에제이(Ejei) 칸은 링단 칸과 수타이 태후(蘇泰太后)의 아들이며, 에제이는 몽골어로 권리, 오른쪽, 올바름을 뜻하고 있다. 그리고 콩고르(Kongor)는 자기, 자신을 뜻하고 있다. 그는 링단 칸의 장남이며, 낭낭태후(娘娘太后)의 소생 아부나이(阿布奈)의 이복형으로 알려졌다. 당시 수타이 태후(蘇泰太后)는 여허(Yehe, 葉赫) 추장 긴타이시(Gintaisi, 金台石)의 손녀로, 데르케르(Derker)의 딸이다. 후금의 누르하치의 첩 중 1명인 몽고저저(Monggojeje, 孟古哲哲) 효자고황후(孝慈高皇后)는 여허부(葉赫部)의 추장 양기누(Yangginu, 楊吉砮)의 딸이자 긴타이시(金台石)의 누이였다. 1634년 8월 7일 아버지 링단 칸이 티베트 원정을 가던 중 청해 지역에서 갑작스러운 두통, 혹은 천연두로 사망했다. 17세기 초까지부터 대칸의 권력은 점점 약해지기 시작했다. 아버지 링단 칸은 칸을 자처하는 투메드(土默特) 부를 멸망시키고, 차하르(察哈尔)에 비 호의적이던 하르친(科爾沁) 부 왕공들을 정벌했다. 이들은 모두 후금의 누르하치에게 귀순하게 된다. 링단 칸이 죽고 난 1634년, 에제이 칸과 그의 어머니는 1635년 2월 만주 기병대 1만 명의 기습으로 인해 포위되었다. 세첸칸부(車臣汗部)의 슈루이(Shurui)는 링단 칸의 카툰에게 자신에게 귀순할 것을 요청함으로써 압력을 가했다.

몽골계 민족들은 14세기 후반 몽골 제국의 해체 이후 분열과 쇠퇴를 거듭했다. 분열 후 수많은 몽골계 종족들이 난립했으나 17세기 초 중기에 한창 일어나던 후금에 남몽골이 복속되어 대원진국옥새를 바치고 후금과 일체화되었다. 17세기 말기에 강희제는 원정을 통해 준가르 인들을 추방해 버리고 북부 몽골을 복속시켜 버렸다. 이 때 준가르 명군인 갈단 칸은 패퇴 후 알타이 인근에서 자결로 끝을 맺었다. 갈단 칸이 죽고 체왕 랍단이 뒤를 승계하면서 준가르 제국은 동투르키스탄 및 몽골 서부 지역으로 근거지를 옮겼고, 이번에느 티베트를 복속시키는데 성공했다. 이후 18세기 중기 건륭제 때, 준가르 제국을 멸망시키며 준가르 인들을 대량 학살하는 과정에서 청해호 일대와 티베트, 동투르키스탄이 차례대로 청나라에 복속되었다. 이 때 중가리아 일대는 준가르 제국의 절멸로 인해 공지(空地)가 되어 버렸고, 여기에 한족들과 동투르키스탄 남부 타림 분지 일대에 살던 위구르, 알타이 일대에 거주하던 카자흐, 키르기스 등 각 투르크의 예하 부족들을 이주시키며 둔간족이라 불리는 한족 무슬림 회족이 생겨나게 되었다. 북부 몽골의 할하 인들은 청나라의 간접 지배하에 놓인 이후 끊임없이 청나라에 저항하게 된다. 할하 등 북부 몽골인들은 반독립 지대로 조공 국가였던 형식이라 각 지역의 칸들이 자치적으로 통치하고 중국 관리는 단 한 명도 없었다. 그러나 실질적으로는 청나라 황실에 종속되었기 때문에 불만이 많았다.
