategically advocates a will to develop hip-hop with institutions such as local governments. Of course, it is impossible to unilaterally push 250 heads of local governments, saying, "Let's do this." Japan and China have a surprisingly small population of hip-hop, but Japan has developed significantly with the expansion of its base. Since a few years ago, China has also been strategically supported by the government since elementary school. It is also doing it very strategically. Japan is also quite strong. I think Japan and China will sweep the medal ticket at the Asian Games. Despite this, our country is a fire across the river. We need to continue to raise the next generation of future children, but there are no professional facilities or educational institutions suitable for it. Neither the government nor local governments are interested. Our association is trying to step up and do something.

- If you are talking about countermeasures when it is urgent to train professional hip-hop people in their 20s.

▲ Private companies need to be strategic, which is a bit disappointing. Among the heads of local governments, I hope to raise people in their 20s who can actively utilize hip-hop programs. Usually, those in their late teens and early 30s are enthusiasts. So, we should take the initiative and foster healthy people in their 20s, but for example, I hope that there will be a head of a group that can actively promote hip-hop performance programs led by people in their 20s at international film festivals in Busan and Jeonju. I hope that the government will also be able to invest in hip-hop culture in a fair manner in policy. I hope there is a head of an organization like an association that can be strategically fostered. In a way, hip-hop was created by ordinary individuals. In particular, Korea is focused on individuals. As we entered the good and bad sounds, executives such as the president of the association endured and came so far.

- If I have a final message.

▲ My association encompasses hip-hop created by individual team professionals. It is an organization that made it like this while comforting each other as a whole. In a way, now we need a real Korean version of the "Hip-hop Holy Land" that can go beyond Korea to the world. A small local government city is offering such a proposal now. On the other hand, large cities in Seoul and Gyeonggi-do have cultural spaces where large-scale foreigners can visit, and hip-hop can be produced here. These facilities are all equipped, but they are not being used. In the Under culture of youth, Korea should provide support at the national level so that it can be reborn as a culture that people around the world can share with the task of establishing itself as a global Hallyu hip-hop culture.
