이번 임시회에서는 2026년도 제1회 추가경정예산안을 비롯해 조례안 등 총 36건의 안건을 심의·의결할 예정이다.
개회식에서 김일만 의장은 “제9대 의회가 의미 있는 성과를 거두고 마무리할 수 있었던 것은 시민들의 관심과 성원, 의원들의 활발한 의정활동, 공직자들의 헌신 덕분”이라며 “제10대 의회가 제9대 의회의 성과를 바탕으로 포항과 시민의 더 나은 미래를 여는 데 더욱 큰 역할을 해주길 기대한다”고 말했다.
이날 본회의에서는 김성조 의원이 5분 자유발언에 나서 지난 6·3 지방선거 낙선 소회를 밝히고, 제10대 의회 당선 의원들과 민선 9기 박용선 포항시장 당선인에게 상생과 협치를 기반으로 한 의정·시정 운영을 당부했다.
이어 시의회는 ▲제330회 임시회 회기 결정의 건 ▲회의록 서명의원 선출의 건 등을 의결했으며, 포항시 박재관 자치행정국장으로부터 2026년도 제1회 추가경정예산안에 대한 제안설명을 청취했다.
이번 추가경정예산안은 총 3조 2,480억 원 규모로 편성됐다. 이는 2026년도 본예산 3조 880억 원보다 1,600억 원(5.2%) 증가한 규모다.