이들은 한족과는 물론 남부 몽골과도 이질적인 존재들이었다. 이들 중 투시예드 칸부(Түшээт хан аймаг)는 가장 세력이 강했다. 이들 투시예드는 튀시예드 칸부 혹은 아이마그(Aymag)라 불렸다. 이들은 북원에 속해 있었던 몽골의 귀족 부락이자, 북원의 멸망 이후 독자적으로 외몽골 할하 중동부에 있던 외 할하의 부(아이마그)였다. 투시예드는 몽골의 외 할하부 중 대표적인 수장격인 부락이다. 투시예드의 역대 칸들은 칭기즈칸 가문의 직계 후손들로 황금씨족이었다. 투시예드 칸부의 영역은 울란바토르 시와 그 주변 지역, 외몽골 중부 지방이었다. 세첸 칸부, 자사그투 칸부와 더불어 외할하 3부, 혹은 사인노얀(Sainnoyan) 부, 코토고이드(Kotogoid) 부의 알탄(Altan) 칸부와 더불어 외 할하 5부로도 불린다. 몽골의 다얀 칸 사후, 생성된 외몽골의 5개의 독립된 칸부였다. 다얀 칸은 생전에 몽골의 6부를 분할하여 자신의 11명의 아들에게 분봉하였고, 외몽골 중동부의 할하 부 중 외 할하부는 다얀 칸의 11번째 아들 게르센지 잘라이르(Гэрсэнз жалайр, 1513~1549)에게 분봉되었다. 1549년 게르센지 잘라이르의 사후 그의 아들들 중 오노후이 콩타이지(Онохуй хунтайж)는 외할하 좌익을 물려받았으며, 후일 투시예드 칸부로 발전하게 된다. 게르센지 잘라이르의 사후, 외 할하부는 그의 아들들에게 분할 상속되었지만, 외 할하부는 북원-타타르의 대칸 정권과는 별도로 독자적으로 활동했다.

In the 16th year of the Shunzhi era, it was placed under the Ministry of Rites (禮部), and in the 18th year of the Shunzhi era, the Liben Yuan (理藩院) was established as an independent office. After the Second Opium War in the 19th century, the Liben Yuan was transferred solely to handle affairs with Russia after the establishment of the General Affairs Office of the States (總理各國事務衙門) for diplomatic relations with foreign countries. Even at that time, the minister of the Liben Yuan was, as mentioned above, Shangshu (先約), a first-rank official, and had left and right Sirangs as vice-ministers. The Qing Dynasty, following its policy of simultaneous employment of Manchus and Hans, appointed one Manchu and one Han Chinese person to high-ranking central political positions, including ministers and vice-ministers. However, only Manchus were appointed to this Yuan. This was because the Mongols were severely under-represented, necessitating the appointment of Manchus.
The Mongol peoples experienced repeated fragmentation and decline following the dissolution of the Mongol Empire in the late 14th century. After the fragmentation, numerous Mongol tribes proliferated. However, in the early to mid-17th century, Southern Mongolia was subjugated to the rising Later Jin Dynasty, offering the Great Yuan Jin State Seal and becoming unified with the Later Jin Dynasty. In the late 17th century, the Kangxi Emperor expeled the Dzungars through expeditions and subjugated Northern Mongolia. During this period, the Mongol general Galdan Khan was defeated and committed suicide near the Altai Mountains. After Galdan Khan died and Tsewang Labdan succeeded him, the Dzungar Empire moved its base to East Turkestan and western Mongolia, and this time succeeded in subjugating Tibet. Later, during the reign of the Qianlong Emperor in the mid-18th century, the Dzungar Empire was destroyed and the Dzungar people were massacred, and the Qinghai Lake area, Tibet, and East Turkestan were successively annexed by the Qing Dynasty. At this time, the Dzungaria region became an empty land due to the annihilation of the Dzungar Empire, and the Han Chinese and the Uyghurs living in the Tarim Basin in southern East Turkestan, and the Kazakhs and Kyrgyz living in the Altai region, and other Turkic tribes were resettled there, giving rise to the Han Chinese Muslim Hui people called the Dungan people. The Khalkha people of northern Mongolia constantly resisted the Qing Dynasty after being placed under its indirect rule. The Northern Mongols, including the Khalkhas, were a semi-independent tributary state, governed autonomously by their respective khans, with no Chinese officials present. However, in practice, they were subordinate to the Qing imperial court, which led to widespread discontent.
