Incheon City, 'Smart Marine Village Drone System' Achievements... 4 Citizens Isolated in Mudflats at Night Rescued

-Break News Incheon  Park Sang-do Reporter

Incheon City announced on the 17th that the advanced drone system of the 'Smart Marine Village' project, currently being promoted by the city, achieved a decisive result by saving the lives of four citizens in real-time at a site where they were isolated on mudflats at night.

According to Incheon City, during the rescue operation for citizens isolated while gathering seafood on the mudflats near Hanagae Beach in Ongjin-gun on the night of June 13, a drone equipped with a thermal imaging camera and a searchlight was urgently deployed to provide comprehensive support to the Coast Guard's rescue activities. As a result of this coordinated effort, all four citizens, including the isolated individuals, were safely rescued.

This rescue operation took place at night in a tidal flat that is difficult to access due to large tidal ranges and numerous topographical hazards, such as tidal channels.

In an extreme environment where visual identification is impossible, a drone located the individuals requesting rescue and secured a safe entry route before rescue agencies arrived on the scene, proving that advanced technology is the key to securing the "golden hour" for rescue operations.

Upon receiving a report of isolation around 9:42 PM that night, the city dispatched a drone just one minute later at 9:43 PM. Within five minutes of the search, the drone used a thermal imaging camera to simultaneously locate two isolated individuals and two additional citizens nearby who were at risk.

Subsequently, as the drone provided information by securing a nighttime rescue route using its onboard searchlight, the Coast Guard arrived around 9:50 PM and safely rescued all four individuals requesting rescue at 9:52 PM.

This dramatic rescue is a tangible result of the ‘Safe and Clean Smart Marine Village Utilizing Remote Sensing Technology (Drones and Satellites) and Artificial Intelligence Prediction Technology’ project, which Incheon City has been actively promoting since this year (2026).

This project was established after being finally selected in the Ministry of Science and ICT’s Smart Village Dissemination and Expansion Contest in 2025. A total of 5 billion won in project funds is scheduled to be invested by December of this year, including 3.5 billion won in state funds and 1.5 billion won in city funds, and the project is being actively implemented in coastal island areas such as Ganghwa-gun and Ongjin-gun.

The Smart Marine Village project centers on the field of 'Tidal Flat Safety,' which includes the proven effectiveness of drone-based tidal flat safety management and the construction of 3D tidal flat safety maps.

In addition, it is a comprehensive marine administration system that encompasses the 'Environmental Management' sector—such as the management and transportation of marine debris using drones, fishing village environmental management, and citizen-participatory coastal environmental management—as well as 'Common Projects,' including the operation of the Smart Marine Management Center.

This case confirms that the project goes beyond mere technology demonstration or data accumulation, serving as an effective public safety system that directly saves lives in the field.

Going forward, Incheon City plans to establish this project as an "Incheon-style smart marine management standard model" that integrates safety, environment, and control, aiming to create a leading example that can be disseminated to coastal municipalities nationwide.
