【브레이크뉴스 대구】진예솔 기자=우리복지시민연합이 7월 1일 지방의회 개원을 앞두고 제6회 전국동시지방선거에서 당선된 지방의원과 단체장들을 대상으로 보건·복지·인권 분야 역량강화 교육을 마련했다.
이번 교육은 22일부터 23일까지 이틀간 국가인권위원회 대구인권교육센터에서 열린다. 『2026 지방선거 당선자 보건·복지·인권 역량강화교육』이라는 이름으로 개최되는 이 교육은 당선자들이 보건의료와 복지, 인권 분야의 주요 현안과 정책 과제를 더 깊이 이해하고, 주민 중심의 정책 수립과 의정활동 역량을 높일 수 있도록 지원하기 위해 마련됐다.
교육은 총 세 개 강좌로 구성됐다. 첫날인 22일에는 김건엽 교수가 ‘대구 보건의료 현실과 쟁점, 지자체와 지방의회의 역할’이라는 주제로 지역 의료현황과 당면 과제를 짚었다. 이어 장관식 소장이 ‘지방정부의 유엔인권제도와 인권 지방정부를 위한 제언’을 주제로 발표하고, 당선자들과 함께 지방정부의 인권 정책에 대해 토론하는 시간을 가졌다.
23일에는 김유진 교수가 ‘통합돌봄의 의미와 과제, 지자체 컨트롤타워 강화 방안’을 주제로 강연을 맡아, 지역사회 통합돌봄 정책의 방향과 지방정부의 역할을 제시할 예정이다.
우리복지시민연합은 이번 역량강화교육이 당선자들의 정책 전문성을 높이고, 복지와 인권에 기반한 주민 밀착형 의정활동에 실질적인 도움이 될 것으로 기대하고 있다.
은재식 우리복지시민연합 사무처장은 "지방의회는 주민의 삶과 가장 가까운 곳에서 정책을 만들고 집행을 감시하는 역할을 한다"며 "이번 교육을 통해 당선자들이 보건복지·인권 분야의 전문성과 역량을 키워 시민 중심의 의정활동을 펼칠 수 있길 바란다"고 밝혔다.
한편, 이번 교육은 당선된 광역·기초의원 누구나 참가할 수 있으며, 참가비는 없다.

Ahead of the opening of local councils on July 1, the Citizens' Coalition for Our Welfare has organized capacity-building training in the fields of health, welfare, and human rights for local council members and heads of local governments elected in the 6th National Simultaneous Local Elections.
The training will be held for two days, from the 22nd to the 23rd, at the Daegu Human Rights Education Center of the National Human Rights Commission of Korea. Titled the "2026 Local Election Winners' Capacity-Building Training on Health, Welfare, and Human Rights," the program is designed to support the elected officials in gaining a deeper understanding of key pending issues and policy tasks in the fields of healthcare, welfare, and human rights, as well as in enhancing their capacity for resident-centered policy formulation and legislative activities.
The training consists of a total of three lectures. On the first day, the 22nd, Professor Kim Geon-yeop addressed the current status of local healthcare and immediate challenges under the theme of "The Reality and Issues of Daegu's Healthcare, and the Roles of Local Governments and Councils." Following this, Director Jang Gwan-sik gave a presentation on the topic of "The UN Human Rights System in Local Governments and Suggestions for Human Rights-Oriented Local Governments," and held a discussion with the elected officials regarding local government human rights policies.
On the 23rd, Professor Kim Yu-jin is scheduled to deliver a lecture on the topic of "The Meaning and Challenges of Integrated Care and Measures to Strengthen Local Government Control Towers," presenting the direction of community-based integrated care policies and the role of local governments.
The Citizens' Coalition for Our Welfare expects that this capacity-building training will enhance the policy expertise of the elected officials and provide practical assistance for resident-focused legislative activities based on welfare and human rights.
Eun Jae-sik, Secretary-General of the Citizens' Coalition for Our Welfare, stated, "Local councils play the role of creating policies and monitoring their implementation in the places closest to the lives of residents," adding, "I hope that through this training, the elected officials will cultivate their expertise and capabilities in the fields of health, welfare, and human rights to carry out citizen-centered legislative activities."
Meanwhile, this training is open to all elected metropolitan and local council members, and there is no participation fee.