They were distinct from both the Han Chinese and the southern Mongols. Among them, the Tusiyed Khanate (Түшээт хан аймаг) was the most powerful. These Tusiyed Khanates, also known as the Tusiyed Khanate or Aymag, were a Mongol aristocratic tribe that had been part of the Northern Yuan Dynasty. After the fall of the Northern Yuan Dynasty, they became independent and formed the Aymag of the Outer Khalkha clan in eastern Outer Mongolia. The Tusiyed Khanate was a representative patriarchal clan within the Outer Khalkha clan. The successive Tusiyed Khanates were direct descendants of the Genghis Khan family and belonged to the Golden Clan. The Tusiyed Khanate's territory encompassed the city of Ulaanbaatar and its surrounding areas, as well as the central region of Outer Mongolia. Together with Setsen Khanate and Jasaghtu Khanate, it is also called the Third Division of the Outer Khalkha, or together with Altan Khanate of the Sainnoyan Division and Kotogoid Division, it is called the Five Divisions of the Outer Mongolia. These were the five independent khanates of Outer Mongolia that were created after the death of Dayan Khan of Mongolia. Dayan Khan divided the six divisions of Mongolia into his eleven sons during his lifetime, and among the Khalkha divisions in eastern and eastern Outer Mongolia, the Outer Khalkha division was divided into the eleventh son of Dayan Khan, Gersenzi Jalayer (Гэрсэнз жалайр, 1513–1549). After Gersenzi Jalayer's death in 1549, one of his sons, Onokhui Kongtaiji (Онохуй хунтайж), inherited the left wing of the Outer Khalkha, which later developed into the Tusiyed Khanate. After Gersenji Jalair's death, the Outer Mongolian Khanate was divided among his sons, but it operated independently from the Great Khanate of the Northern Yuan-Tatars.
Even after other tribes in Inner Mongolia defected to the Later Jin and the Great Khans of Inner Mongolia and the Northern Yuan surrendered to the Qing in 1635, they maintained their independent power within the Outer Mongolian Khanate. In 1697, at the Battle of Zhao Modu, the five Outer Mongolian Khanates were defeated by the Qing army, formally accepting Qing suzerainty. Another Khanate, the Setzen Khanate (Seksen Khanate, 車臣汗部, 徹辰汗部), or the Eastern Outer Mongolian Khanate (外喀爾喀東路), was a Mongol tribe located in the far eastern part of the Outer Mongolian Khanate of the Northern Yuan-Tatars. They resided on the outskirts of the Khangai Mountains and the Gobi Desert. Along with the Jasagtu Khanate, the Tusyed Khanate, the Sainnoyan Tribe, the Kotogoid Tribe, and the Altan Khanate, they were the major tribes (Aimag) that constituted the Outer Khalkha. They bordered Russia to the north, the Jurchen to the east, and the Tusyed Khanate to the west. Even after the Northern Yuan surrendered to the Qing, they persisted independently along with other Outer Mongolian tribes. However, in 1697, after the five Outer Mongolian Khanates were defeated by the Qing army at the Battle of Zhaomodo, they formally accepted Qing suzerainty. This was abolished in 1911. The Seten Khanate derives its name from Surui, the son of Amindupal, the fourth son of Gersenji Jalair, the eleventh son of Mongol Dayan Khan, who proclaimed himself Seten Khan. They surrendered to Hong Taiji, the Qing Emperor Taizong, in 1635.
Another Khanate was Jasagtu Khan (札薩克圖汗) or Jasagtu Khanate (札薩克圖汗部, Засагт хан аймаг) or Jasagtu Khanate (扎薩克圖汗部), who ruled from the early 17th century to the Qing Dynasty and the Republic of China in 1923. It was a type of Mongol Khanate that lasted until the 18th century, one of the four Khalkha divisions from the Mongol Khalkha division, and the title of its leader was Jasaghtu Khan. They originated from the right wing of the Khalkha division. Together with Tusyed Khanate and Setsen Khanate, they were called the Three Khanates. Jasaghtu was abolished after the establishment of the Mongolian People's Republic in 1923, and the village was completely disbanded. It was annexed by the Qing Dynasty in 1688 and reorganized into the Jaqbira Sechinbidul Noel League (札克畢拉色欽畢都爾諾爾盟, Заг голын эх Бидэръяа нуурын чуулган) in 1691, and was reorganized into the middle flag of Jasaghtu division directly under Jasaghtu Khan and eight other banners. The Khan of Jasagtu Khanate received the title of Prince of Heshu (和碩親王) from the Qing Emperor in 1691. Ashikaya, son of Gersenz Khuntaij (Гэрсэнз хунтайж), the son of Dayan Khan of the Northern Yuan Dynasty, formed the Chahar Right Wing. Ashikaya's grandson, Laikuru Khan (Лайхур хан, 1562–1610), established his own Jasagtu in 1580 or 1587. The eastern part of the territory was divided into Sainnoyan