파주시보건소가 보건복지부가 주관한 ‘2025년 지역사회 금연사업 우수사례 평가’에서 지역사회 금연환경조성 분야 우수기관으로 선정돼 보건복지부 장관 표창을 수상하는 영예를 안았다.
이번 평가는 전국 지방자치단체가 추진한 우수 금연 정책 사례를 발굴하고 확산하기 위해 마련됐다.
파주시는 시민 참여형 금연 정책과 지역사회 협력을 기반으로 한 현장 중심 행정 성과를 인정받아 높은 평가를 받았다.

파주시보건소는 지난해 ‘경계를 허물다’, ‘생각을 뒤집다’, ‘기술로 숨쉬다’, ‘마음을 지키다’ 등 4대 핵심 전략을 수립하고, 기존의 단속 위주 금연 정책에서 벗어나 시민들이 일상 속에서 체감할 수 있는 다양한 금연사업을 추진해 왔다.
특히 부서 간 협업 체계를 강화한 ‘동료 지도원’ 제도를 도입하고, LG디스플레이 자원봉사단과의 민관 협력을 통해 효율적인 금연환경 조성에 나섰다.
이를 통해 약 685만 원의 예산을 절감하는 한편, 점검 구역을 기존 대비 12.7% 확대하는 성과를 거두며 모범적인 협력 모델을 구축했다.
청소년 대상 ‘노담 등굣길 캠페인’과 생애주기별 맞춤형 금연 교육도 적극 추진했다.
이를 통해 흡연 예방과 건강한 생활습관 형성을 지원하며 지역사회 건강 증진에 기여했다.
아울러 현장 최일선에서 활동하는 금연지도원의 안전과 정신건강 보호를 위해 보디캠을 도입하고 명상 프로그램을 운영하는 등 건강한 조직문화 조성에도 힘썼다.
이한상 파주시보건소장은 “이번 수상은 시민과 기업, 학교가 함께 힘을 모아 이뤄낸 값진 성과”라며 “앞으로도 지역사회 연계망을 더욱 강화하고 시민이 체감할 수 있는 금연 정책을 확대해 담배 연기 없는 건강도시 파주 조성에 최선을 다하겠다”고 말했다.
