포항시의회는 다음달 3일 제331회 임시회를 열고 의장과 부의장을 선출한 뒤, 6일에는 5개 상임위원장을 선출할 예정이다.
현재 의장 후보로는 김철수 건설도시위원장(3선), 조민성 전 건설도시위원장(3선) 이재진 현 부의장(5선),(가나다순) 등이 거론되고 있다. 세 후보 모두 국민의힘 소속으로, 사실상 당내 경쟁 구도가 형성된 상황이다.

김철수 위원장은 통합과 협력, 소통을 기반으로 한 시민 중심 의회를 강조하며 출마 의지를 밝혔다. 김 위원장은 “의장 선거는 승자와 패자를 가르는 경쟁이 아니라 포항시의회의 미래를 선택하는 과정”이라며 “선거가 끝난 뒤에는 모두가 하나가 돼 시민만 바라보며 일해야 한다”고 말했다.
이어 “갈등과 대립보다는 소통과 협력이 필요하다”며 “의원 한 분 한 분을 존중하는 통합의 리더십으로 의회의 역량을 모으고, 여야를 아우르는 협치를 통해 품격 있는 의회를 만들겠다”고 밝혔다.
또 “시민의 목소리가 정책으로 이어지고 정책이 성과로 연결되는 일하는 의회를 만들겠다”며 “집행부에 대한 견제와 감시라는 의회 본연의 역할에 충실하면서도 포항 발전을 위한 정책 대안을 제시하는 생산적인 의회를 구현하겠다”고 강조했다.

조민성 전 건설도시위원장은 현장 중심 의정 경험과 소통 능력을 강점으로 내세우고 있다. 조 전 위원장은 “국민의힘 공천 과정에서 지금껏 줄곧 '다'번을 받았지만 압도적으로 당선될 만큼 시민들의 눈높이에서 의정 활동을 펼쳐 왔다. 시민이 맡겨준 소임을 다하는 것이 의원의 가장 큰 책무”라고 생각한다며 “그동안 현장에서 골목의 작은 불편부터 도시의 미래를 좌우할 과제까지 시민과 가장 가까운 곳에서 살펴왔다”고 말했다.
이어 “지역 발전을 위해서는 현장을 잘 알고 시민과 공감할 수 있는 리더십이 필요하다”며 “말이 아닌 실천으로 시민이 체감하는 변화를 만들어 내겠다”고 밝혔다.
특히 “시민 눈높이에 맞는 윤리 기준을 확립해 신뢰받는 의회를 만들고, 견제와 감시라는 의회 본연의 역할을 충실히 수행하겠다”며 “정당과 계파를 넘어 협력하는 생산적인 의회를 만들겠다”고 강조했다.

이재진 부의장은 다선 의원으로서의 경험을 바탕으로 의회 위상 회복과 윤리의식 강화를 주요 과제로 제시했다.
이 부의장은 “바닥에 떨어진 의회의 위상을 바로 세우고 시민 눈높이에 맞는 의정활동을 통해 신뢰를 회복하겠다”며 “전체 의석의 3분의 1을 차지하는 더불어민주당과의 협치를 강화하고 기본에 충실한 의회를 만들겠다”고 밝혔다. 이어 “5선 의원의 경험을 바탕으로 의장으로서 의원들의 모범이 되겠다”고 강조했다.
