경기도가 기존의 ‘지역혁신중심 대학지원체계(RISE)’를 지자체 주도의 ‘지역성장 인재양성체계(이하 앵커)’로 전면 개편하고, 철저한 성과 중심의 대학 지원을 통해 글로벌 인재 양성과 지역 정착 가속화에 나섰다.
경기도는 지난 10일부터 12일까지 ‘2026년 제2차 경기도RISE위원회’를 열어 사업 명칭 변경을 심의·의결하고, 앵커(Anchor) 사업의 1차년도 연차평가 결과와 신규 과제 수행대학 선정 결과를 확정했다고 17일 밝혔다.
새롭게 도입된 ‘앵커’ 체계는 지자체가 주도해 대학을 지원하고, 도내의 풍부한 첨단산업 인프라 등 지역 일자리 전략과 연계해 글로벌 혁신 인재를 키워내는 지산학연 동반성장 재정지원 모델이다. 이는 대학 지원 중심에서 탈피해 인재의 지역 정착을 최대한 유도하겠다는 취지를 담고 있다.
이번 1차년도 연차평가에서는 앵커 사업을 수행 중인 총 34개 대학 및 컨소시엄을 대상으로 심사를 진행해 ▲매우우수 7곳 ▲우수 12곳 ▲보통 11곳 ▲미흡 4곳을 선정했다.
‘매우우수’ 등급을 받은 대학들은 현장 체감형 성과에서 높은 점수를 받았다. 경희대는 판교에 ‘경희판교VI캠퍼스’를 개소해 스타트업 육성 거점을 마련했고, 단국대는 학생 창업기업 육성으로 투자 유치를 이끌어냄과 동시에 연천군에 ‘단국 G-RISE 지원센터’를 신설해 경기 북부 그린바이오 산업의 기틀을 다졌다.
성균관대는 융합 프로젝트를 통해 실무형 AI 인재 배출에 집중했으며, 한양대 ERICA는 특허 교육을 통해 우수 학생들을 대기업 취업으로 연계시켰다. 이외에도 경민대(스마트 안전·푸드테크), 안산대(AI 기반 임상실습 플랫폼), 연성대(글로벌 뷰티 맞춤형 전공트랙) 등이 차별화된 성과로 최우수 평가를 받았다.
경기도는 ‘매우우수’와 ‘우수’ 평가를 받은 19개 대학·컨소시엄에 대해 오는 9월 중 등급별로 인센티브를 차등 지급할 계획이다. 반면 ‘미흡’ 판정을 받은 4개 대학에는 전문가 컨설팅을 지원해 역량을 보완하기로 했다.
이와 함께 추진되는 신규 과제 수행대학 12개교도 최종 확정됐다. 일반대 대상의 ‘G-대학 창의적 자산 실용화 지원(G-BRIDGE)’ 과제에는 가천대·경희대 등 8개교가 선정돼 4년간 매년 5억 원을 지원받는다. 전문대 대상의 ‘G-고숙련 전문기술석사과정 지원(G-마이스터대)’ 과제에는 경민대·경복대 등 4개교가 선정되어 매년 3억 5천만 원의 사업비를 받게 된다.
도는 이번 지침 개정을 통해 최근 변경된 교육부의 사업비 집행·관리 기준을 반영하고, 올해 교육부로부터 관리를 넘겨받은 8개 이관 사업의 규정을 명확히 하는 등 제도 정비도 함께 마쳤다.
현병천 경기도 미래성장산업국장은 “이번 평가를 통해 도내 대학들의 우수한 역량과 혁신 성과를 확인할 수 있었다”며 “앵커 체제를 통해 도내 인재들의 성장을 촉진하고, 우수한 인적 자원이 지역을 넘어 국가 경쟁력 강화를 이끄는 대한민국 대표 지산학 선순환 생태계를 만들어 가겠다”고 말했다.

Gyeonggi Province has completely overhauled its existing ‘Regional Innovation-Centered University Support System (RISE)’ into a local government-led ‘Regional Growth Talent Development System (hereinafter ‘Anchor’)’ and is setting out to accelerate the cultivation of global talent and local settlement through thorough performance-oriented university support.
Gyeonggi Province announced on the 17th that it held the ‘2nd Gyeonggi RISE Committee Meeting of 2026’ from the 10th to the 12th to deliberate and approve a change in the project name, and finalized the results of the first-year annual evaluation of the Anchor project and the selection of universities to carry out new projects.

Along with this, the 12 universities selected to carry out new projects have also been finalized. Through this revision of the guidelines, the province has also completed institutional overhauls, including reflecting the Ministry of Education's recently changed standards for project budget execution and management, and clarifying regulations for the eight transferred projects that took over management from the Ministry this year.
