인수위원회는 지난 10일 출범 직후 국별 주요 현안 보고를 받은 데 이어 11일부터 자치행정·경제산업·건설도시 등 3개 분과위원회를 중심으로 소관 부서 업무를 점검하고 있다고 밝혔다.
인수위는 이번 업무보고를 단순한 현황 파악이 아닌 민선9기 공약사업의 실현 가능성과 주요 현안에 대한 문제점 및 개선 방향을 검토하는 과정이라고 설명했다.
자치행정분과는 포항시 재정 여건과 고정지출 현황을 집중적으로 살폈다. 위원들은 복지·안전·지역개발 등 필수 지출이 늘어나는 상황에서 재정 운용의 우선순위를 명확히 하고 재정 유연성을 확보할 필요가 있다고 지적했다.
또 시민 의견이 정책에 반영될 수 있는 소통 체계 확대와 민원 처리 과정에서의 부서 간 협업 강화가 필요하다고 밝혔다. 읍·면·동 행정복지센터 기능 강화와 적극행정 정착을 위한 인사·평가 체계 개선도 주문했다.
경제산업분과는 해양수산국과 농업기술센터 업무를 보고받고 지역 산업과 농어업 현안을 논의했다.
위원들은 형산강 국가하천 정비 과정에서 어업인의 생업 피해를 최소화할 대책 마련이 필요하다고 밝혔다. 북극항로 개척 사업에 대해서는 실질적인 물동량 확보 전략과 지역 항만 여건을 반영한 추진 방안이 요구된다고 지적했다.
농업 분야에서는 기후변화와 농촌 고령화, 인구 감소 등에 대응하기 위해 기존 지원사업의 효과성을 재검토하고 청년농 육성, 귀농 지원, 신규 국비사업 발굴 등 중장기 전략 수립이 필요하다고 강조했다.
건설도시분과는 영일만횡단대교 건설사업 추진 상황을 주요 현안으로 다뤘다. 위원들은 영일만횡단대교가 포항 남·북부권 연결과 영일만항 경쟁력 강화를 위한 핵심 기반시설이라며 사업 지연에 따른 우려를 나타냈다. 이에 따라 중앙정부와의 협력 강화, 국비 확보 전략 마련, 행정절차 단축 등 구체적인 대응 방안을 검토해야 한다고 밝혔다.
도시안전 분야에서는 이차전지 산업 확대에 따른 화재 대응 체계도 점검했다. 위원들은 산업단지 내 관련 기업 증가에 맞춰 재난 대응 매뉴얼 정비와 전문 소방장비 확충, 관계기관 협력 체계 구축 등이 필요하다고 지적했다.
인수위원회는 이번 업무보고에서 제기된 과제들을 정리해 향후 종합보고와 민선9기 시정 운영 방향 수립에 반영할 계획이다.
