6.3 지방선거, 지금 전북에서 감지되는 공기가 심상치 않다. 조용하지만 묵직하다. 그 중심에 김관영이 있다. 무소속 전북 도지사 후보의 지지율이 이렇게 높았던 적이 있었을까.
정치는 원래 명분의 게임이다. 그런데 한국 정당정치는 어느 순간부터 명분보다 패거리 논리가 우선하는 구조가 되어버렸다. 누가 더 유능한가보다 누가 더 줄을 잘 섰는가가 중요해졌고, 누가 더 지역을 위해 일할 수 있는가보다 누가 더 조직에 충성하는가가 우선시되었다. 김관영의 정치 인생은 어쩌면 그런 구조와 끊임없이 충돌해온 과정이었을 수도 있다.

회계사, 행정고시, 사법고시. 세 개만 놓고 봐도 그가 얼마나 치열하게 살아온 사람인지 알 수 있다. 머리도 머리이지만 성실함과 집념 없이는 불가능한 이력일테다. 군산에서 그가 오랫동안 경쟁력을 유지해온 이유도 결국 “유능하다”는 평가 때문이었다. 전북 유권자들도 바보가 아니다. 누가 실제로 일을 할 수 있는 사람인지 잘 알고 있다.
하지만 한국 정치에서 유능함은 때로 죄가 된다. 세상에서 가장 미운 게 ‘정적’이라고 한다. 정적들이 볼 때, 자신들의 그 정적이 유능할수록 더 미울 것이다. 특히 계파정치가 강한 곳에서는 더욱 그럴 것이다. 중도 성향의 정치인은 늘 애매한 존재가 된다. 강성 지지층의 언어를 쓰지 않으면 배신자로 몰리고, 조직논리에 휘둘리지 않으면 “우리 편이 아니다”라는 낙인이 찍힌다. 김관영이 걸어온 길도 이와 비슷해 보인다.
지난 경선 과정에서 그의 당적 박탈을 놓고 큰 논란이 일었던 것도 납득하기 어려운 “이유같지 않은 이유” 때문이었다. 지역 청년들에게 음주운전 하지 말라는 차원에서 대리비를 챙겨준 게 당적 박탈이라는 중징계 결정을 내릴만큼 그렇게 큰 잘못일까? 더구나 다른 정치인들의 각종 의혹에는 상대적으로 관대한 모습을 보이고, 고무줄 잣대를 들이대면서 왜 유독 김관영에게는 그렇게 가혹한 잣대를 들이대는지 도민들은 궁금하지 않을 수 없다.
그건 누가봐도 ‘선택적 가혹함’이다. ‘선택적 가혹함’은 차별로 보이기 쉽다. 차별은 언제나 역풍을 부른다. 사람들은 불공정의 냄새를 본능적으로 맡는다. 특히 전북 민심은 의외로 자존심이 강하다. 중앙정치의 계파 싸움 속에서 지역 정치인이 희생양처럼 다뤄지는 모습을 결코 좋아하지 않을 것이다. 군산에서 김관영 동정론이 퍼질 가능성이 크다. 이는 단순한 팬심 때문만은 아니다. “너무한 것 아니냐”는 정서가 깔리는 것이다.
김관영의 이번 무소속 출마는 단순한 선거 도전 이상의 의미를 가진다. 이는 지역 정치에 큰 질문을 던진다. “유능한 사람을 뽑을 것인가, 아니면 줄 잘 선 사람을 뽑을 것인가.” 물론 현실정치는 냉정하다. 조직 없이 싸우는 선거는 쉽지 않다. 특히 민주당 강세 지역인 전북에서는 더더욱 그렇다.
김관영의 길도 가시밭길일 수 있다. 하지만 선거 결과와 별개로 김관영의 도전 자체는 이미 큰 정치적 의미를 만들고 있다. 군산에서의 몰표 가능성이 거론되는 이유도 거기에 있다. 지역민들은 때때로 선거를 통해 특정 정치인을 향한 지지 표현도 하지만 실은 자기 자존심을 표현하기도 한다.
더 흥미로운 것은 이 싸움이 단순히 지방선거 차원에 머물지 않는다는 점이다. 그 배경에는 정청래의 정치적 확장과 당권 구도가 있다. 전북은 민주당 정치에서 상징성이 매우 큰 지역이다. 그런 전북에서 영향력을 확보하는 것은 곧 당내 권력투쟁의 교두보를 의미한다. 김관영 문제를 단순한 지역 갈등이 아니라 당내 권력지형의 일부로 보는 시각이 나오는 이유다.
그렇기에 김관영의 출마는 개인의 생존 본능 이상의 의미를 가진다. 명분도 충분하다. 정치적으로 그는 거대한 흐름에 맞서고 있는 셈이다. 계산만 따졌다면 조용히 타협하고 길을 찾는 편이 훨씬 쉬웠을 것이다. 하지만 그는 결국 정면돌파를 택했다. 그래서 사람들은 말한다. “김관영이 남자다”라고. 여기서 말하는 “남자”란 단순한 성별의 의미가 아니다. 불리한 상황에서도 자기 이름으로 승부를 보겠다는 태도다. 계파 뒤에 숨지 않고, 조직의 힘을 빌리지 않고, 자신의 정치적 운명을 직접 책임지겠다는 자세인 것이다. 그가 보여준 남자다움, 선명함, 그리고 도전정신은 그의 정치적 자산이 될 걸로 보인다.