Khanate. After surrendering to the Qing, it was further subdivided into several groups during the 17th and 18th centuries. And the Altan Khan Dynasty (阿拉坦汗王朝) existed in Inner Mongolia, and they appear as the titles of successive khans who ruled the Kotgoyd (Хотгойд) region of Uvs Nуурын and Deleugeo moleun in northwestern Khalkha, Mongolia from 1606 to 1691. The successive leaders of the Kotgoyd (Хотгойд) called themselves Kongtaiji (渾台吉) instead of Khan or Khagan. They are also called Altan Khan of Khalkha and Kotokoid Khanbu, and are translated differently in Chinese characters from Altan Khan (俺答汗), the leader of the Tumed (Хотгойд) Khanbu. They became independent from the Jasagtu Khanbu in 1606 and appear in records until 1691. In order to control the Oirats, Raykuru Khan of Jasaghtu Khanate gave the northern territories of Jasaghtu Khanate and Kotogoid Province to Shurui Uvashi Kongtaiji (Шуруй Уваси Конгтайжи) in 1606 and entrusted them with the position of Kongtaiji. However, Kongtaiji of Altan Khanate later came into conflict with Jasaghtu Khanate and they disappeared after being submitted to the Qing Dynasty in 1691. The third Altan Khan, Erintzin Lobsang Kongtaiji (Эрин Чин Роб Санг Конгтайжи), ruled Kotogoid Province until 1697. In 1682, Erintzin Lobsang Kongtaiji was ousted due to conflict with Jasaghtu Khanate, but was reinstated with the help of the Dzungar Khanate and the Qing Dynasty, but was captured by Jasaghtu Khanate again. His successor and younger brother, Senjab, succeeded him, but the lineage was cut short with Senjab's death in 1703.
In response, the Qing established the Tulergi Golo-be Dasara Jurgan (理藩院, Tulergi Golo-be Dasara Jurgan) in the area where the Kotgoid tribe was located, and assigned all affairs of the Tulergi Golo-be Jurgan to the villagers of Manchuria and Southern Mongolia. In particular, Mongol tribes already integrated with the Qing, such as the Chahar, Tumed, Urangkai, and Kalgan of Southern Mongolia, entered the Khalkha region and controlled them. To suppress the recalcitrant northern Mongols, the Qing divided existing territories and established designated nomadic regions. Furthermore, they implemented a system of division and rule (分而治之), strictly restricting the migration of members outside their respective administrative districts. The administrative districts established under this system were Khoshot or Qosi'u, Soum, and Chigulgan. After Northern Mongolia gained independence, the Mongolian People's Republic abolished Gosht and renamed Chigulgan to present-day Aymag, using it as a separate administrative district. Throughout the Qing Dynasty and the Republic of China, modern China also used the Chinese characters for "gi" (旗), "so-mok" (蘇木), and "maeng" (盟). This was a measure to suppress the dynamism and unity of the Mongolians and to assimilate them into the Qing's ruling structure. The southern Mongolians, already integrated into Manchuria, adhered to this "gi"/maeng system. When Han Chinese asked which province they were from, they would ask which banner they belonged to, defining their origins.
While suppressing the heterogeneous northern Mongolians, the Qing Dynasty actively favored the southern Mongolians, who had already been integrated into the Qing Dynasty. In the case of the Southern Mongols, because they joined the Later Jin Dynasty early on, they were a de facto member of the Eight Banners Army, known as the Mongol soldiers (蒙古兵; Mongol soldiers) or the Eight Mongol Banners, along with the Han Chinese soldiers, the Manchus, other Jurchen tribes, and the Qing soldiers of the Xibe people. Of course, the Han Chinese soldiers and Han Chinese military members were the most numerous, and the Mongols were a relatively small minority within the Eight Banners, but they were a group that received preferential treatment compared to the Han Chinese military members. During the Qing Dynasty, 106 of the 132 banners in the southern Mongolian region were descendants of Dayan Khan. The imperial family continued to intermarry mainly with the daughters of these Borjigin princes. As a result, the Southern Mongol princes' influence was very high, especially since they were the main force during the Dzungar Expedition and the subjugation of Khalkha. In fact, there are many other reasons for the Sinicization of the southern Mongolian region. During the Qing Dynasty, when mining was developed in southern Mongolia, Han Chinese settled in southern Mongolia, leading to the assimilation of southern Mongolia into China, and when Han Chinese Manchurians intermarried with Mongolians, Korean culture rapidly spread to the Mongolian region.
