파주시가 본격적인 장마철을 앞두고 수질오염사고 예방을 위한 특별점검에 나선다.
파주시는 오는 17일부터 30일까지 관내 폐수 배출사업장 50개소를 대상으로 ‘수질오염행위 특별점검’을 실시한다고 밝혔다.
이번 점검은 여름철 집중호우 기간을 틈타 발생할 수 있는 오·폐수 무단 방류를 사전에 차단하고, 사업장의 환경관리 의식을 높여 수질오염사고를 예방하기 위해 추진된다.
시는 점검반을 편성해 폐수 배출시설과 방지시설의 정상 가동 여부를 집중적으로 확인할 계획이다.
주요 점검 대상은 무허가 또는 미신고 폐수배출시설의 설치·운영 행위, 오염물질을 방지시설에 유입하지 않고 비밀 배출구 등을 통해 무단으로 배출하는 행위, 하천 등 공공수역에 수질오염물질을 직접 유출하는 행위 등이다.
점검 과정에서 경미한 위반사항이 확인될 경우 현장에서 즉시 시정하도록 계도할 방침이다.
반면 고의성이 있거나 중대한 위반행위가 적발될 경우에는 행정처분과 과태료 부과는 물론 형사고발까지 병행하는 등 강력히 대응할 예정이다.
현행 「물환경보전법」에 따르면 무허가·미신고 폐수배출시설을 설치하거나 운영한 경우 7년 이하의 징역 또는 7천만 원 이하의 벌금에 처해질 수 있다.
또한 방지시설을 거치지 않고 오염물질을 배출하거나 무단 배출시설을 설치한 경우에는 5년 이하의 징역 또는 5천만 원 이하의 벌금, 하천 등 공공수역에 수질오염물질을 유출한 경우에는 3년 이하의 징역 또는 3천만 원 이하의 벌금이 부과될 수 있다.
조윤옥 파주시 기후위기대응과장은 “이번 특별점검은 장마철 수질오염을 사전에 차단하고 폐수배출시설의 적정 운영을 유도하기 위한 조치”라며 “각 사업장에서는 집중호우에 대비해 시설을 사전에 점검하고 자율적인 환경관리를 강화해 위반 사례가 발생하지 않도록 각별히 주의해 달라”고 당부했다.
한편 파주시는 환경오염행위에 대한 시민 제보를 상시 접수하고 있다.