전북 정치도 이제 변곡점에 들어서고 있는지 모른다. 과거처럼 무조건적인 진영 논리만으로 움직이지 않을 가능성이 보인다. 유권자들도 점점 “누가 우리 지역을 실제로 발전시킬 수 있는가”를 보기 시작했다. 김관영의 높은 지지율도 우연이 아니다. 만약 그런 변화가 시작된다면, 김관영의 이번 도전은 한 개인의 무소속 출마를 넘어 전북 정치의 거대장벽을 깨는 첫 시도로 기록될 것이다. yslee1992@hotmail.com

Politics is fundamentally a game of justification. However, at some point, Korean party politics transformed into a structure where factional logic took precedence over justification. Whoever lined up better became more important than who was more competent, and who was more loyal to the organization was prioritized over who could work better for the region. Kim Kwan-young's political career may well have been a process of constantly clashing with such a structure.
Accountant, Civil Service Examination, and Judicial Examination. Just looking at these three achievements reveals how fiercely he has lived his life. While intelligence certainly plays a role, such a resume would have been impossible without diligence and tenacity. The reason he has maintained his competitiveness in Gunsan for so long was ultimately due to the evaluation that he is "competent." Voters in Jeonbuk are not fools. They know very well who is actually capable of getting things done.
However, in Korean politics, competence is sometimes a crime. It is said that the most hated thing in the world is a political rival. From the perspective of political rivals, the more competent their opponent is, the more they will hate them. This is especially true in places where factional politics is strong. Centrist politicians always end up in an ambiguous position. If they do not use the language of their hardline supporters, they are branded as traitors; if they do not swayed by organizational logic, they are branded as "not on our side." The path Kim Kwan-young has walked seems similar to this.
The major controversy surrounding the stripping of his party membership during the last primary process was also due to an incomprehensible "reason that doesn't seem like a reason." Was paying for designated driver services for local youths to discourage drunk driving really such a grave offense that it warranted the severe disciplinary decision of stripping them of their party membership? Kim Kwan-young's decision to run as an independent carries significance beyond a simple electoral challenge. It poses a major question to local politics: "Will you elect a competent person, or someone who has aligned themselves well?" Of course, real-world politics is cold. Fighting an election without an organization is not easy. This is especially true in Jeonbuk, a region where the Democratic Party is strong.
Kim Kwan-young’s path may indeed be a thorny one. However, regardless of the election results, his challenge itself is already creating significant political meaning. This is why the possibility of a landslide victory in Gunsan is being discussed. While local residents sometimes express support for specific politicians through elections, they are also, in reality, expressing their own pride.
What is even more interesting is that this struggle does not remain merely at the level of a local election. Behind it lie the political expansion of Chung Cheong-rae and the power struggle within the party. Jeonbuk is a region of immense symbolic significance in Democratic Party politics. Securing influence in such a region signifies establishing a bridgehead in the internal power struggle. This is why the view that the Kim Kwan-young issue is not merely a regional conflict but part of the party's internal power landscape is emerging.
Therefore, Kim Kwan-young’s candidacy carries significance beyond a mere instinct for personal survival. It also has sufficient justification. Politically, he is effectively standing against a massive current. If he had only considered calculations, it would have been much easier to quietly compromise and find a way forward. However, he ultimately chose a frontal assault. So people say, “Kim Kwan-young is a man.” Here, “man” does not refer to a mere gender. It signifies an attitude of winning on his own terms, even in unfavorable situations. It is a stance of taking direct responsibility for his own political destiny, rather than hiding behind factions or relying on the power of organizations. The masculinity, clarity, and challenging spirit he has demonstrated appear poised to become his political assets.
Jeonbuk politics may also be entering a turning point. There is a possibility that it will no longer be driven solely by unconditional factional logic as in the past. Voters are also increasingly beginning to look at “who can actually develop our region.” Kim Kwan-young’s high approval rating is no coincidence.
