"It's Not Just Stocks That Surged?" Both Seoul Apartment Sales and Rents Rise

The rate of increase in Seoul apartment sales prices has hit its highest level in 15 weeks. Gangnam-gu turned upward after 12 weeks, while Seongbuk-gu and Jongno-gu recorded their highest weekly growth rates since the Korea Real Estate Institute began compiling statistics.

According to the Korea Real Estate Institute on the 14th, Seoul apartment sales prices rose 0.28% compared to the previous week during the second week of May (as of the 11th). The margin of increase expanded by 0.13 percentage points from the previous week, marking the highest level since the fourth week of January.

The market attributes this to a decrease in listings and a rise in asking prices ahead of the expiration of the grace period for the heavy capital gains tax on multi-home owners.

Gangnam-gu rose 0.19%, turning upward after 12 weeks. The rate of increase expanded in the Gangnam area and the Han River Belt, including Songpa-gu (0.35%), Seongdong-gu (0.29%), Mapo-gu (0.26%), and Yongsan-gu (0.21%).

Seongbuk-gu rose by 0.54%, recording the highest growth rate among Seoul's autonomous districts, while Jongno-gu also rose by 0.36%, marking an all-time high. Mid-to-low priced areas such as Seodaemun-gu (0.45%), Gangseo-gu (0.39%), and Nowon-gu (0.32%) also showed an upward trend.

Apartment prices in Gyeonggi Province rose by 0.11%, while Incheon shifted to a flat trend. Conversely, apartment prices in provincial areas fell by 0.02%.

The Korea Real Estate Institute explained, "While a wait-and-see attitude persists in some regions, transactions at higher prices were concluded as purchase inquiries increased, centered on complexes with favorable living conditions or those pursuing reconstruction." Nam Hyuk-woo, a real estate researcher at Woori Bank, analyzed, "It appears that asking prices have risen as transactions have concentrated ahead of the resumption of heavy capital gains taxes on multiple homeowners while the supply of properties for sale has decreased." He added, "Demand for upgrading is also flowing in, centered on areas with favorable living environments."

Along with this, monthly rent prices for apartments in Seoul are also maintaining an upward trend.

According to KB Real Estate, the monthly rent price index for apartments in Seoul rose by 3.82% in the 14 districts of Gangbuk and by 2.79% in the 11 districts of Gangnam in April compared to December of last year.

In particular, forecasts suggest that the upward trend in monthly rents in the Gangbuk area will continue for some time.

Yoon Su-min, a real estate expert at NH NongHyup Bank, analyzed, "As demand for jeonse and monthly rent pushed out of the city center shifts to the relatively more affordable 'Nodogang' (Nowon, Dobong, and Gangbuk) regions, monthly rents in the outskirts are rising rapidly." He continued, "With limited supply and sustained rental demand, upward pressure on monthly rents in the outer areas is intensifying." Researcher Nam Hyuk-woo also explained, "While the Gangnam area has seen a steady supply of new housing units through redevelopment projects since 2024, the low supply in Gangbuk has led to a rise in Jeonse and monthly rent prices." He added, "In outlying areas, there was a large supply of rental housing through the purchase of homes with existing Jeonse leases, but the reduction in rental supply as gap investment was blocked and sales increased also had an impact."

In the Jeonse market, transaction volume decreased while average security deposits rose.

According to data analyzed by the real estate information platform 'Dabang' based on actual transaction prices from the Ministry of Land, Infrastructure and Transport, Jeonse transaction volume decreased across all unit sizes in Seoul. Meanwhile, Jeonse security deposits maintained an upward trend, with large units (over 135㎡) rising by 8.5% year-on-year.

In response, the market believes that as the housing market becomes filled with single-home owners seeking actual residence, this could lead to a long-term decrease in Jeonse rental supply and a surge in Jeonse prices.

Furthermore, there are forecasts that if measures such as strengthened property taxes and regulatory restrictions are established and implemented, the trend of homeowners selling their properties due to the tax burden could accelerate, further exacerbating the decline in Jeonse supply.
