국방부, 민통선 8㎞→6㎞ 축소…여의도 150배 보호구역 해제

브레이크뉴스 정명훈 기자= 국방부가 접경지역 주민 불편 해소와 지역 개발 활성화를 위해 민간인통제선(민통선) 조정과 군사시설보호구역 축소 등 군사시설 규제 완화에 나선다.

 

국방부는 17일 이재명 정부의 핵심 국정과제인 '민군 상생을 위한 국방 분야 규제 완화'의 일환으로 민통선 조정, 제한보호구역 해제, 군사장애물 철거, 출입관리체계 디지털화 등을 추진한다고 밝혔다.

 

우선 민통선을 현재 군사분계선(MDL) 기준 평균 8㎞에서 평균 6㎞로 조정할 계획이다. 민통선은 군사작전상 민간인 출입을 통제하기 위해 설정된 기준선으로, 현행법상 군사분계선으로부터 10㎞ 이내에 설치할 수 있다.

 

국방부는 지역별 지형과 작전 환경을 검토한 결과 민통선을 평균 6㎞ 수준으로 조정해도 군사작전에 문제가 없다고 판단했다. 이에 따라 여의도 면적의 약 90배에 달하는 통제보호구역이 제한보호구역으로 완화될 것으로 예상된다.

 

통제보호구역은 건축행위가 원칙적으로 금지되지만 제한보호구역은 군과 협의를 거쳐 건축이 가능하다. 국방부는 민통초소 이전과 경계펜스, CCTV 설치 등 보완 조치를 거쳐 2027년부터 단계적으로 민통선을 조정할 방침이다.

민통선 출입관리체계도 디지털 방식으로 전환된다. 현재 대면·수기 방식으로 운영되는 출입 절차를 인터넷과 모바일 앱 기반으로 개선해 출입 신청과 신원 확인 절차를 간소화한다. 국방부는 올해 시스템 설계 연구를 마무리하고 내년부터 본격적인 구축 사업에 착수할 예정이다.

 

이와 함께 농업용 드론 비행 승인 절차를 간소화하고 군 유휴지 정보를 맞춤형으로 제공하는 등 국민 편익 증진을 위한 추가 규제 개선도 추진한다.
